The guy thomas douglas foxwell is a crack head looking for a free ride to get him through the winter.
Three hots and a cot so to speak. I wonder if he will be given psyc. help while he is detained? No that would save the community to much money. But I know this indavidual and he needs help. Not jail time.
Please someone get him the help he needs . It is a waiste of money to just house him over the winter monthes.
Maybe the Head of Household can get him help from his vendor friends.
