Yes that is the same individual that used to be the police chief in Pocomoke. I remember seeing Worcester County Deputies standing guard over the Pocomoke Police Department while a major investigation was going on.

Yeah...Frank was running a crooked police dept. as chief...He looks like a total joke..A player..a real player..totally Fake.."Hey everyone look at me..I am Frank..It's all about me!"....I think I just spit up a little in my mouth...he makes me sick..
