PG 838 Of The House Version Of The Health Care Bill

SEC. 1904. GRANTS TO STATES FOR QUALITY HOME VISITATION PROGRAMS FOR FAMILIES WITH YOUNG CHILDREN AND FAMILIES EXPECTING CHILDREN.

Part B of title IV of the Social Security Act (42 U.S.C. 621–629i) is amended by adding at the end the following: ‘‘Subpart 3—Support for Quality Home Visitation
Programs ‘‘SEC. 440. HOME VISITATION PROGRAMS FOR FAMILIES WITH YOUNG CHILDREN AND FAMILIES EX12 PECTING CHILDREN.

‘‘(a) PURPOSE.—The purpose of this section is to im14
prove the well-being, health, and development of children by enabling the establishment and expansion of high quality programs providing voluntary home visitation for families with young children and families expecting children.

‘‘(b) GRANT APPLICATION.—A State that desires to receive a grant under this section shall submit to the Secretary for approval, at such time and in such manner as the Secretary may require, an application for the grant that includes the following:

‘‘(1) DESCRIPTION OF HOME VISITATION PROGRAMS.—A description of the high quality programs 25 of home visitation for families with young children and families expecting children that will be supported by a grant made to the State under this section, the outcomes the programs are intended to achieve, and the evidence supporting the effectiveness of the programs.

‘‘(2) RESULTS OF NEEDS ASSESSMENT.—The results of a statewide needs assessment that describes—

‘‘(A) the number, quality, and capacity of...........

The key word is VOLUNTARY. They are not forcing this on anyone.

As with most federal legislation, this creates new agencies and empowers them and existing ones with the ability to create rules and regulations. That is what bureaucrats thrive on. Elected officials come and some go, but the bureaucrats live forever. Tax law is writen by the congress, but it is left to the IRS to decide how they collect tax.
By now you should know the congress does not write the laws, we know they don't read them and if they did no one understands them. They compound the felony by tossing in last minute ammendments. Perhaps that is why a Chaplain is assigned to open their sessions with a prayer.

I have only had them visit me one time,back when my daughter was 2.It was basically a nurse that was asking me questions about lead exposure,dental fluoridation..basic early public health intervention but it IS kind of intrusive and my childs health and well-being are my responsibility,not the State or Countys.

First off, this post should be titled, "A PORTION of page 838..." since you do not quote it in its entirety. However...

SO: people bleat loud and long about how segments of the population take advantage of the system, cheat the system, break the rules, get government assistance that is unwarranted, and all of this goes unchecked by a clueless government. Then, the government proposes a provision that will allow for government OVERSIGHT of this issue to ensure everyone is playing by the rules, and you STILL GET MAD?

What is the situation is which you are happy?

"I don't want the government running anything, and I don't want them in my life, but you better not touch my medicaid, medicare, or Social Security!!!"

Uugh.

Also, Joe, in the interest of the public good, could you please post word-for-word the place in this bill where is says the government will kill all the old and disabled people. Not a portion where you interpret the bill to possibley, maybe-if-you-are-as-crazy-as-Beck/Limbaugh, but the ACTUAL place where is says grandma is going to be killed.

It would help clear things up.

Dan, none of us here at Salisbury News have said anything about Grandma getting killed. It's you lefties that continue to suggest we have done so in the hopes of getting others to believe this is where they read it. Try again Dan. This time, YOU do all the research as I have far too many other things to do than look for something that isn't true.

Disagree Joe, but don't spout off an angry response without being sure of what you say.

Do not hide behind the "none of us here at SBY news have said..." line simply because you POSTED a story that was from another website, and no one from your staff wrote it. If you post it, you own it, and take responsibility for the content.

Its like saying "we report, you decide." A handy turn-of-phrase that is meant to alleviate you of responsibility, but does not really say anything at all.

I have no issue with you being one-sided and presenting only one half of the argument. However, don't do that AND claim to be an impartial messenger for the people.

Either way, the information about local issues is more relevant to everyone anyway. More of that and less flame-stoking please.

If someone with kids is on public assistance,then yes some oversight is in order and there should be preiodic home visits to ensure that everything is in order and no fraud is afoot.You know to make sure all the kids they get benefits for are actually IN the home,that no other people are freeloading that do not belong in the home.
I do not nor have I ever received public assistance,so why should I be subject to a stranger coming to my home telling me how to care for my child?

Dan, get a life...are you related to Chuck or JT? you come across as annoying and whiny, just sayin. As for "don't touch my Medicare, Medicaid and Social Security"-whether you like it or not, we have all paid into that and those promises are all but gone. I'm 38 years old and I will never see one dime of either program but I will be paying until I die. I will never take Welfare, I stay within the law, and I am responsible for my children, I don't need your gov't intrusion. I don't want gov't trying to fix something that works for 90% of the population-because for the 10 million or so that are underinsured (what does that mean really?) or not insured that need coverage, we could easily spend 25 billion ($5000 each policy approx) instead of 10 Trillion. Get Congress to stop spending and work on the economy, this is a "manufactured" health crisis (sorry had to take one of your Democrat words)and needs time to be discussed not shoved down our throats.
