The U. S. Geological Service issued a report in April ('08) that only scientists and oil men knew was coming, but man was it big. It was a revised report (hadn't been updated since '95) on how much oil was in this area of the western 2/3 of North Dakota ; western South Dakota ; and extreme eastern Montana .... check THIS out:
The Bakken is the largest domestic oil discovery since Alaska 's Prudhoe Bay , and has the potential to eliminate all American dependence on foreign oil. The Energy Information Administration (EIA) estimates it at 503 billion barrels. Even if just 10% of the oil is recoverable... at $107 a barrel, we're looking at a resource base worth more than $5.3 trillion.
'When I first briefed legislators on this, you could practically see their jaws hit the floor. They had no idea.' says Terry Johnson, the Montana Legislature's financial analyst.
'This sizable find is now the highest-producing onshore oil field found in the past 56 years.' reports, The Pittsburgh Post Gazette. It's a formation known as the Williston Basin , but is more commonly referred to as the 'Bakken.' And it stretches from Northern Montana , through North Dakota and into Canada . For years, U. S. oil exploration has been considered a dead end. Even the 'Big Oil' companies gave up searching for major oil wells decades ago. However, a recent technological breakthrough has opened up the Bakken's massive reserves... and we now have access of up to 500 billion barrels. And because this is light, sweet oil, those billions of barrels will cost Americans just $16 PER BARREL!
That's enough crude to fully fuel the American economy for 41 years straight. And if THAT didn't throw you on the floor, then this next one should - because it's from TWO YEARS AGO!

Only in Salisbury can you find something, no, anything, to bring to every one's attention and feel the immediate need to "fix it." I know, why not wait till the economy is so bad, let's throw in another project no one can compare it to, (so no one has a clue what a contractor should really be getting) and piss away $135,000.00 and we must do it NOW! Boy, it sure does make the Marina Project look tiny though, doesn't it?
So how do YOU feel City Taxpayers? Are you OK with pissing away $135,000.00 to sure up the foundation, (PLLLLLEASE) and clean and paint this thing inside and out? It's a stupid Pipe/Tower. Oh well, the Tilghman Administration says that's what it will cost, then that's what it is. Just like that 3 or 4 million dollar Fire Palace cost $14,000,000.00. It is what it is, what can I say. Hope to see YOU at tonight's City Council Meeting because this will be yet another part of their 3-2 vote, as usual.
I truly wonder why the City of Salisbury can never seem to land those sweet deals like buying a $40,000.00 Ladder Truck for $5,500.00???????????????

While I am sure my friends in the print media will argue to the contrary, the blogosphere differs little from its print media cousins other than a lower cost of entry and the ability to be more immediate. There are great newspapers; as well as horrible papers. Ditto with magazines. Ditto with blogs.
As we showed last week, just because it's printed in your local paper doesn't mean that it's credible. Just because you agree with a particular blogger doesn't mean that he (or she) is credible. Nor does it make a blogger not credible because you disagree with them.

Duo Break Out Of Prison With Chopper

ATHENS, Greece (Feb. 23) - Greek police scoured the country Monday for two convicts who orchestrated a brazen helicopter prison break for the second time in three years, deeply embarrassing authorities who had vowed to improve security.
In addition to the manhunt, police arrested four prison guards and the helicopter pilot Monday. Three top Greek officials were fired for the security lapse, and the justice minister called for an investigating into the bank accounts of all guards working in the wing where the two convicts were held.

I think it should be developed according to the P.R.D. currently in place. If the City hadn't run the developers around so much for the last 4-5 years, we would have a great project going up right now, which would not only be putting a lot of people to work, but bringing in residents and tax dollars as well.

Jiangnan Shi, 23yoa, of the 1000 block of Fairwinds Ct, Salisbury, MD was arrested for 2nd Degree Assault and Reckless Endangerment. Officers responded to a report of a domestic disturbance. On arrival officers learned that Shi had become involved in an argument with his spouse. During the course of the argument, Shi struck his pregnant spouse with a suitcase causing injuries to her eye, chin, and nose. The spouse was transported to PRMC-ER. Rodrigue Y. Assogba-Oke, 22yoa, of the 900 block of Hanover St, Salisbury, MD was served with a criminal summons. The summons was obtained by a Salisbury Police Animal Control Officer charging Assogba-Oke with Mutilate Animal and three counts of Animal Cruelty. An investigation was started by the Animal Control Officer when a complaint was received that the defendant had caused injury to his dog, “Champ.” The defendant allegedly threw the dog to the ground in anger causing the dog to receive two broken ribs. It was learned that the defendant did not take the dog to a veterinarian as well. Assogba-Oke was released upon signing for the Summons.

Officers responded to the area of Prince St and Webster St after a report that employees of Super Giant were chasing a shoplifter on foot. Officers were able to locate Johnson and place him under arrest for theft of beer and snacks. In addition, when Johnson was attempting to leave Super Giant without paying for the items, Johnson was approached by an employee. Johnson pushed the employee backwards before fleeing from the store. Everett Lamont Tull, Jr 34yoa, of 800 block of Brown St, Salisbury,MD was arrested for Distribution of Cocaine, Possession of Cocaine, Possession of Drug Paraphernalia, 2nd degree Assault, and Resisting Arrest. Officers conducted a traffic stop on a vehicle for speeding in the area of U.S. Rt 50 and Civic Ave. During the traffic stop, Tull who was a front seat passenger began to act in a suspicious manner. A K-9 was requested from the Sheriff’s Office. On arrival of the K-9, a scan of the vehicle was conducted and positive alert was indicated by the K-9. Upon seeing the positive alert, Tull fled from the area on foot and was apprehended after a brief foot chase. After being placed under arrest, a quantity of suspected cocaine and a large amount of currency were found on Tull’s person to indicate distribution. Arrest Warrants Obtained In Seaford Shooting

Seaford – The Delaware State Police have obtained arrest warrants for Michael R. Brewer, 30 of Ellendale for the shooting that occurred in Dove Estates over the weekend.
During the investigation, detectives learned from some of the occupants inside the home when the shooting occurred that Brewer was one of the subjects who was involved. Witnesses informed police that they knew Brewer and observed him arrive at the home in his white Acura vehicle. They saw him exit the vehicle without a shirt on and walk around the back of the home.
Moreover, witnesses observed Brewer at the rear door of the home yelling that he wanted the guy who was responsible for the fight that occurred earlier that evening to come outside. Shortly afterward shots were fired through the rear door into the home.
As a result of these developments, arrest warrants have been obtained for Brewer for Assault 1st Degree, Possession of a Firearm during the Commission of a Felony, Possession of Ammunition by Person Prohibited, 2 counts of Reckless Endangering 1st Degree and 3 counts of Criminal Mischief.
Police are unable to locate him and are seeking the public’s assistance. Anyone with information of his whereabouts or any other persons involved in the crime are urged to contact detectives at Troop 4 at 302.865.5850 ext. 222 or Crime Stoppers at 1.800.TIP.3333.
Brewer should be considered armed and dangerous.

With us or against us!
That is the mentality around here and that is what is wrong around here. As a "Come Here" I bring some different insight that I would like to share. I love this area, I chose to raise my family here but this place will NEVER be better as long as a few in charge continue with this mentality. They are no better than those that sit in front of their computer commenting and criticizing others that do not agree with them.
For me the final straw was the public flogging a local business received for supporting a local candidate. I may be conservative but my lawyer is a liberal, my accountant is a Libertarian, my best friend was head of the local Obama campaign, my husband is a registered Republican, I swear my dentist is a Socialist, the list goes on. I could care less that the place where I buy my tires is supporting a candidate that I would not vote for.
I go to Burnett White Tires because I truly like Dawn Tilghman and her company. She is a wonderful businesswoman, she is involved in this community and she genuinely cares about this area. When I brought my sons car in to get tires, I saw the campaign sign. My first thought was she is gutsy too.
Watching local politics from the sidelines, it is just plain ugly. No substance just attacks. This blog and many others are sometimes no better. Nothing is ever achieved. Everyone has their own agenda and refuse to listen to the opposing side. I have experienced this first hand. I have seen people threatened and slandered all in the name of politics. Whatever happened to truth, honor and agreeing to disagree?
Slandering individuals just because you don't agree with them is truly the crime here. It serves no purpose except to bring this city down even further.
I KNOW there will always be opposing sides, of course. Salisbury needs to raise the bar; it is in the gutter right now. My contributions are to be the voice of reason and attempt to raise the bar. I love this area but I am tired, like so many, of where we are going.

Is Mayor Tilghman Telling Obama To Shove It?




I know, pass this stuff through before Obama comes to Salisbury and slaps someone with any fines or legal recourse. You see, if they pass this tonight, who would be accountable? If Barrie is gone, she's no longer the Mayor. When the new Mayor is elected, well, they inherited it, right?
Look Folks, here's the deal. This Mayor want to shove down the taxpayers throat $1,748,500.00 worth of improvements to the Salisbury Zoo. Is this woman just out of her mind? She neglects to tell you that their operating expenses went UP about 25% or so and it now cost YOU the taxpayer more than $900,000.00 a year just to run that Zoo. The $960,000.00 I'm mentioning has NOTHING to do with the above figures. That's just the General Fund at the Zoo and does NOT include the Capitol Fund, neither of which are in the above figures!
Ron Alessi continues to run the Zoo through the Salisbury Zoo Commission and this facility has just drained taxpayers to no end. Think smart about this Ladies & Gentlemen, IF YOU AGREE TO THIS AND YOUR TAXES HAVE TO GO UP AGAIN! Do you want that to happen? My earlier Post on the Marina Commission challenged situations like this one and right now I'd demand a freeze be put on everything until a new Mayor is elected. Oh, you better believe the $840,000.00 Fire Boat is included in this CIP as well!
So when does it end? Do you really trust Gary Comegys? Has the man stepped up to the plate and said, I won't stand for any of this spending? In fact I encourage you to go to THIS LINK to today's article in the Daily Times suggesting that tonight's Council Meeting. It says:

SALISBURY -- The City Council plans to meet tonight with a short agenda including a resolution to adopt the 2010-2014 Capital Improvements Plan"
That's ALL the press they gave this meeting and IMHO discouraged anyone from attending. NO Daily Times, this is one heck of a meeting where they'll spend millions upon millions of dollars and of course you don't want anyone there.
Getting back to the Zoo. The Salisbury Zoo used to operate, (or shall I say, cost the City Taxpayers only $25,000.00 a year, until Jim Rapp came on board. Now it's just shy of ONE MILLION DOLLARS A YEAR! The fact that Comegys, Smith & Shields will have nothing to do with a $1.00 fee to get into the Zoo, even if its for out of town guests, is beyond me. I have spoken to many Zoo Directors across America and each and every one of them say, if we can't keep our Zoo self sufficient, we don't have a job!
I do not have the image attached of the $840,000.00 Fire Boat but as I stated earlier, this thing is about to get passed through tonight and YOU people need to stop it. You need to call each Council Member and demand this thing be pulled from the Budget!
I'm telling you Folks, I'm so mad right now I can't see straight! Gary Comegys should be standing up and saying, Enough is Enough! This Mayor has done everything in her powers to break the taxpayers of Salisbury and it's spending like this that shows how much of a joke Salisbury is.
Look at it like this. Is NOW the time for a new $715,800.00 Australian Exhibit? People can't afford to put food on their tables, put gas in their cars, let alone pay their darned mortgages, yet they people that represent each and every one of you want to spend more on luxury items, IN THIS ECONOMY? A $840,000.00 Fire Boat??????
Man, you people better pack that room tonight and raise some hell because if you don't, your taxes are going to go through the roof once again. I'm extremely disappointed in Mr. Comegys. A simple grandstand on deleting one of these items isn't enough Gary. You need to demand ALL of this spending get put aside until further notice.
Don't listen to the Daily Times Ladies & Gentlemen. Go to tonight's City Council Meeting at 6:00 PM and let your voice be heard. Ovewhelm these people with e-mail and phone calls NOW!

At the last FOP Lodge 50 meeting, Reggie Mason attended and requested support for his election as Worcester County Sheriff in 2010. He stressed that all efforts be made OFF DUTY, not in uniform and not using county vehicles. Two years ago Joel Todd is rumored to have used his staff to place yard signs and request support while on duty and while driving county vehicles.
Reggie wants to make sure that there is no hint of impropriety during his campaign.
Last night around 10 there was a shooting in the Girdletree area.. 17 yo male, "self inflicted." He was transported to PRMC awake and talking at the time but things aren't looking too good. Worcester CBI was called out.

Stabbing Investigation Yields Two Felony Shoplifting Suspects

Shoplifting- Kmart, Governors Square, Pulaski Highway, Bear, Delaware, New Castle County
Date and Time of Occurrence:
Stabbing- Sunday, February 22, 2009, at approximately 9:54 p.m.
Shoplifting- Sunday, February 22, 2009, at approximately 10:57 a.m.
Suspect(s):
Francis Gaglio, 36, of Channing Drive in Bear
Angel Acuff, 23, of South DuPont Highway in New Castle
Resume: On Sunday evening, Troopers responded to Baylor Boulevard in New Castle in reference to a stabbing complaint.
Once on scene, officers learned from a witness / reporting person that he was driving to the Baylor Woman’s’ Correctional Institute in car which was also occupied by an unidentified friend, Francis Gaglio and Angel Acuff. While the four subjects were traveling down Baylor Boulevard, an argument ensued between Acuff and Gaglio as Acuff accused her boyfriend, Gaglio, of stealing her medication. Acuff allegedly produced a knife and stabbed Gaglio in his shoulder. She then cut her own wrists.
When interviewed, Gaglio and Acuff both provided Troopers with false accounts of what happened and they claimed Gaglio was stabbed by one of the other subjects in the car. It did not take long for officers to get to the bottom of what actually happened.
Coincidently, the lead investigator into this stabbing recognized Gaglio and Acuff from a felony shoplifting case he was handling from earlier in the day. The shoplifting occurred at the Kmart in the Governors Square Shopping Center. In this incident it was alleged that Gaglio and Acuff responded to the jewelry counter in Kmart, pried open an earring display case and stole three pair of diamond studded earrings valued over $1,000.00.
Both subjects were transported from the scene to a local hospital for treatment. Gaglio and Acuff both required stitches to mend their wounds. Upon their release from the hospital, the two subjects were charged with the following:
Francis Gaglio- Criminal Mischief (misdemeanor), Conspiracy 2nd (felony), Shoplifting (felony) and Falsely Reporting an Incident (misdemeanor). He was released on a $1,600.00 unsecured bond.

Angel Acuff, 23, of South DuPont Highway in New Castle
Resume: On Sunday evening, Troopers responded to Baylor Boulevard in New Castle in reference to a stabbing complaint.
Once on scene, officers learned from a witness / reporting person that he was driving to the Baylor Woman’s’ Correctional Institute in car which was also occupied by an unidentified friend, Francis Gaglio and Angel Acuff. While the four subjects were traveling down Baylor Boulevard, an argument ensued between Acuff and Gaglio as Acuff accused her boyfriend, Gaglio, of stealing her medication. Acuff allegedly produced a knife and stabbed Gaglio in his shoulder. She then cut her own wrists.
When interviewed, Gaglio and Acuff both provided Troopers with false accounts of what happened and they claimed Gaglio was stabbed by one of the other subjects in the car. It did not take long for officers to get to the bottom of what actually happened.

Monday, February 23, 2009- State Police Investigate Pedestrian Related Crash at Prices Corner
Location of Incident: Route 2, Kirkwood Highway, east of Route 41, Newport Gap Pike, Wilmington, Delaware, New Castle County
Date and Time of Occurrence: Saturday, February 21, 2009, at approximately 11:10 p.m.
Resume: Troopers did not have to travel far on Saturday night when they responded to a pedestrian related crash in front of Troop 6 at Prices Corner.
A 1994 Buick Century (operated by Isaac Harris, 21, of Newark) was traveling eastbound on Route 2 in the left lane. As the Buick traveled east of Route 41, a pedestrian (Moises Villicana, 16, of Wilmington) was trying to cross the road and ran into the path of the sedan.
The pedestrian was transported from the scene to Christiana Hospital where he was treated for a leg injury.
Moises Villicana was not crossing the street at a crosswalk and was cited for same.
Mr. Harris was cited for not having proof of insurance.

DAILY TIMES APPLIES GRAVITY: UP IS DOWN!
Readers of yesterday’s Daily Times may have been perplexed by the article and editorial proclaiming that crime is really down in Salisbarrie despite the spate of murders, stabbings and shootings. With the article are graph charts plotting data on homicides, robberies and assaults for the period 2003-2007. In two of those three categories during that period the crime level has gone up, not down.
Things must be upside down in the land of Bassett. Could it be that he thinks that Gannett stock is going thru the roof on Wall Street and not down the tube? And if crime is down, why is Sheriff Lewis “alarmed” by the data. The article does not quote Salisbury’s “Chiefy” Webster, but maybe there was no telephone service in Westover or Crisfield recently.
Along with the front page article the editorial reiterates the mantra mouthed by the Tilghman administration. The editorial writer concludes with this pithy gem: “Salisbury remains a friendly safe community for those who take reasonable precautions.” Anyone who believes that baloney should talk to Ted Shea as soon as possible.

RELIEF MAY BE ON WAY FOR WICOMICO LANDOWNERS, FARMERS, AND RESIDENTS
Senator Rich Colburn and several other key legislators have sponsored legislation which may help to stream line and speed-up land evaluations for conducting percolation test for Maryland's farmers and land owners. In recent years, the Wicomico County Health Department had requested additional overtime expenses and more personnel in order to conduct perculation test and other land evaluation practices throughout Wicomico.
Under the newly proposed guidelines, these test may now be conducted by privately licensed sanitarians which will should be beneficial to area land owners, farmers, and beneficial to Maryland taxpayers. Across the State line in Delaware, this practise is already permitted. In addition, Delaware allows private engineers to engineer many different type septic systems to accommodate differing soil conditions. Moreover, the educational statutes of Delaware require continuing education credits for septic installers so as to promote a high Quality Control standard for installation of traditional and hybrid systems.

The Marina Commission Meeting
With all the crap I've had to put up with referencing the Mayor and Police Chief Webster, there was absolutely no way I was going to drive past this point and attend the meeting I went out of my way for to attend, the Marina Commission Meeting.
The question is, would YOU drive past that point, after it clearly tells you not to? I may have considered it if I had a white hard hat with a blue sticker on it, but I didn't have it with me at the time.
I had never been to a meeting for the City of Salisbury at this location, so I had no idea that I would be confronted with such signage. Why are these meetings held here, to intimidate people from attending? Why is the City for the 3rd or 4th year in a row throwing money into the pockets of businessmen that attempt to run a business that keeps losing money every year? Why are the taxpayers of Salisbury funding such a losing business? Who are we to tell this money isn't going into someone else's pocket instead?
Then again, if citizens can't attend these meetings where they know they're welcome, we'll never really now, will we?
You know something else Folks. I wonder just how easy it would be to be a politician and front money to developers and business people and let's say pocket some of that money through kickbacks? I mean, didn't the City do away with that department that does all the checks and balances of inventory items that belong to the City? I'll bet you that citizens from all around the country could come up with examples of situations where money was spent on jobs a local municipality used contractors for that bid too high but the officials actually used these contractors because they could get a kickback of some sort?
Fortunately we have had a Mayor over the past 12 years that wasn't Mayor for the income. Fortunately she hasn't had any special interests, thank God. Fortunately the City has carefully spent $84,000,000.00+ on a new WWTP, $19,000,000.00 on a new Fire Palace, Collector Roads, Developer Reimbursements in the millions, you know the drill. If we had a crooked Mayor, wow, just imagine how things COULD have gone! I just wish she would have left that department together so the checks and balances, bidding and so forth could have been left a little more accountable, especially towards the end of all of those major projects. Nevertheless, that was her choice and I'm sure she has her reasons.
Some complain about the trash on the Plaza, the landscaping, paved roads, you know, the stuff citizens really care about. I have personally asked the many thousands of people visiting this Site every day just what it is that Mayor Tilghman has done good for the City? I guess those things I mentioned above are some of them but doesn't it surprise you a little bit that not one person came back with anything positive?
Well, anyway, fortunately we don't have the problems places like Chicago and Baltimore have. Hey, who knows, maybe Gary Comegys will get into Office and provide the exact same kind of service Mayor Barrie Tilghman has delivered. After all, they seem to be really proud of all of their accomplishments, as they should be, right?
I don't mean to be so long winded but again, I have to wonder what would happen if a whole new administration with a whole new style would bring to the City of Salisbury? What if things were really different? Let's look at that for a second, if you don't mind.
Let's say we get a new Mayor who fights against the Landlords and actually enlarges the Code & Compliance Department. What would happen if we stopped spending money on the Fire Department and actually concentrated on more Police Officers? Here's a bold idea. What if we had a new Mayor who thought outside the box and actually brought back the purchasing department like it used to be and lets even say we had someone that allowed Department Heads to speak on on one with City Council Members? What would happen if we had a Council President that refused to bring anything to the table that they didn't have a week ahead of time to review, instead of two hours before the Council Meeting? What if we even had a Mayor that acted more like Rick Pollitt who says, If we can get the information, YOU can get the information? I just wonder on those small examples how much different Salisbury would be?
Then again, Rick Pollitt makes a whole lot more money than the Mayor of Salisbury. I personally feel that if the City Taxpayers accepted the fact that there were a lot of could be's out there, they might actually save a whole lot of money by paying a Mayor a decent salary than ever wonder about the what ifs. Well, the choice isn't up to Joe Albero, I don't live in the City. The choices are up to those residents who are qualified to vote in the City. If they like the way things have been run and trust the same kind of administration as Barrie Tilghman has provided, Gary Comegys is probably your best choice. If the Citizens would enjoy feeling more like they have someone in Office speaking up and protecting the Taxpayer for once, well, your best choices IMHO are Bob Caldwell and Jim Ireton.
Me personally, if it were my choice, taking the risk that you might be interested in my opinion, I'd put my two votes in the primary for Bob Caldwell and Jim Ireton. The way I see it is, I think Salisbury has seen enough of the spending and closed style of Government. I truly think people want change. I know I'd want to finally see me get something for all the money I'm spending every year in taxes. Comegys has already brought a Stimulus Package to Salisbury. I mean, look at it. You have non taxpayers dropping off their trash on the Downtown Plaza every single day and YOU pay salaries to have Public Works pick up their trash and then YOU pay for the vehicle to do so, then the maintenance and fuel on that vehicle and then YOU pay to actually discard it into the Landfill. Like I said the other day in a Post, Comegys and Dunn knew about this two and a half years ago and now all of a sudden its important to him again, yet nothing was ever done about it. Oh, and it still hasn't been brought up and or resolved. Sounds like a Stimulus Plan to me, eh?
Yeah, IMO I think it's time for a change. Meetings need to be held when the Citizens and Taxpayers can actually make it to the meeting. Take the Salisbury Zoo for an example. They meet the third Wednesday of every month at 12:00 Noon. Isn't it time they change that, considering YOU pay the bill for every single thing in that Zoo? How about meetings that are held in locations where you won't feel intimidated driving through gates that tell you to stay out? How about a Mayor that would say NO to something like a Marina Commission that wants $30,000.00 a year because they allegedly can't survive? Better yet, how about a Mayor that accepted Board Members who actually docked their Boats and Yachts at that Marina and know what changes would be necessary to make it a better place? How could I forget wanting a Mayor who actually felt a First Response Ambulance EMS Team might better serve the community from the old Station 16 and still leave ONE Ambulance at the new Fire Station to take care of the West Side of the City just in the rare case the Bridge is up? For me personally, I'd rather see them put the old Fire Station into good use than attempt to gift it to an Arts Group that has failed in every single attempt they have ever tried to open their own facility.
I see light at the end of the tunnel but it's going to take YOU the Taxpayer/Citizen to get to the Polls for this Primary to make any difference whatsoever. You lost a great man in Tim Spies because they beat you once. I wouldn't let them beat you again. I'd send a clear message that this race needs to be between two individuals, Bob Caldwell and Jim Ireton and let the best man win in the end. Heck, who knows. If you actually elected either one of these two gentlemen into Office, we might even see the Real Estate Market go crazy watching all those Landlords selling off their properties at prices they used to be just so they could unload them all. You might see renters converting to buyers if the prices were right. I just don't see the economic and development rising upwards with Gary Comegys in Office, do you?
By the way, the Marina Commission will be a part of tonght's City Council Meeting at 6:00 PM.
