While doing more research on the Wicomico County Detention Center I came to learn this was not in fact the first Inmate / Correctional Officer Pregnancy. It turns out there was another one a little more than a year ago.
An Inmate in the RSAP, (Recovering Substance Abuse Program) got a Correctional Officer S. Chandler pregnant. I'm told they monitored her phone calls and found through conversations with the Inmate's Parents she openly admitted to getting pregnant by their Son.
Getting back to the PREA Title of this Post. It stands for, Prison Rate Elimination Act. It means an Officer cannot have sex with an Inmate in their custody. The Inmate can actually sue, (and more than likely easily win) against the County because the Inmate is in the Correctional Officers Custody.
Based on some of the comments from our earlier Post on this matter, there's a lot more information about to hit the comments over the next several days. From what I've come to learn, it looks to me like there needs to be some very serious changes at the Detention Center right away.

Inmates shouldn't be having sex, officers can have sex with their respective significant others off the job. This is a no-brainer and reminds me of Raising Arizona...what a bad movie.
My question is who in their right mind would have sex with an inmate? Makes me question the mentality of the people being hired to keep order in our correctional system.
I think it is time to do some housecleaning starting with the warden. Evidently, he is not a very good supervisor and does not know what his employees are doing. Maybe he should get up out of his office chair and be proactive. He certainly is not a very good judge of character. Maybe he liked the looks of the female guard too.
I'm sure if these inmates are screwing the CO's there are favors being exchanged. Gar ON Teed!

Sounds like it is time to house clean starting with the warden. He needs to get out of his comfort zone office and walk around to supervise. Maybe a course in selecting competent and trustworthy employees would be beneficial.It is interesting to hear what two former employeees say about how the Wicomico detention center is run. They are now happily employed at the Snow Hill center under a most capable warden.
You got that right about Snow Hill having a capable warden. He should be running all three of the lower county jails. Wicomico and Somerset are nothing but an embarassment. Look at all of the bad press lately. I think that this just reflects the do-nothing of the local officials. Yes, there are plenty of criminals at the local jails, the only difference being that some of them are behind bars and the others are supposed to be guarding them. The Wicomico Warden needs to go. Its no wonder that he can't supervise what is going on, because his head is so full of himself, that it must be hard to get out of the office. Any staff only shows the attitudes and policies of the ones who are above them. Apparently, these CO's don't have any roll models. Mike Lewis is definately needed.
I too have heard that there was an officer that was pregnant from an RSAT inmate. The head of that program, Wendi Roberts, is also a joke. She spends more time off work than she does at work. I have heard that she also likes to work figures in her favor. Are there no more honest people out there.

I'm waiting for charges. We were taught at the accademy that it is a criminal offense to have sex with an inmate. Or does that just apply to male officers? Let me see if there are any charges yet.
Nope. No charges. Let me check something else. Another officer was fired for excesive force on a female inmate. Thats assault isn't it? Yet no charges. Maybe if the law was enforced, some of these other officers would think twice.
Now, we really can't blame it all on upper management. It's the county that made WCDC what it is.
Come on, who wants to put money into a warehouse for criminals.
And who wants to work in a dangerous job for little money?
Wicomico county needs to raise there standards for incoming officers and raise the pay in accordance. Thats the only way anything is going to change there.

Turn that cess pool over to Mike lewis he will get it cleaned up it may take awhile but he has the staff to get it done and the drive and intergrity. I think there should be drug scans of the C/O/s vehicles monthly w/o warning. there is a sign posted wraning people that is possible if you enter the property. it appears some of the C/Os are living way above thier means. Who is doing the investgations over there anyway. I smell dung and you can smell it a mile away that place is in bad shape and we the County will pay the ultimate price if we do not do something soon. Lock the joint down and flip it once in while. damn that sounds like jail talk. I guess i watched Brubaker one to many times. make em work like they do in the South clean up the trash and pay thier stay. Keep the drainage ditches open. Pump gas at the county fuel depo theey cant be any worse than the crew that just got popped. Cops and criminals all have one thing in common; a criminal mind, This is something that all need to remember. If a cop doesn't have a criminal mind, he can't think like a criminal and solve a case.
The trick is how each person uses that criminal mind; for good or for evil.

I was wondering the same thing not only are they mental but sounds like they are desperate. You mean they can't find another man other than an inmate. I know some are attracted to the "bad boys" but damn let them get out of jail first.

They don't pay the Guards enough as it is, you might as well let them have consentual sex with the people they watch everyday, Just an added Perk to the Benefits Package!!
The real question is whether the rates of this type of crime have risen or the ability of technology to allow us to catch them has improved. Like child sexual abuse, I'm not sure that it hasn't just seemed to increase due to our ability to use cameras and phones and computers to catch more criminals.
Seems like everybody is having sex- jailbirds with guards, teachers with students, priests with children past US president with Monica, etc. I think we need to establish a illegal police force headed by by a castrated 70 year old man!

The program is RSAT (Resident substance abuse treatment program). I to have had a horrible experience with the director Wendi Roberts and Warden DDD. Rules and law just do not matter with either of them. DDD is apperently so afraid of offending Roberts that he will just go along with anything that she says or does. Never any accountability from her at all. My question would only be as to how this can continue after so many DOJ investigations and complaints. It's certainly time for Roberts and Devenyns to be replaced.
Officials should also look at the inmates that were placed in the RSAT program by these people when in fact they were not even eligible to be there. One guy was awaiting a trial on felony charges and was placed in RSAT by either Devenyns or Roberts which was against all rules. Another inmate was removed for no reason at all except Roberts wanted him out for personal reasons. This is the most corrupt program that I have ever experienced and officials have been notified including Rick Pollitt, yet nothing is ever done about it, Why.

RSAT is a great revenue source for WCDC. That's why Devenyns likes it so much. It's basically funded thur DOJ funds thur the state of MD. This is probably also why Pollitt will not replace DDD. Money is always first, everything else comes after that. Roberts has run the show for years, DDD lets her do whatever she wants. No oversight whatsoever. The DOJ really needs to look into this situation. Tax money is being wasted and absolutely nothing is being done to change this situation. DDD is incapable of managing anything. Somerset at least demoted there warden to Dog catcher when he was caught in wrongdoing. Maybe Wicomico should do the same.

Breaking word on the street News:Word on the street is that The county vehicle assigned to warden devenyns has extensive damage to it,he is supposedly claiming that a tree fell on it.Where's this tree?,was it cut down to look like it fell on his county owned vehicle?,who investigated this damage?,had he been drinking before this occurred and when did he report it to his boss? was he driving the vehicle and had a accident with the vehicle while drinking and driving and is attempting to cover it up? where is the accident report to his boss?tree or no tree this is going to cost wicomico county taxpayers money to repair.was the tree cut or did it allegedly fall on the county owned vehicle? anyway that's the word on the street.Hmmmmmmmm. years ago his county owned vehicle was involved in an accident while his son was allegedly driving his county owned taxpayers vehicle.
Wendy Roberts manages the RSAT program like she manages her own life. A simple case search will show that she has been taken to court several times over the years for failure to pay money that she owed. If she can't manage her own finances, how can she possibly run this program efficiently? It's to bad that the folks working for her are so intimidated that they are afraid to reveal the truth about what is going on within that program and the coverups that have taken place in the past. Shame on you counselers.

That fictional story aside,I find fraternization between inmates and their "keepers" to be extremely improper and unprofessional,but it happens ALL the time.Do you know how many female CO's from ECI and other correctional centers have either resigned or been canned that went on to marry and/or shack up with their convicts,once they get out?It happens alot more than the public thinks.It is not only unprofessional,it is dangerous and a security risk for obvious reasons.And what the hell is wrong with these chicks anyway?Married or single,I have to ask these female officers-are the pickings out there so slim that they would risk a good government job for some criminal who probably has ten more women sending him letters?And do these owmen have a clue how many STD's some of these guys carry?It doesnt matter if the CO was white or black,she was WRONG!What in the world do you tell the kid when it grows up?
I guess the arguement could be said that if these CO's take up with inmates after they are released-it is on their own time. When they become pregnant when the inmates are still incarcerated it is nothing short of sick. This is one of the strangest job perks that I have heard of. It certainly shows a complete lack of leadership of the persons in charge. More than that it is against the law. The worse part is that this is what our tax dollars are paying for. Someone had better wake up and do something or there will probably be worse things to come.

anon:4:46 apparantly you don't like roberts,o.k. fine.but if you were to look up douglas devenyns on the Maryland Judiciary Casesearch site(which is public information by the way) you would discover ten times the number of entries for devenyns. devenyns manages the RSAT program,roberts has always had to fight with him in an attempt to block some of his "questionable and suspicious" decisions about certain inmates that received special treatment as perceived by staff members.including yourself.
OK 10:18, you are right and I do not like Roberts and I like Devenyns even less. I have looked up Devenyns on the case search and am aware of his past. Fact is that they are both corrupt and cover for each other. If either were honest and wanted to do what is right, they could cooperate with authorities and bring this situation to a head. The counselers are just as guilty by not coming forth and requesting an investigation into the entire operation.
Hope that Joe is as successful at getting rid of DDD as he was getting rid of the mayor.

I doubt anyone in RSAP was responsible for Officer Chandler or anyone else getting knocked-up. They are cousilors, not security professionals. Put the blame where it belongs.....people wearing white shirts and that dude in the sweater with the beard (DDD).

Who or Whom does the background checks on these people? No one since Turner left for Snow Hill. That makes at least five officers whom departed WCDC for Worchester, and another five whom left for ECI.Can you say Exodus.
