As with criticism, credit should be given when due.
For the first time in recent memory, the Daily Times has brought an important matter to public attention. In last Saturday's issue there is a report of the recent meeting of a local civic organization in which top members of the administration of Wicomico County's Executive, Rick Pollitt, encouraged the audience to work to kill the County's tax revenue limit (cap).
Now, to put it plainly, the cat is out of the bag.

If the finance director and the PIO are moonlighting and receiving comp time maybe there are some overstaffing issues in above mentioned depts.
