Journalist's Death Ruled Homicide

Police continue to search for who may have killed a long-time journalist and contributor to the Washington Times.

Viola Herms Drath, 91, was found dead in her Georgetown rowhouse on Q Street early Friday morning.

Police said they originally responded to the report of an unconscious person, and when they arrived at Drath’s home they found no signs of life and pronounced her dead. But by Saturday, D.C.’s Chief Medical Examiner ruled that Drath’s death was a homicide.

Panic In DC As Starbucks' Schultz Calls For CEO Boycott Of Campaign Donations, Urges Americans To Go On Strike Against Their Politicians

In today's most underreported news of the day, which could potentially have the biggest impact on the future of America, none other than America's CEOs, or at least one of them: Starbucks' Howard Schultz, has mass blasted an email to fellow CEOs asking for a consensual boycott on donating to political campaigns in order to encourage the nation's muppets, elsewhere idiotically called "leaders", to solve America's budget and debt impasse. Bloomberg quotes from the CEO's e-mail [2] to business leaders:"I am asking that all of us forego political contributions until the Congress and the President return to Washington and deliver a fiscally disciplined long-term debt and deficit plan to the American people." Cue panic, terror, homicidal and suicidal screeching, and overall sheer existential angst in D.C., whose critters suddenly face the nightmare scenario of having no corporate bribes, period, until they get to do their job.

Should Schultz' proposal gain traction, this could be the most revolutionary proposal to leadership reform since the advent of the corporatocracy. Yet as optimistic and idealistic as we are, we fail to see how corporations will all join into this mass game theory experiment, where the benefits for defection get exponentially greater as more and more people join and decide to cooperate. Oh well, it was a great idea while it lasted. And as for Schultz' own donation record, here is Politico: Schultz’s most recent donation was the $2,500 maximum to Sen. Maria Cantwell (D-Wash.) in March. He’s also given thousands in previous cycles to Democrats including President Barack Obama, and one-time Democratic presidential candidates Hillary Clinton and John Edwards. He’s also given to Sens. Patty Murray (D-Wash.), Ron Wyden (D-Ore.) and Max Baucus (D-Mont.)." At least some democrats are certainly sweating it if Schultz decideds to proceed unilaterally with this threat (unless of course it is nothing more than a PR stunt).

Salisbury Police Department Press Releases

On August 12, 2011 at approximately 5:03 am, Officers of the Salisbury Police were on patrol in the area of Carrolton Avenue and John Street and observed a subject running from the area of the Salsaritas Restaurant. Officers checked that area and found that a suspect had shattered the front door of the Hunan Delight Restaurant, which is located next to Salsaritas. The officers located and stopped the suspect on Rt. 13 and he was identified by witnesses as responsible for the damage. The suspect was taken into custody and a records check of the suspect revealed that he was also wanted on a Wicomico County District Court Bench warrant for failing to follow conditions of probation.

During that time it was found that the suspect, who worked in the victim’s residence, had taken a number of credit cards from a victim and had used them to make purchases throughout the Salisbury area. On August 12, 2011 at approximately 8:36 am, Officers of the Salisbury Police received a call to respond to the nine hundred (900) block of Eastern Shore Drive for a complaint of a theft from two (2) vehicles. Upon arrival the officers found that an unknown suspect had entered two (2) vehicles and had stolen property from both. A witness advised the officers that the suspect responsible for the thefts had been observed fleeing from the area southbound on Eastern Shore Drive.

On the same date at approximately 1:20 pm, Officers responded to the area behind the Giant Food Store for the report of a theft from a motor vehicle. Upon arrival the officers met with a victim who advised that an unknown suspect had entered his work truck.

The victim had chased the suspect without success. Additional officers located the suspect in the area of Smith Street and witnesses positively identified the suspect as the person seen entering the victim’s vehicles. The suspect was arrested and a search incident to arrest resulted in the recovery of a portion of the stolen property and a quantity of suspected "crack"/cocaine.

(CBS/AP) ORLANDO, Fla. - Playboy Playmate Shanna McLaughlin is in trouble after police say she tried to bring a .45 caliber revolver loaded with six hollow-point bullets through an Orlando airport security checkpoint in a duffel bag.

Expert: BP spill likely cause of sick Gulf fish

More than a year after the largest oil spill in U.S. history, researchers studying the Gulf of Mexico are finding that more fish are sick, and they're trying to figure out exactly why.

CBS News Correspondent Dr. Debbye Turner Bell took a trip to the Gulf recently to speak with scientists and fishermen about what's happening there.

Bell reported Lucky Russell is convinced his days as a commercial fisherman are numbered.

Iowa Man Tries To Lure Teen And Gets Mom's Fist Instead

(CBS/AP) DES MOINES, Iowa - A Des Moines man who allegedly tried to lure a young girl into an alley, wound up with stitches and a black eye after the girl's mother took matters into her own hands, according to authorities.

Polk County police sources say that Robert C. Harding tried to lure a 13-year-old girl into an alley near where she was playing with friends outside her home. Instead the smart-thinking teenager went to get her mom who confronted Harding, according to CBS affiliate KCCI.

On Sunday, August 15, 1971, Richard Nixon unilaterally brought to an end the last trace of an experiment in international monetary affairs that stretched back over a century. He announced that the United States government would no longer abide by the 1944 Bretton Woods agreement to deliver gold at $35 per ounce to any government or central bank.


What he abolished was not a gold standard. It was a government promise standard. There was never a gold standard in the nineteenth century or early twentieth century. It was always a government promise standard. It was as reliable as government promises.

Governments always announce and defend by monopolistic violence their legal sovereignty over money. They say that they will control the terms of exchange. All monetary standards are based on government promises and IOUs called government bonds. These contracts are always broken by governments. The only major exception in history was Byzantium for about 800 years, beginning in the early fourth century under the emperor Constantine.

What Nixon destroyed was called the gold-exchange standard. It was first adopted by governments at the Genoa Conference of 1922. It was an agreement to avoid returning to the pre-World War I gold coin standard, which had been independently but almost simultaneously revoked by European governments when war broke out in August. They all then resorted to monetary inflation. This was a way to conceal from the public the true costs of the war. They imposed an inflation tax, and could then blame any price hikes on unpatriotic price gouging. This rested on widespread ignorance regarding economic cause and effects regarding monetary inflation and price inflation. They could not have done this if citizens had possessed the pre-war right to demand payment in gold coins at a fixed rate. They would have made a run on the banks.
Governments could not have inflated without reneging on their promises to redeem their currencies for gold coins. So, they reneged while they still had the gold. Better early contract-breaking than late, they concluded.

Boy's $50K In Doubt After Amazing Hockey Shot

(CBS News) An 11-year-old Minnesota boy may get $50,000 for an incredible hockey shot.

Nate Smith, of Owatonna, walked on the ice for a shot at a very small hole as part of a raffle last week.

His 89-foot, wobbly shot went right through, which was barely wider than the puck.

"I was, like, shocked," Nate said.

"It was like a one-in-a-million chance," Nate told CBS affiliate KEYC-TV in Mankato, Minn.

But -- the name on the raffle ticket drawn was Nick Smith, Nate's identical twin.

OCPD ARREST OFF-DUTY DEPUTY SHERIFF

On August 14, 2011, at approximately 3:12 a.m., Ocean City Police responded to the area 201 Baltimore Avenue, in reference to an assault involving a handgun.

Officers met with an adult female victim and numerous witnesses. The victim related that she and another female acquaintance later identified as Jennifer Nicole Douglas, 26, of Fort Washington, MD, became involved in an argument over keys to a vehicle that escalated into a physical confrontation. During the physical confrontation, Douglas allegedly produced a star shaped badge and handgun and pointed the handgun at the victim’s head.

Douglas left the scene in a vehicle and was later located by Ocean City Police in the area of 42nd Street. At the time of the stop, Douglass identified herself as a Prince Georges County Maryland Sheriff’s Deputy. Police recovered a .40 caliber, Glock handgun. Officers confirmed Douglas was a Deputy Sheriff.
As a result of the OCPD investigation involving Douglas’s use of a firearm she was arrested.

Douglas has been charged with:
1st Degree Assault (Felony)
2nd Degree Assault (Misdemeanor)
Reckless Endangerment (Misdemeanor)
Douglass was seen by an Ocean City District Court Commissioner and held on $150,000 bond. Douglas was transferred to the Worcester County Jail.

Safety Inspections

One of the hallmarks of the Clover Mind is acceptance as an article of faith that most people are too dumb to do that which is in their self-interest without the prod of “the law.”

Vehicle safety inspections are a case in point. Many states require you to waste an hour or more (in some cases a lot more) of your time every year – for every vehicle you own – waiting in line to have the vehicle given a once-over at an Officially Authorized service station. In return for your time (and money) you get an ugly little sticker for the windshield, your permission slip (well, one of them) to continue operating the vehicle.

The argument, as presented by Clovers, is that people would never check their brakes, or drive around on bald tires, were it not for these annual safety inspections. In other words, people (in the Clovers’ worldview) are just too dumb to keep track of such things for themselves. And in a way, they’re right. But not for the reasons they think.

The Revolution Is Underway

The ongoing media blackout on all things Ron Paul is somewhat curious. One blogger calls the Meet the Press crowd knuckleheaded for their omissive reporting of winners and losers. Headlines blare, "Bachmann First, Pawlenty Third!" as if, by not saying Ron Paul’s name and crediting him with his earned reward, they can create an alter-reality.

Second is not first. Bachmann’s and Dr. Ron Paul’s 28.6% and 27.7%, respectively – less than a percentage apart, is a great horse race. Bachmann won by a nose, they would say. If this were the Kentucky Derby, we’d be on the edge of our seats focused entirely on Paul and Bachmann, not focusing excessively about horses at the back of the back, or those hoping to race later.

Real horse races start off at the same point in time and space. Bachmann may have had a bit of a head start in Iowa – although familiarity may also breed contempt, so the degree of that advantage is not known. The Bachmann campaign’s purchase and distribution of 6,000 straw poll voting tickets (where a third of those went uncast) also sheds real light on the fundamental power of the very different Paul strategy, and the wide and compelling appeal of his liberty, peace, and small government message.

The omission and outright denial of the intense and growing Ron Paul phenomenon is useful because it tells us many things – some we knew, and some we may not realize.

Mainstream media and the GOP itself seems to be ignoring that the Iowa Straw poll showed, for the first time in this poll’s history, a whopping 56% of the voters chose budget hawks, with a proven record of voting "No" on more borrowing. The Cut, Cap, and Balance baloney was pushed by the Republicans in Name Only on every other party member. Paul and Bachmann were among a handful that resisted. Iowa voters, in a state as heavily subsidized and dependent on federal largesse as any other state, seem to appreciate the need for Washington to spend less, borrow less, promise less, receive less.

Quick Read codes — the boxy codes that can be "read" by smartphones — are just about everywhere these days: Magazine ads, on the sides of buses and even on prescriptions. But who actually uses them? The Washington Business Journal, citing ComScore statistics, reports 14 million Americans used their mobile phones to scan QR codes in June. That's more than 6 percent of the people with mobile phones. Users are more likely to use the codes found in newspapers, magazines and product packaging.

Wisconsin & Gov Scott Walker

Remember the violent and disgusting demonstrations over Wisconsin Gov. Scott Walker doing away with the collective bargaining for teacher's unions?  The results are in.  Some school districts went from a $400,000 deficit to a $1,500,000 surplus as a result.  Why? It seems that the insurance company that provided all the "so-called" benefits to the teachers, was an insurance company owned and operated by the teacher's union.  Since they were guaranteed to get the insurance business from the teachers and the State had to pay for it, and not the teachers, they were increasing the annual costs every single year to become the most expensive insurance company in the state.  Then the insurance company was donating millions and millions of dollars to their favorite democrat politicians, who when they got elected, guaranteed to keep funding the unions outrageous costs.  In other words, the insurance company was a "pass through" for Wisconsin taxpayer money directly to the democrat politicians. Nice racket, and this is the racket that is going on in every single State that allows collective bargaining.  No wonder the States are taking it away. Now that the State of Wisconsin is free to put the insurance contract out for bid, and lo and behold, they have saved so much money it has turned deficits into surplus amounts.  As a result, none of the teachers had to be laid off, everyone got a raise, etc., etc., and the taxpayers of Wisconsin don't have to pay more taxes to fund the union's political ambitions. If you weren't aware of the reasons why Gov. “The Sequel”: How 2011 Is A Repeat of 2008—Only Bigger, Longer, And Uncut By Bailouts

I might have missed it, but I don’t think anyone has noticed this simple truism:

The structural causes that led to the Global Financial Crisis of 2008 are identical to the structural causes that are leading us to another systemic financial crisis in 2011.
The only difference is the kind of debt at the core of the looming crisis: Mortgage-backed securities in 2008, as opposed to European sovereign debt in 2011.

And of course, the debt hole in 2011 is bigger than in 2008—a lot bigger.

That’s why I am confident in predicting we are about to have another Global Financial Crisis—I’m calling it The Sequel: Same movie, same players, same story. Only this time around—like all good sequels—the financial crisis we are about to experience is going to be bigger, longer, and uncut by bailouts.

By the way, that is the key difference between 2008 and 2011: We’re not going to have a Hollywood Ending this time around. The governments of Europe and the United States, as well as their respective central banks, do not have any weapons to fight off this 2011 financial crisis, as they did in 2008, for the simple reason that they used them all up—they’re out of bullets, both monetarily and politically.

So when The Sequel hits the big screen, there won’t be a Big Daddy Government deus ex machina to come save the day in the third act twist. When The Sequel hits, we’re on our own.

A Letter To The Editor: DID RICK POLLITT TELL YOU WHAT HE DIDN’T TELL THE REST OF US LAST YEAR?

The 2010 Wicomico County election campaign was just hitting full stride a year ago. Now it’s worth recalling the scenario that followed.

Much of Rick Pollitt’s effort consisted of bragging about how much the county’s budget and government had been reduced in size and amount during his first term – thanks, of course to the tax revenue cap, not his leadership. Frankly, I don’t know why I voted for him, but I did.

When his Republican opponent, Joe Ollinger, suggested having a county police force, Rick’s criticism could have been written by the “T-Party” – he trashed Ollinger for proposing to grow government.

The mainstream media trumpeted Mr. Pollitt’s expenditure of taxpayer dollars -- $300,000 per acre for land at the old Salisbury Mall for Civic Center parking, $10,000 per acre for land for another county park, etc. – as major accomplishment. But there was very little reporting about the positions of the candidates, especially those of Mr. Pollitt.

Maybe I missed something, but I don’t recall that he ever discussed his plan to add a new “chief of staff” position in his office and to upgrade rather than terminate the “public information officer” position. But I do recall that I almost voted for Ollinger – and would have if I had known about Pollitt’s plan to increase his office staff.

BERNANKE PLEDGES TO SCREW YOUR GRANDMOTHER FOR AT LEAST TWO MORE YEARS

I wonder what goes through Ben Bernanke’s mind as he sits in his gold plated boardroom in the majestic Marriner Eccles building in Washington DC and decides to screw grandmothers in order to further enrich Wall Street bankers. He just pledged to keep interest rates at zero percent for two more years. Ben is a supposedly book smart man. Does he have no guilt or shame for what he has wrought? How does he sleep at night knowing he has created bloody revolutions around the globe due to his inflationary zero interest policy? People are dying because he has decided that an elite group of Wall Street bankers who recklessly brought down the worldwide financial system in 2008 deserve to be kept alive and enriched at the expense of the many.

He uses words like transitory to describe inflation. Even as the price of gold reveals his lies he continues to promote policies that will lead to the demise of the USD and our economic system. There is only one way to counter his lies – truth. With a corporate fascist government run by the few for the benefit of the few, telling the truth is treason as stated by Ron Paul:

“Truth is treason in the empire of lies.”

The storyline being sold to you by Bernanke, his Wall Street masters, and their captured puppets in Washington DC is that deflation is the great bogeyman they must slay. They make these statements from their ivory jewel encrusted towers as the real people in the real world deal with reality. The reality since Ben Bernanke announced his QE2 policy in August 2010 is:

• Heating oil prices are up 46%.
• Corn prices are up 71%.
• Soybean prices are up 26%.

For our closing post of the day we once open the floor to Sean Corrigan who proves that just when we thought all historical comparisons to the current deplorable economic miasma have been used up, a new one springs up, this time perhaps the one most indicative not so much of the past but of the future. For arguably the best indication of historical parallels to the present, and yet another confirmation that there really is nothing new in this world, especially in the world of central planning of monetary affairs, we present the following summary of the practices of Louis XIV which is verbatim applicable to the actions of the current central planning cartel: "The administration of the finances appears to have practised a subtle and ingenious tactic… [and] by modifications in the monetary unit, attempted to influence economic phenomena. It may come as a surprise to some that the very same type of central planning that Bernanke, and his central banking brethren, are trying to inflict (and failing) upon the world, was the same that was attempted on so many occasions in history, most poignantly, and catastrophically in the late stages of the French monarchy. Needless to say the attempts by one man to control a far simpler French economy well over two centuries ago failed, yet ironically, not even then did the economy reach our current level of collapse. Which begs the question: how long until our own "Sun Chairman" finally forces the hundreds of millions of great unwashed out of their hypnotic trance following the realization that their "equity" in the great American experiment, their pensions, lifetime accrued benefits, retirement funds, and of course savings, have been completely wiped out, and another historic 'storming', only this time not of the Bastille, but of the Marriner Eccles building, the focal point of all that is broken with not only America but the world, finally ensues. Just as over 200 years ago, the longer the wait, the greater the ultimate loss for the working class... and the bloodier the ultimate outcome for the modern day iteration of the clergy and aristocracy, also known as contemporary politicians and bankers. And to those saying we are getting ahead of ourselves, we borrow a phrase from the lexicon of unconventional wisdom: "this time is never different."

Its one thing to believe that one individual could be stupid enough to come to the home of the Owner of Salisbury News and dump trash onto my property. It's another thing to do it TWICE and think you're not going to get caught, especially on camera.

Take this Idiot for example. Now, what do you think this guy does for a living. Would you believe he's a local Correctional Officer? Well, it's true, he is.

With the cooperation of the Delaware State Police, this Correctional Officer was instructed to come back to the property he dumped trash and construction debris, (not once, but twice) and collect everything he dumped. He was then told he had to show up at the DSP Headquarters today with a receipt from the Dump. If he didn't do so immediately he would be fined $1,000.00, $500.00 for each time he dumped each load.

I call this my own version of Homeland Security. I want to thank the Delaware State Police for responding so quickly. All of the trash and debris has been completely removed.

New Castle -- The Delaware Department of Transportation announces that a planned motorcycle rally to support 9/11 is expected to impact northbound Interstate 95 on Saturday, August 20.

This event will require the temporary closure of I-95 northbound on-ramps from the Newark Toll Plaza to I-295 for several minutes until the procession passes each on-ramp. In addition, ramps along I-295 between I-95 and Route 9 will be impacted as the motorcycles travel to Mike's Famous Harley-Davidson in New Castle for a rest stop. Once the procession passes, the ramps will be open to traffic onto I-95. Motorists should expect temporary delays beginning at 10:30 a.m. and ending around 11:30 a.m. on Saturday, August 20.

After riders leave the Mike's Famous Harley-Davidson in New Castle, police officers will temporarily shut down the northbound traffic on the Delaware Memorial Bridge.

Booming Business Of Fear: Sales Of Safes Soar

NEW YORK (CNNMoney) -- Amid the market turmoil, sales of security safes and vaults have spiked. While some shoppers sought to protect whatever valuables they had left, others needed a place to stash their newly-acquired safe haven assets such as gold and cash.

Port Charlotte, Fla.-based Value Safes said it sold an average of $13,000 in safes a day in the past week, more than tripling its daily average of $3,500 from the previous week. On Amazon.com (AMZN, Fortune 500), SentrySafe's $170 1.2-cubic foot combination safe was among the site's biggest "movers and shakers" Friday, with sales rising 44% over the past 24 hours.

WICOMICO COUNTY: YOU’VE BEEN WARNED, AGAIN!

This Tuesday the County Council will consider Rick Pollitt’s plan to pack his office with a “chief of staff” and a “constituent services and communication” officer – each with a potential salary (range) in excess of $100K. The latter position would be a glorification of the present “public information officer” but with a much higher salary. The chief of staff would be a new position.

Pollitt’s main argument for having a chief of staff to assist him is that the other county executives in Maryland – all from much larger counties on the Western Shore – have one. Therefore, in Rick’s world, he should have one too.

The Council will discuss Pollitt’s proposal at a work session, beginning at 9 AM, and may act on it at the legislative meeting, which starts at 10 AM.

Missing Person: Shana Leigh Bailey, Age 20

Details of Investigation: On Sunday August 14th, 2011, Bailey was reported missing by her roommates. She was last seen leaving Peninsula Regional Medical Center on Saturday, August 13th, 2011 at approximately 7:30 AM.

Bailey reportedly was wearing a Green jacket with fur lining, a white t-shirt bearing a heart and the name “Shanna” and “Crystal”, red-in-color “Nike” shorts, black “Nike” shoes and a shark tooth necklace.

Will Free Trade Create Or Kill U.S. Jobs?

NEW YORK (CNNMoney) -- Amid all the squabbling in Washington, there is one policy many Democrats and Republicans agree on -- free trade deals with South Korea, Colombia and Panama.

But there is still fierce debate on whether the deals will create U.S. jobs or take them away from American workers.

On one side is big business, that believes opening up trade with other countries will boost sales for U.S. firms, allowing them to hire more workers. But unions argue the deals will mean more low-wage competition for U.S. workers, and more factories being moved overseas.

Though the deals have already been negotiated and have significant bipartisan support, they've been stuck in limbo for several years as Congress stalled on other issues. But lawmakers are now likely to pass the deals soon after they return from summer recess next month.

The agreements will greatly lower trade barriers on U.S. exports to all three countries.

The burglar (later to be identified as BROWN) claimed to have been called by the homeowner to repair a water leak. This was proven to be untrue when the resident called the homeowner.

While BROWN was in the home and on the phone the resident made detailed mental notes of his facial features, tattoos and physical characteristics. This would prove to be vital when the resident reviewed a photo lineup of BROWN and five (5) other individuals with a similar physical appearance. A positive identification was made instantly. Unfortunately, BROWN was not apprehended that day as he fled the area.

Later that same day, Worcester County Deputies responded to another residence in the 2600BLK of Worcester Highway, Pocomoke, Worcester County, Maryland regarding a Burglary. Upon their arrival they determined that the door was forced open in the same manner as the previously mentioned. The Worcester County Bureau of Investigations (WCBI) was notified and handled the investigation.

In this incident multiple musical instruments and tools were taken from throughout the residence. A detailed list was provided and shared with other area law enforcement agencies. As a result of that information being shared BROWN was identified as a suspect.

Ultimately, multiple search warrants were executed and many of the items stolen were recovered and returned to the rightful owners. With the assistance of the Wicomico Bureau of Investigations (WCBI) and investigators from the (DSP) Delaware State Police Criminal Unit, Georgetown Delaware, suspect James McKinley Brown, was located and arrested.

BROWN is currently being held in Delaware, awaiting extradition back to Maryland.

Federal Railroad Administration Gets New Rules

The Transportation Department has issued new fatigue rules for railroad workers, spelling out limits for how long passenger rail workers can be continuously on the job. The DOT's Federal Railroad Administration said the rules will improve passenger safety. However, for the first time, DOT will have different rules for passenger and freight railroads. A Transportation spokesman said the new rules stem from an effort to apply "fatigue science" to employee work schedules — meaning railroads must identify fatigue risks using what DOT calls approved, scientifically validated and calibrated bio-mathematical models. The rules go into effect Oct. 15

Former Maryland Delegate Kenneth Webster Dies At 76

BALTIMORE (AP) — Former Delegate Kenneth L. Webster, who authored legislation to make Maryland the second state to recognize the Rev. Martin Luther King Jr.’s birthday as a holiday in 1974, has died. He was 76.

Webster died Saturday morning of kidney failure at a Baltimore hospital, said his wife, Phoebe Webster. The Baltimore Democrat and Air Force veteran of the Korean War was a state delegate from 1970 to 1978.

“He liked working with all different causes for the betterment of people,” Phoebe Webster said Sunday evening.

Delaware To Enact Prosthetic Parity Law

DOVER, Del. (AP) -- Delaware is joining 19 other states in enacting laws requiring health insurers to provide coverage for prosthetic care that is equal to coverage offered for other medical services.

Supporters say such prosthetic parity laws reduce spending on physical rehabilitation and future complications associated with limb loss, and that prosthetic devices enable people who have lost
limbs to continue working and living productive lives.

Maryland Close To Hitting Debt Ceiling In 5 Years

Maryland could be within $43 million of hitting its debt ceiling in fiscal year 2017, according to projections presented to the Capital Debt Affordability Committee on Friday. Maryland has a self-imposed limit on debt service of 8% of all revenues received. This means that only 8% of revenues in a given year can go toward principal and interest on state bonds.Currently, the state’s debt service payment is 6.9% of its revenues. By 2017, debt service is projected to be 7.8% of revenues. (By comparison, the interest on the federal debt this year is about 10% of total revenues.)

Indian River Inlet Bridge Northside Form Traveler Lowered and Removed

Indian River -- The Department of Transportation (DelDOT) announces that the northside form traveler was successfully removed from the Indian River Inlet Bridge early this morning. The form travelers (one on each side of the inlet) are partially suspended beneath the new bridge and are used to build the bridge deck portions over the inlet. The northside of the new bridge is completely formed. Removal of the northside form traveler will provide additional clearance through the channel for mariners.

Plans for the removal of the form traveler began last week with the form traveler being partially lowered and moved approximately 21 feet backwards towards the north. On Sunday, August 14, preparations for the final lowering and removal of the north side traveler occurred with the lowering of the northside traveler onto a barge. The lowering required the temporary closure of the entire Indian River Inlet waterway to allow for the safe removal of the 300 ton form system. This activity was closely coordinated with and assisted by the United States Coast Guard. The waterway closure occurred between 2:00 a.m. and 8:00 a.m. on Monday, August 15, in an effort to lessen the impact on daytime mariners.

The operation went as planned, and the northside form traveler is now being shipped offsite to Norfolk, Virginia. The form traveler will be recycled, as it was designed specifically for the Indian River Inlet Bridge project and cannot be used on any other construction project.

The southside traveler will now be used to form up the remaining four sections of concrete for the bridge deck. This work will continue until the final closure pour is done in late October/early November. Once that work is complete, a similar lowering and removal operation will occur for the southside form traveler.

The bridge project is still expected to be completed in December 2011.

Guns In Bars Have Little Impact On Crime

RICHMOND, Va. (AP) - The number of gun crimes at Virginia bars and restaurants declined slightly during the first year of a new state law that allows people with permits to carry concealed firearms into establishments that serve alcohol, a newspaper reported Sunday.

According to the Richmond Times-Dispatch ( http://bit.ly/qq6Keh), 145 such incidents were reported in fiscal 2010-11, compared to 153 the previous year _ a 5.2 percent decrease.

Virginia State Police compiled the statistics at the newspaper's request.

The newspaper's analysis found that most of the incidents were relatively minor, and few appeared to involve people with concealed-carry permits.

Phillip Van Cleave, president of the pro-gun Virginia Citizens Defense League, said the results aren't surprising.

"The numbers basically just confirm what we've said would happen if the General Assembly changed the law," said Van Cleave, whose group strongly lobbied for the law's change that made Virginia one of 43 states to allow concealed guns in restaurants that serve alcohol.

"Keep in mind what the other side was saying _ that this was going to be a blood bath, that restaurants will be dangerous and people will stop going. But there was nothing to base the fear-mongering on," Van Cleave said.

Not Your Imagination: Kids Today Really Are Less Creative, Study Says

Researcher scoured 300,000 creativity tests going back to the 1970s

It sounds like the complaint of a jaded adult: Kids these days are narrow-minded and just not as creative as they used to be.

But researchers say they are finding exactly that. In a 2010 study of about 300,000 creativity tests going back to the 1970s, Kyung Hee Kim, a creativity researcher at the College of William and Mary, found creativity has decreased among American children in recent years. Since 1990, children have become less able to produce unique and unusual ideas. They are also less humorous, less imaginative and less able to elaborate on ideas, Kim said.

Has modern society really extinguished the creative spark among our youth?

Experts say creativity is innate, so it can't really be lost. But it needs to be nurtured.

"It's not that creativity can necessarily disappear," said Ron Beghetto, an education psychologist at the University of Oregon. "But it can be suppressed in particular contexts."

What Time Should School Start?

WASHINGTON - It's that time of year again. Kids are getting ready to start school and parents are renewing a debate on when school should start.
 
And, it's not just the starting date that is subject to debate but also the starting time.
 
Two thousand Fairfax County parents who answered an online survey said they would back a later starting time for the 25 high schools in the school district.
 
High schools in Fairfax County now start at 7:20 a.m. forcing some students to be out the house as early as 5:45 a.m. to catch the bus.
 
There have been various proposals to push the starting time back a half hour or 45 minutes.
 
The theory is that more sleep for students could translate into better overall performance.

Barcelona - The number of women murdered is increasing in most of Central America and Mexico. In some countries, such as Honduras, the increase is four times that of men. Moreover, many of these murders are committed with extreme violence – sexual savagery, torture, and mutilations – by perpetrators (often involved in organized crime) acting with a high degree of impunity.

In countries like Chile, Argentina, and Costa Rica, where overall levels of violence are lower, the murders of women are usually committed with less violence, by partners or ex-partners in the context of “domestic abuse.”

In Latin America, all of these crimes are known as “femicides”: murders of women precisely for being women. Cases associated with domestic violence are treated leniently by courts; in some countries, jealousy or the absence of previous convictions can reduce the punishment. Those committed by strangers, often with intense cruelty – and often linked to organized-crime groups such as the Central American maras – rarely end up in court at all.

But the reality of Latin America in recent years shows some crossover between these categories. Brutal murders of women also occur in countries such as Argentina, where a surprising number of women have been burned by their partners or ex-partners. In Mexico, women have been murdered by hit men, hired by their husbands or partners to make the killing look like the work of organized crime. And, in Central American countries, women are murdered by criminal groups as a kind of threat or message to their husbands or partners.

Can Turning Foreclosures Into Rental Properties Save The Housing Market?

Earlier this week, the federal government put out a request for ideas [1] on how to transform some of the roughly 250,000 [2] government-owned foreclosed homes into rental properties.

The goal is to create more options in an increasingly expensive rental market [3], while dealing with the glut of foreclosed homes dragging down the housing market.

In the first six months of this year, more than 1 million properties [4] had foreclosure filings against them. About 800,000 foreclosed properties are owned by banks, and roughly a third of those belong to the federal government through Fannie Mae and Freddie Mac and the Federal Housing Administration.

About 20 percent of those 800,000 properties are on the market, according to RealtyTrac [5], a foreclosure data service. Each month, 50,000 to 60,000 foreclosed properties are sold, according to RealtyTrac, but a slightly higher number are added to the market. In other words, sales aren't making a dent in the total inventory of foreclosed homes, and in high-foreclosure-areas, empty houses are doing damage to neighborhood property values.

New Iran Sanctions Could Bring Unintended Blowback

Washington - A new Congressional push to sanction Iran's Central Bank is aimed at reducing Iranian oil revenues, but could backfire and hurt the global economy.

On Tuesday, the Wall Street Journal disclosed a letter to the White House signed by 92 senators urging the Barack Obama administration to place new restrictions on dealings with the bank as part of a strategy to "cripple" Iran. 

A copy of the letter, obtained Thursday by IPS, alleged that the Iranian Central Bank "lies at the center" of Tehran's efforts to circumvent a long list of sanctions already imposed on the Islamic Republic by the United States and other countries.

Such a step – on top of prior sanctions that bar Iran from most transactions in dollars and make it hard for it to deal in euros – would make it even more difficult for Iran to obtain hard currency for its oil exports. 

Experts on the Iranian economy told IPS that the intent was not to cut Iranian oil sales – which could cause a spike in global prices and ultimately help Iran's oil-dependent economy – but to worsen the terms of trade with Tehran by giving more leverage to customers such as China, India and Turkey to strike hard bargains for Iranian crude. 

"If this goes through, the big buyers of Iranian oil will be able to squeeze Iran," said Kevan Harris, a sociologist at Johns Hopkins who studies the Iranian economy and recently returned from a trip to Iran. 

"You want to move the market so that you have a smaller number of buyers" of Iranian oil, added Mark Dubowitz, director of the Iran Energy Project at the Foundation for Defence of Democracies, a Washington think tank that provides research for Congressional staffers crafting sanctions strategy against Iran. 

"You want to remove the 'white-hatted' [reputable Western] buyers and ruthlessly drive the price down" that Iran receives from remaining buyers, he said.

DelDOT Meets With Sussex County Legislators On US 113 Improvements In Southern Delaware

Dover -- Sussex County legislators and DelDOT Secretary Shailen Bhatt met Friday on future improvements to the US 113 corridor. The group - which included Senators Joseph Booth and George Bunting, and Representatives Harvey Kenton, David Wilson, John Atkins and Gerald Hocker - agreed that DelDOT should immediately resume planning work on two sections while continuing to discuss the southern portion of the previously planned project. Participants in the meeting at DelDOT's Administrative Office agreed that DelDOT should:

* Proceed with applying for federal funding for the design of the planned limited-access portion of US 113 in the Ellendale area (between Deer Forest Road/East Redden Rd and Hudson Pond Road) with construction anticipated to begin within three to five years.
* Proceed with applying for federal environmental approval for the planned limited-access portion of the Georgetown area (from just north of East Redden Road to north of SR 20/Hardscrabble Road).
* Reconvene with legislators in early September to review alternative alignment options to be submitted by the legislators for the Millsboro-area bypass north of SR 24.
* Conduct further discussion with the legislators regarding the future of US 113 south of SR 24.
* Continue to design and implement safety improvements along the existing corridor, including intersection improvements identified through annual review of crash data.

DelDOT Secretary Bhatt said, "Governor Markell asked DelDOT to hold off on further planning until we began to see consensus among lawmakers for moving forward on 113. The meeting with legislators today was very positive and productive and we now have a path forward. DelDOT will resume planning work on the Ellendale and Georgetown portions and continue discussions regarding Millsboro and south. This project has the potential to reshape economic development, traffic management and highway safety in southern Delaware and I look forward to working with Sussex County lawmakers to achieve a successful implementation for the people of the state."

The Verizon Strike As The Next Wisconsin

The picket lines are up. This past weekend 45,000 Verizon workers on the East Coast, represented by the Communications Workers of America (CWA) and the International Brotherhood of Electrical Workers (IBEW), went on strike. The cause of the strike was the company’s attempts to win massive concessions from the unions. Verizon argued that the employees should give up gains they had won over many years of struggle and negotiation in previous contract fights.

As the Wall Street Journal put it, “Verizon Communications Inc. is seeking some of the biggest concessions in years from its unions.” Demands include the weakening of health-care benefits, cuts in pensions, reduced job security, and elimination of paid holidays such as Martin Luther King, Jr. Day. This despite the fact that the company reported billions in profit last year, and that, in the words of New York Times reporter Steven Greenhouse, “Verizon’s top five executives received a total of $258 million in compensation, including stock options, over the last four years.” The unions argue that Verizon has made some $20 billion in profit in the same time period, and Citizens for Tax Justice has pointed out that the company has done so while paying little to nothing in corporate income taxes.

Without a doubt, this is a conflict of national significance. As Bob Master, CWA District 1 legislative and political director, explained Wednesday in a conference call with supporters,

This is an enormously profitable company, which we believe is trying to take advantage of an anti-union environment and, in a sense, to replicate at a giant private-sector corporation what the governors of Ohio, New Jersey, and Wisconsin have been trying to do to the public sector. Our members feel very strongly that we need to draw a line here.

Inventor Steve Katsaros perfected his design in June 2010, and four days later he had a patent in hand.
