City of Salisbury Audit Report

Recently, Joe posted a link to the Auditors Management letter. This link will take you to the late as usual, 88 page audit report. While I haven't had time to read this report, I did read the management letter. It reads as if Barrie Tilghman sent it back for a rewrite, as she has done in the past. Sugar coated? I think so.

What are your thoughts on the auditors report?

It's obvious, Oland must go.

Let’s not forget what the audit is and isn’t. It is mainly to see that the city’s books are in order and also to evaluate its general bookkeeping and accounting practices.

It does not consider or evaluate the City’s fiscal soundness or why it has been necessary to raise taxes so much in the past 5 or so years or why we have to double the water and sewer rates in the next few years. And it does not address whether the City is being well run and managed or spending its funds wisely.

Anonymous 9:13,
You are correct, what is missing is the "notes to financial statements" which is not released publicly which would probably address most of these issues. I'm sure it would be a very interresting read if someone could get their hands on a copy.

9:52 Pages 22-43 are titled as notes to financial statements, and reflect a lot of expenditures for sewage treatment upgrades.

9:52-

Those notes do not address the matters mentioned in the 9:13 comment, although they might reflect unfavorable on Oland and her "supervisor" - Barrie Tilghman.
