That waterfront homeowner better talk to a lawyer. She does not own any portion of navigable waters. In tidal waters, she has no rights what so ever, except to build that pier, with the Army Corp of Engineers permission. See "riparian rights" for the legal definition of what a property owner owns on waterfront property. No way does a property owner own any water unless is is a pond, or lake, that their property totally surrounds. The boater is totally correct about what she owns. Her property line stops at the low water mark on her property, if the water is tidal waters. In the case of property owners on two sides of a creek, or river, that is not tidal, the owner does indeed own the land under the water out to the mid-point under the water, but not the water itself. And an owner cannot block the navigation of any vessels on that water. The home owner in that video is clueless. She is ripe for a lawsuit. The fisherman was denied HIS rights by her.
