Stimulus Package

Sometime later this year, we Taxpayers may again receive an Economic Stimulus Payment. The Obama Administration is very excited about this new program. Let me try to explain to you how it works using a simple Q and A format:

Q. What is an Economic Stimulus payment?
A. It is money that the federal government will send to taxpayers.

Q. Where will the government get this money?
A. From taxpayers.

Q. So the government is giving me back my own money?
A. Only a smidgen.

Q. What is the purpose of this payment?
A. The plan is that you will use the money to purchase a high-definition TV set, thus stimulating the economy.

Q. But isn't that stimulating the economy of China ?
A.. Shut up.

Below is some helpful advice on how to best help the US economy by spending your stimulus check wisely:

If you spend the stimulus money at Wal-Mart, the money will go to China.
If you spend it on gasoline, your money will go to the Arabs.
If you buy a computer, it will go to India.
If you buy fruit and vegetables, it will go to Mexico, Honduras and Guatemala.
If you buy a car, it will go to Japan.
If you purchase useless stuff, it will go to Taiwan.
If you pay your credit cards off, or buy stock, it will go to management bonuses and they will hide it offshore.

Instead, keep the money in America by:

1 Spending it at yard sales, or
2 Going to ball games, or
3 Spending it on prostitutes, or
4 Beer or
5 Tattoos.
These are the only American businesses still operating in the US.

The Wicomico County Board of Education at its Sept. 8 monthly meeting:

Kilgore Tribute

Paid tribute [attached] to former Board member Brian Kilgore for his six years of service to Wicomico County Public Schools as a member of the Board of Education. Kilgore said serving on the Board involved a great deal of work and many challenges, but, "The easiest part of serving was knowing that every single person had the best interests of the children at heart. It was an honor to have served."

Superintendent's Report

Heard from Superintendent of Schools Dr. John Fredericksen in his monthly report that:

Wicomico had a very successful opening of school starting Aug. 31, and that preliminary enrollment numbers show slightly higher enrollment again this year, though the official count will not be known until Sept. 30. The federal stimulus funds are finally becoming available, and the first orders have been placed using some of the funds.

Wicomico is still awaiting word from the Maryland Attorney General's Office about the school system's Maintenance of Effort plan, and is still waiting to hear from the governor's office on appointments to fill two vacancies on the Wicomico County Board of Education.

Several committees are continuing to work this fall. The School Climate Committee is preparing a presentation to the Board on a survey that could be done in November. A number of agencies are examining ways of handling persistently violent and disruptive students, including providing anti-gang programs. The dress code team has finished a first draft of its proposal, which will be given to the Board to review. A committee studying the possibility of changing the required minimum GPA for participation in extracurricular activities will meet again Sept. 14 as it puts the final touches on its recommendation. Mary Ashanti, president of the Wicomico County Chapter of the NAACP, told the Board in Public Comments that she was disappointed that a recommendation to raise the minimum GPA hasn't been made already. A Web Site Committee is continuing to explore improvements to the school system's web site at www.wcboe.org and to school web pages; check the web site for school system information. Board member Ron Willey said he spent some time on the new www.wcboe.org web site and found it more user friendly than the former site, though some schools need to bring their pages up to date.

Monthly Reports

Approved the monthly personnel report for certificated employees [attached] and budget transfers for June 30, 2009, and September, and received for information the monthly personnel report for classified employees [attached] and the monthly grants report. Recently funded grants include $234,072 from the Perkins Fund and $75,833 from the Lower Shore Workforce Alliance for Parkside CTE programs, $255,421 from the Maryland State Department of Education (MSDE) for GEAR-UP at Wicomico High, $99,873 from MSDE for the STEM (Science, Technology, Engineering & Mathematics) pilot at Salisbury Middle, $322,000 from MSDE for the Judy Center Partnership/Wicomico Early Learning Center/Pemberton Elementary/Beaver Run Elementary, $6,550 from Wor-Wic Community College for a STEM Summer Camp for Kids, and $30,264 from MSDE for $30,714 for Maryland Model for School Readiness professional development.

Fiscal 2011-2016 Capital Improvement Plan

Approved the Fiscal 2011-2016 Capital Improvement Plan (CIP), detailing funding plans for projects in Wicomico County Public Schools. The CIP must be submitted to the County Executive and to the Maryland Interagency Committee on Public School Construction. Once the CIP has been posted on line at the Facility Services page of www.wcboe.org in about three weeks, the public will be able to view the CIP to see that the school system has a plan for school construction that shows what the priorities are and where the money should be spent, Board Vice President L. Michelle Wright said.

Approvals

Approved the 403(b) Plan Document with Lincoln Financial Services, the 2009-2010 list of Persons-in-Charge of each school when the principal and assistant principal(s) are absent, and the 2009-10 Parent Advisory Committees for schools.

CTE House Project

Approved the 2009-10 contract with Salisbury Neighborhood Housing for the house that Parkside CTE students will build. Board member Willey hailed the project as an outstanding hands-on learning opportunity for CTE students, and Board President Mark Thompson said the CTE houses have been a wonderful part of the improvements made on Rose Street on Salisbury's west side.

Bus Contract

Approved the transfer of the contract for Bus 116 and paid spare bus 285 from Marie E. and Herbert W. Lowe to Marie E. and Herbert W. Lowe and their son, Samuel W. Lowe.

Table of Rates for School Buses

Approved the 2009-10 School Bus Reimbursement Table of Rates, with the same rates as in 2008-09. Ernie Davis, president of the Wicomico County School Bus Contractors Association, said the contractors would have appreciated knowing the approved Table of Rates before they started driving for the new school year, and asked that the dialog for next year begin now. The Board said that time was needed to analyze and discuss the Table of Rates before approving it. The Board also urged communication among all parties for next year's discussions.

Bid Awards

Voted to utilize Anne Arundel County's Baltimore Regional Cooperative Purchasing Committee's contract with C.N. Robinson Lighting Supply Co. for the bid for Lamps and Ballasts, Large and Specialty. Last year, approximately $52,000 was spent for this category.

Awarded the contract for Moving Services to Dennis Storage Co. as the evaluated low responsive and responsible bidder. Facility Services will use this contract for moving services as needed.

Budget Calendar for 2010-11

Approved a budget calendar for 2010-11, with public input sessions scheduled for Jan. 14 and May 20.

Board Member Reports

Heard from Board President Thompson that he has seen the school year get off to a great start, and that the Board appreciates the efforts of staff in holding August Code of Conduct and Bullying Policy meetings throughout the community.

Heard from Ben Brumbley, president of the Wicomico County Council of PTAs, that the WCCPTAs' annual Legislative Night with elected officials of all levels is set for Nov. 5 at Prince Street Elementary, with a social time at 6:30 p.m. and meeting starting at 7 p.m.

Louise Smith Throws In The Towel On Church Street Cleanups


City Council President Louise Smith wrote in today's Daily Times that she has notified Mayor Ireton that she will no longer spearhead the cleanup efforts in the Church Street/Doverdale neighborhoods, that she is abandoning the program.
Citing a nearly total cessation of cooperation among previous supporters, she wrote: "This last year... has been difficult. Absent were the majority of community residents. Phone calls to community leaders went unanswered. Messages were left, yet never returned. People who could be counted on no longer participated. An unexplainable silence emerged. My efforts to create a bridge for people to come together, work together and serve together continued through June 2009. No progress was made."
Smith's naivete has come full circle. "I've always loved Salisbury. I've loved its neighborhoods and character and people. In my younger years, I loved the fact that everyone knew each other, looked out for one another and supported each other in good and not-so-good times. " Times have changed, Ms. Smith, and there is a majority, rather than a minority, of people in Salisbury now (than who were present in your salad days) who don't know their neighbors, who don't have a stake in or care about their neighborhoods, and who are cursed with a lack of responsibility and accountability. Sadly enough, their curse affects us all.

The people who participated in Smith's now-abandoned cleanup efforts quite possibly see those efforts for what they were: of noble intent, but exercises in futility. It's more than disappointing to see one's efforts be nearly fruitless, as these were: to clean an area up only to see it return to its previous condition literally within days, to see that there are some people who go beyond not caring to actually opposing those who do, whether by action or inaction. It's a social problem, Ms. Smith, and you're not going to cure it, unless you can reach the hearts and minds of everyone involved. How do you do that? You're the educator, you're the community leader - you tell us.
Some would see this as the beginning of the swan song of Louise Smith. Having gained her council seat by less than wholly respectable means, Smith has proven herself to be in water that's way over her head. Despite early promises to "do the right thing", she aligned herself with the Tilghman machine even before she took her council seat, voting for more foolish spending, supporting a bloated budget and leading the city down the path created by the former mayor. It's rumored that she acknowledges her shortcomings as a council member and won't be seeking reelection in 2011.

Regarding the continuation of Church Street and Doverdale area cleanups, one prominent member of the group has yet to weigh in, but would logically be the next choice: Shanie Shields, who kept her seat by one vote in the April 2009 election, is the District One councilwoman, the district that borders the areas that have had the lion's share of attention in these cleanups. It would seem only reasonable that Ms. Shields prove her worth and take this wide open opportunity to step up to the plate to continue the efforts and do something for her consituents and the city, having the ear of West Side and Church Street area community and church leaders and being a resident of a district that directly benefits in many ways. It could be a sustainable success that could reach other areas of the city. It's an opportunity for all to benefit, and for Ms. Shields to put her money where her mouth is, rather than just, as has been the case in the past, taking the crumbs and the credit. Taxpayer march could be biggest rally ever in capital

WASHINGTON
– The capital was rocked today by a taxpayer march and rally that could be the biggest protest ever – potentially dwarfing the Million Man March and the Promise Keepers Rally.

Though crowd estimates vary from as low as 60,000 to 70,000 according to ABC News to a high of 2 million by London Daily Mail, photographs and videos of the march and rally demonstrate its enormity.

The taxpayers stormed Washington, D.C., today, taking their fight against excessive spending, bailouts, growth of big government and soaring deficits to the front door of the U.S. Capitol.

It "MUST" be something in the Drinking Water - the contamination of issues and good will by inexperienced, dishonest, "controlled" reporting. Writers (if that's what you call them) for DT are a controlled substance disbursed at chosen intervals to poison the minds of the citizens of Salisbury. I am convinced that your blog is the ONLY place to get a REAL read on what's going on.

About the Salisbury Police... I have every belief, based on my own "experience" that the Police force is corrupt, that Chief Webster is a phony blow-hard puppet without the balls to even live in Salisbury but who shines his charisma to dance around crime and cover his own ass. Anyone with "half" a brain can see thru his charade at policing, which, unfortunately, includes lying, cheating, defaming, manufacturing ideas, "conveniently" concocting - leaking information and blatant distortion of TRUE FACTS. We know, that he will even stoop SO low as to have a speaker at City Council meeting "removed" because he and some "other" chamber members were AFRAID OF WHAT MIGHT BE SAID.....

Deb Campbell nor anyone should have to fall prey to the deceitful, vicious, mind games of politics in Salisbury.

Ms. Campbell h as proven to be the most forth right, honest, up-front citizen and council representative personally, professionally, morally. I have the utmost respect for her passion and earnest attempts to "make a difference" for Salisbury. She should be applauded for her continued efforts - however long they may survive. May god bless her, protect her and her family from the Hells of Salisbury and its corrupt police leader and his practices.

Thank you for allowing me to post my opinions and some comments on your wonderful site. I am getting rather long in the tooth and thanks to this country have enjoyed a wonderful life. I have served in the military and had reasonable success in my working career. This has afforded me the opportunity to travel abroad and live in many parts of the country. I am truly blessed. I do pray for, at least, the same success for every American.

I have learned a few things in my life. Not the least of which is that success comes from hard work and dedication to obtaining an education. I think of an employee that came to me asking for a raise. When I asked why they felt a raise was deserved, the response was,- "Give me the raise and then I will go to work." The person not only didn't get the raise, but was terminated. As I dutifully read the comments of some people, I can only wonder how things have changed.

Most of our ancestors came to this great country seeking opportunity that was denied them elsewhere. They worked hard, saw to it that their children were educated at a time when there was no welfare, no government entitlements and no unemployment insurance. Even those that came in bondage and suffered horribly were eventually freed and granted the same opportunities. How have we come to the point where there are people that believe that a handout is their right? There are many programs that offer a "hand up", and that is good. Being charitable to those less fortunate is to be commended and should be encouraged. How do we now find ourselves in the situation where government demands that those who worked hard for success be stripped of their assets to be given to those who will not work for it? When did it become a crime to legally become wealthy? Where in the constitution can we find the right of the people to live off the work of others?

What right does a politician have to promise a hand out in exchange for a vote?

Butte , Montana -- November 5, 2008

Two illegal aliens, Ralphel Resindez, 23, and Enrico Garza, 26, probably believed they would easily overpower home-alone 11 year old Patricia Harrington after her father had left their two-story home.

It seems the two crooks never learned two things: they were in Montana and Patricia had been a clay shooting champion since she was nine.

Patricia was in her upstairs room when the two men broke through the front door of the house. She quickly ran to her father's room and grabbed his 12 gauge Mossberg 500 shotgun.

Resindez was the first to get up to the second floor only to be the first to catch a near point blank blast of buckshot from the 11-year-old's knee crouch aim. He suffered fatal wounds to his abdomen and genitals.

When Garza ran to the foot of the stairs, he took a blast to the left shoulder and staggered out into the street where he bled to death before medical help could arrive.

It was found out later that Resindez was armed with a stolen 45 caliber handgun he took from another home invasion robbery. That victim, 50-year-old David Burien, was not so lucky. He died from stab wounds to the chest.

Ever wonder why good stuff never makes NBC, CBS, ABC, PBS, CNN, or MSNBC news........an 11 year old girl, properly trained, defended her home and herself......against two murderous, illegal aliens ......and she wins, and she is still alive.

US Penalizes Chinese Tires, Infuriating Beijing

WASHINGTON – President Barack Obama's decision to impose trade penalties on Chinese tires has infuriated Beijing at a time when the U.S. badly needs Chinese help on climate change, nuclear standoffs with Iran and North Korea and the global economy.

China condemned the White House's announcement late Friday as protectionist and said it violated global trade rules. At home, the punitive tariffs on all car and light truck tires coming into the U.S. from China may placate union supporters who are important to the president's health care push.

Chen Deming, China's minister of commerce, said the penalties would hurt relations with the U.S. A ministry statement said Obama had "compromised to the political pressure of the U.S. domestic trade protectionism."

"The Chinese government will continue to uphold the legitimate interests of China's domestic industry and has the right to take corresponding measures," Deming said.

Obama had until this coming Thursday to accept, reject or modify a U.S. International Trade Commission ruling that a rising tide of Chinese tires into the U.S. hurts American producers. The United Steelworkers blames the increase for the loss of thousands of American jobs.

Last year I upgraded from Boyfriend 5.0 to Husband 1.0 and noticed a distinct slow down in overall system performance, particularly in the flower and jewelery applications, which operated flawlessly under Boyfriend 5.0.

In addition, Husband 1.0 uninstalled many other valuable programs, such as Romance 9.5 and Personal Attention 6.5, and then installed undesirable programs such as NBA 5.0, NFL 3.0 and Golf Clubs 4.1.

Conversation 8.0 no longer runs, and Housecleaning 2.6 simply crashes the system.

Please note that I have tried running Nagging 5.3 to fix these problems, but to no avail.

In summary, Husband 1.0 is a great program, but it does have limited memory and cannot learn new applications quickly. You might consider buying additional software to improve memory and performance. We recommend: Cooking 3.0 and Hot Lingerie 7.7.

Wicomico Bureau Of Investigation Press Release

INCIDENT: Armed Robbery
DATE: September 12, 2009
LOCATION: Wise Mart, 806 Main Street, Sharptown, Maryland

NARRATIVE:
On September 11, 2009 at approximately 2155 hours the Wicomico County Sheriff’s Office responded to the above location in Sharptown, MD for a report of an Armed Robbery. Deputies requested WBI respond. Detectives and Deputies learned that two unknown individuals entered the store, one brandishing a shotgun and one brandishing a knife. The subject with the knife assaulted the clerk with the knife, causing minor injuries, and demanded and received money from the clerk. The suspects then fled into the parking lot.

The clerk was transported to Peninsula Regional Medical Center for treatment of his injuries.
