Thieves In Salisbury

"maybe you can help i work with the grocery stores on the west side and they all are losing thousands of dollars every year . The problem is people are stealing the shopping carts so they can take there stuff to the scrap dealer on boundry st and when they get there money the push them in the ditch. All the police see these people with the carts but they do nothing it is still stealing and i thought that was a crime. Please help"

There is a specific charge in the Maryland Criminal Law Article that deals with removing a shopping cart from the store without permission. The law is there, but I'm sure most of them don't know it since most of them are so new on the job. It also may be attributed to there lack of initiative to handle the small crimes. Chief Dykes started something years back that directed officers to handle the Quality of life crimes. If you address the small stuff than it is a chain reaction to all crime. I wonder if Director Webster could start something like this. I wont address him as Chief, since I've never seen him wear a uniform or be directly involved in any law enforcement matters.

what i think is funny about the shopping cart ordeal is that the people take in their cans in get the money push the metal cart accross the street and leave it there. Instead of scaling the cart out and selling it for the steel weight.

I saw a druggy couple pushing cart down Isabella street in front of the fire training center and they were carrying an old rusty car door to Salisbury "Steal" to get some cash for drug money.

Its a $25.00 misdemeanor. The perps can only be issued a citation.

In some areas of the country, stores are going to carts that have a "braking" device built in. There are sensors in the ground around the store's parking lot and in the cart. If you try to go over the line, the cart comes to an abrupt halt. Anyone trying to remove it would have to pick it up and carry it. Not easy, and theft is almost unheard of at these chains.

I used to work for SPD and I can tell you most stores around here aren't proactive in anti-theft or don't prosecute. I caught a guy walking up South Bv with a grocery cart full of groceries and beer from giant and not one items was in a bag. The guy conveniently did not have a receipt and could not tell me what aisle he checked out in or what cashier he had. Needless to say when the manager working that evening was contacted he did not want anything to dop with it or the shopping cart issue.
