Incident: Malicious Destruction of Property
Date of Incident: 10 April 2010
Location: 26000 block of Osprey Circle, Hebron, MD
Suspect: Male Juvenile, 12, Hebron, MD

Narrative: On 10 April 2010 at 7:47 PM, a deputy responded to a reported Malicious Destruction of Property in the 26000 block of Osprey Circle in Hebron. Upon arrival the deputy discovered that a juvenile who resides in the neighborhood was out riding his bicycle when the juvenile allegedly deliberately ran into the victim’s vehicle. The juvenile observed damage to the vehicle consistent with the accounts of the victim and a witness.
The deputy located the juvenile and completed a juvenile referral charging the juvenile with malicious Destruction of Property. The juvenile was left with a family member.

Incident: Driving Under the Influence of Alcohol
Date of Incident: 11 April 2010
Location: Beaglin Park Drive, Salisbury, MD
Suspect: Tyler Paul Jones, 18, Hebron, MD

Narrative: On 11 April 2010 at 1:51 AM, a deputy from the Wicomico County Sheriff’s Office observed a vehicle fail to stop for the red signal on Beaglin Park Drive at Old Ocean City Road. As the deputy then followed behind the vehicle, the deputy measured the vehicle’s speed at 26 miles an hour over the posted speed limit. Upon stopping the vehicle, the deputy identified the driver as Tyler Paul Jones, 18, of Hebron, MD. During the encounter, the deputy believed that Jones was under the influence of alcohol which led to the administration of Field Sobriety tests. After failing those, the deputy placed Jones under arrest for DUI.
Jones was processed and released upon signing citations.

Incident: Assault
Date of Incident: 11 April 2010
Location: 3000 block of St. Luke’s Road, Salisbury, MD
Suspect: Gildardo Alverzez Penalo, 25, Salisbury, MD


Narrative: On 11 April 2010 at 10:32 PM a deputy from the Wicomico County Sheriff’s Office investigated an altercation inside a residence in the 3000 block of St. Luke’s Road in Salisbury. Upon arrival, the deputy met with a female who stated that her boyfriend came home intoxicated and engaged her in a verbal altercation, during which she stated he grabbed her arms and kicked her legs. The deputy observed signs of physical injury on the victim that corroborated her account.


The deputy placed her boyfriend, Gildardo Alverzez Penalo under arrest for the assault and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner detained Penalo in the Detention Center in lieu of $10,000.00 bond.

Incident: Missing Person
Date of Incident: 12 April 2010
Location: 7000 block of Parsonsburg Road, Parsonsburg, MD

Narrative: On 12 April 2010 at 8:00 AM, the Wicomico County Sheriff’s Office was notified about an elderly woman who had reportedly walked away from an Assisted Living facility in the 7000 block of Parsonsburg Road. Upon arrival the deputies learned that the woman had only been gone a short while and had presumably going for a walk but could not be located. Sheriff’s Deputies, along with the use of a Bloodhound K9 team from the Somerset County Sheriff’s Office, located the woman at 9:15 AM, approximately 200 yards into a wooded area. The woman was located in good health and reunited with her care givers.

The guy with the DUI, hope they take those licenses away before he kills someone. Doesn't this guy work? Probably not, just another teenager gone wild. If they had to do real work for a living, they would not have to party at 1:45 in the morning.. oops, maybe he was taking medicine to a sick aunt.....

Horse hockey. Stop making excuses for him. What he did was WRONG no matter how you try to justify it. It was WRONG! Not only was it wrong but ILLEGAL. Would you be singing the same song if it was a loved one of yours he hit and killed?

Yes, like many kids, he made a mistake however, unlike most kids, he has been in trouble before but somehow has gotten off with it. Maybe if he had been taught a lesson or was punished for his previous behavior, he wouldn't be in this predictament now.

This is not the first time he's gotten into trouble. I can recall several things that he has done over the past couple of years. He is always getting away with things, and it's about time he grows the heck up and starts acting like the adult he is! Whoever the person is that is trying to justify his actions and make him sound like a better person for not being as bad off as the others in the car is obviously delusional. He could have very well killed himself, the others in the car, and any innocent person driving on the same road as him. He probably won't learn a single thing from this but i pray it doesn't take him killing someone inorder for him to get a clue!

Tyler has been an accident waiting to happen for many years. I hope his family and he will take this as a wake-up call. They are lucky he didn't kill himself or anyone else. It is time for Tyler and his family to stop making excuses and blaming it on anything and everything other than Tyler and his actions.

Some things are just not made all better by saying you are sorry. For once, do the punishment, reflect on what you have done and what you could have done. Grow up and take responsibility for yourself before it is too late.

You all obviously don't know him very well or you would know he has been in trouble yes and hasn't gotten off. This is the 1st time for an instance such as this and remember when you point a finger there are 3 more pointing back. I find that when you usually are quick to talk about someone elses problems or childs problems it comes back to haught you later. I am sure that many of the people posting comments don't know him that well and only know rumors because no juvenile record is on public records.

Everyone knows that he's an accident waiting to happen. The way he drives, this kid shouldn't even have a license period. I wouldn't want to be on the road anywhere NEAR this kid when he's out. It will take a very serious accident or for him to kill somebody for this kid to straighten himself up. 7:53, its not rumors its known facts. There has been many instances where this child has been in trouble but never punished for his actions; that is why he acts the way he does point blank.

If it is know fact then you would know he has been punished for his actions previously and if you have access to juvenile records you would know he has been on probation for his last case.

Yes I do know that he is on probation but it hasn't stopped him yet from doing the destructive things that he has done to others or their properties while on probation does it? Hes gotten away with a slap on the wrist. What does that teach him? Thats my point. Probation doesn't change your home life, its the parental figures that allow him to act out. Try taking away his vehicle and his privileges, his freedom for once. maybe that'll open up his eyes that life is not handed to you on a silver platter.

Destruction was done prior to probation. Which tells who exactly posted this comment. The mother of the disable son he hides him because her daughter is so embrassed. Yeah right she is right out there partying with those older kids and secretly meeting one older guy at movies. Clean your own house. I sure Tyler's mom has tried her best but in the end he is now an adult and this vehicle is his and he pays for it what can she do now.

1:22 Guess again! You are way off, I don't have kids, don't even know who you would be referring to (disabled son and daughter?). And no, some of the destruction wasn't done prior to his probation it was during. Mentioned before, I know what I know, its not rumors its facts.

wrong again --- 1:22 is correct I am very familiar with him and his family -- one time was on my property. probation was right after destruction of property in hebron. But it seems to be a pattern with most Hebron teens, I understand there was a party earlier in the night where half kids from hebron and mardela attended and cops came and told them to leave nothing done -- same home from where party had been and guy ended up dead at a friends home afterwards.

I have to say reading this was no surprise to me. I have witnessed this young mans lack of respect for himself or anyone else for that. I would like to think that that whoever continues to enable him by making excuses and cleaning up his mess is in for the long haul, it appears that a pattern of behavior has been set. Maybe now that he is 18, he will actually have to pay the piper.

Why isn't the person who is suppling the booze to these minors getting any blame in this. The cops come and bust these parties and everyone is told to leave with the cops knowing they have been drinking. The sad part is the parents know they are having these parties. You have doctors and lawyers that live on the farms or back in the woods and know what the kids are doing. Press charges on their butts for allowing it. Maybe when more serious charges go against the legal adults allowing this then the teen drinking will slow down
