Incident: Malicious Destruction of Property / Resisting Arrest
Date of Incident: 28 February 2010
Location: 1000 block of Beaglin Park Drive, Salisbury, MD
Suspect: Dale A. Gibbs, Jr., 22, Salisbury, MD

Narrative: On 28 February 2010 at 8:13 PM, a deputy from the Wicomico County Sheriff’s Office investigated the Malicious Destruction of a vehicle windshield in parking lot of the Parkwood Apartments in Salisbury. The owner of the vehicle told the deputy that he believed an estranged former roommate is the individual responsible for this. The owner provided a picture of his former roommate, Dale A. Gibbs and the deputy showed the picture to an independent witness who identified Gibbs as the subject who inflicted the damage to the windshield.


The suspect, Dale Gibbs, was gone on the arrival of the deputy, but the deputy checked the lot frequently on the possibility that Gibbs might return to the scene. At approximately 10:30 PM, an individual that the deputy recognized as Gibbs was observed in the parking lot. The deputy approached Gibbs and attempted to detain Gibbs and place him into handcuffs. Instead of submitting to the deputy, Gibbs resisted and began to struggle against the deputy. The deputy managed to get Gibbs into custody and during a subsequent interview Gibbs made statements the affirmed his culpability in this incident.


The deputy transported Gibbs to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Gibbs was detained in the Detention Center by the Commissioner in lieu of $5,000 bond.

Incident: Possession of Drug Paraphernalia
Date of Incident: 28 February 2010
Location: Bi-State Blvd. Delmar, MD
Suspect: Patricia M. Dilworth, 52, Delmar, MD

Narrative: On 28 February 2010 at 8:55 PM, a deputy from the Wicomico County Sheriff’s Office stopped a vehicle for an equipment violation on Bi-State Blvd in Delmar and identified the driver as Patricia Dilworth of Delmar, MD. Because of Dilworth’s general demeanor that exhibited nervousness, a WCSO drug K9 team was called to the scene and the K9 scanned the vehicle for the presence of the odor of illegal drugs. During that scan the K9 alerted to that odor which caused the deputy to search the vehicle. During the search, the deputy located two glass smoking devices in the console that both contained the remnants of crack cocaine. During a subsequent interview, Dilworth claimed possession of the devices.


The deputy placed Dilworth under arrest and transported her to the Central Booking Unit where she was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner released Dilworth of Personal Recognizance.
