Wicomice County Internal Auditor Fired



Ladies & Gentlemen, this is a complete shock. The audits that had been posted on the Wicomico County Website, (3 of them) have been removed and quite frankly there's something very fishy going on.

Council President John Cannon had "no comment." I'm certain we'll have more on this issue some time soon.

I've had this information since 5:00 PM on Tuesday but felt it was best to hold it off until this morning as it would get the best attention.

The office of Internal Auditor was established in January 09 with the hiring of an Internal Auditor. During the six-month period beginning January 2009 through the end of June 2009, the office of Internal Auditor accomplished the following:
Established all the proper database system access.
Established an Audit Committee.
Established an Audit Manual.
Established a mailbox to communicate with the County Council as a whole.
Established the proper secure electronic access for the Internal Auditor’s confidential data.
Completed the Reviews of The 2008 External Audit Report Recommendation.
Communicated recommendation results to affected employees to ensure a smooth transition to an internal control enhanced environment.
Provided “assistance to others” advisory services.
Established Audit Risk Assessments.
Conducted a county-wide risk assessment survey.
Completed the annual audit risk assessment and developed the Annual Audit Plan for Fiscal Year 2010.
Established the proper dissemination of all fraud line calls set up by management which were originally set up to go to management only.

sounds like she found out some information that the council did not want to hear so they got rid of her. Very fishy that they have removed the audits from the website. What are they hiding? Hopefully the auditor will blow the whistle on what really going on

Oh I can already see why this individual was let go - she established, provided, conducted, and completed way too much for this county council. In other words she was probably doing her job and they don't like it.

The city and county government have more skeleton's than the Smithsonian!

Was this termination voted on by the council? Administration decision? I guess all of the city's ills were a good smoke screen for the county to smooth over a plenty of BS over that period of time.

Prettyman and Barkovich to stay, the rest need to go so we can get down to business. Too much special interest in all local politics.

It is very very hard to get fired from the government. You have to really screw up.
Either someone is covering their butt by firing her or she was covering someones butt and the city found out.

To 9:30 AM If you take the time to have someone read the letter to you, you will see it was the "unanimous": decision of the council. That means all of them voted for it, even Prettyman & Bartkovich. Sheesh!

By charter the internal auditor is an at will employee, hired and fired by the county council and answers directly to the council.

She was licensed and did an excellent job which is why she was fired. Don't let Prettyman fool you. She's wants attention and his very devious.There are employees of the County who do not want their work audited period.

Well since she was an "at will" employee, the County Council's hands are not tied when it comes to letting someone go. Nothing illegal about it. Obviously, if it was an unanimous decision, she screwed up somehow and they were swift in their actions.

Wow, it makes on wonder what she found. Maybe the tried to muzzle some information from being made public?

Something definately smells fishy.

I hope SBYnews does an extensive investigation into this subject.

After the landfill fiasco I cannot imagine what will happen WITHOUT AN AUDITOR!!!!

Let's call a spade a spade. Walker was never a "good" hire with the County. Too many waves were caused by her & I guess the last one was the one that did her in. She demanded more & more "assests" be purchased for her even knowing the County was in financial distress.

Certainly does not bode well for the County Council! Why go to the expense of hiring an internal auditor, only to fire her in six months time. Something does smell pretty bad here!

Maybe Ms. Walker should have had a conversation with Douglas Devenyns. He can do whatever he wants and is still on the payroll. Ms. Walker has done nothing that we know of and she is fired. What is going on in Wicomico county?

As a retired county employee, I would bet the farm that Ms. Walker has found TOO MUCH information that would expose the "good old boy" system. Unfortunately, that system has and will always exist in Wicomio County, until someone stands up to the powers that be. Let me assist with budget cutting powers and I will teach the county executive a few things - that will amaze him.

Most of the items listed as "accomplished" are busywork setup items that could be done in few weeks *at most*. I suspect that they found out she had oversold herself and was in way over her head. There might also (strictly a guess) be a credentialing issue if her references or claimed academic degrees, licenses etc. didn't pan out.

I don't think Mr. Cannon has ever dismissed anyone. The appropriate procedure would have been to schedule a meeting with Ms. Walker at which time a letter would be given. Ms. Walker would then be escorted to her office while someone oversaw her packing up. All her computer access should have been blocked before the meeting. This is only common sense and done to prevent industrial espionage.

Based on the wording of the letter, Ms. Walker should immediately apply for unemployment benefits.

If her audits have been pulled it speaks to the fact that there was probably a pretty serious screwup up in her methodology or procedures.

talk about egg on your face. Way to go county council. After that landfill screw up, they finally do something right by getting an auditor, then get rid of her after 6 months. Anon 9:15 and 9:09 are probably right- she was doing her job too good and someone decided they had to get rid of her before more stuff like the landfill went down....Again, way to go Wicomico County. Good luck ever getting someone to do that job again

Maybe she uncovered all the corruption from the last 10 years. The people of this county should demand a complete audit. The problem was here way before Rick P. showed up. Losing a million here a million there. Then finding it later. Hmmmmmmm Peterson got out of town. Craemer is still here. A criminal investigation should be conducted. Who knows how much money has been diverted and hidden over the years. This is sickening. They do not want anyone around watching the till.

The council was unanimous in it's decision.That almost never happens and it leads me to believe that there was proper justification.

As a taxpayer, I am comfortable that it was justified with an unanimous vote. One thing that I want though is another one sought and hired soon. It is an important part of the gov't.

She either screwed up in a major way OR she found more at the landfill than was being told. More as in people involved right up to Rai Sharma.

what gets me is she is fired that quickly but yet Rick Pollit's very public "promise" to fire the landfill employees involved in a network of corruption months ago, STILL HAS NOT TAKEN PLACE. I think they are all full of sh--. This is what keeps GOOD people from becoming public servants.

3:16...you can't confuse Pollits inaction with the Council's action. They are seperate.My exoerience has been that when someone is seperated that summarily, there has been a serious issue with their performance or integrity.

I am sure the facts will come out and them we can all make an intelligent assessment rather than shooting from the hip.

I agree with 3:11 that a new auditor should be sourced very quickly .It is important not only from a fiscal standpoint but also to assure the taxpaying public of the integrity of our finances

Again she was too good. There sre things still going on and they don't want anyone to know. She was not a screw-up. They could not keep her under control. They will only hire someone that Ed Baker and Matt Craemer can control which means the auditor is not independent.

Let's see, looks like 12:40 has the real skinny on this. The X auditor had to be the one that gave Joe the letter and at the same time played toot, toot, on her own horn to show how great she was. The letter says "at will employee". Find a good replacement and move on.

I dont care that the letter said unanimous. That bunch od Bozo's follow the word of the midget. If Cannon passes gas Prettyman can tell you what he had for dinner. It is a shame. None of the old council want anything exsposed. They were watching the bank so to speak and look what happend at the Landfill. That crap has went on for years. There is a huge cover up going on because they know how pissed the public will be when it all comes out. If it comes out now at all.

I do not know what this women did or didnt do. If she screwed up fire her butt. I just think while the iron is hot we take a deep look at the finances of this county for the last ten years. Something stinks.

Mr. Pollitt if you are a man of your word the rest of the crimnals should be canned.

Is it true the county caught up Ed Bakers portion of the county retirement? What did that cost us. Look into this Joe. Furlough days are coming and they are paying a lawyers owed portion into the system to get him caught up. WTF people wake up. We are being screwed by the G.O.B. network.

Guess that was supposed to be kept quiet. What else are they hiding ?

Did they do that for all county employees. Sounds like a great law suit. How ironic he would be the one defending it. LOL If this is true someone needs to take a hard look at how this happend and was kept so quiet. Could this be one of the things or did she discover money from the pension system is not what it should be ?

Hell, Wicomico doesn't need an internal auditor. Just ask Ray Lewis. Hahahahaha. Just like the Health Department employee that pissed off developers by enforcing perc test rules (no pouring sand in the hole crap)and got sacked by our state representives, this is another case of the "landed aristocracy" controlling we poor tenant farmers. How mad are you. Vote ALL the county council out (except Holloway) and bring in the new.

The County Council is once again out of compliance with the County Charter. I would think that some type of legal acttion could be taken by a citizens' group requiring adherence to the Charter.

Unless the auditor's actions required immediate dismissal, a replacement should have been on board or in the wings.

During one of my converstions with her, she hesitantly admitted that she was running into a lot resistance in obtaining access to records and financial data necessary for detailed auditing. I sensed a certain amout of frustration, but she seemed to think the County Council and the Audit Committee would support her in this endeavor...guess not.

I have a feeling that if she found out anything.....it was more than likely at WCDC. They just did an audit there and the 'powers that be' didn't like it one bit. I guess this could be what the celebration was all about in the warden's office today. There has to be a reason why him and the roberts and their secretaries were eating steamed crabs in their office today!

So i guess we will never find out what really happened here? Joe, did Deanne give you any details on what she was investigating. Just curious as to why she was suddenly fired. Would like to hear her side since the County refuses to talk (other than "No Comment")

Look folks, I can remember when former Sheriff Nelms authorized the grounds keeper at the Detention Center to go have brakes put on his van and then have the County pick-up the tab. I am not joking.

Try this one, remember when Rusty Molnor was bent on having the County construct a 'Hotel for Prisoners'. Well the A&E firm was authorized to re-design a kitchen by one of the Detention Center employees and guess who foot the bill for the change order A&E fees. Remember folks, the people revolted and the plans were scrapped.

Guess who was in charge then. Matt Creamer.

If the council hires and fires, why haven't they fired Douglas Devenyns. He has caused the county more time and money than any other employee and he is still on the job. Talk about unanimous, why would anyone not vote to get rid of that worthless excuse for a human.
