WICOMICO COUNTY – NEW ANIMAL REGULATIONS

New Animal Regulations will go into effect in Wicomico County on January 19, 2019. The Wicomico County Council approved Legislative Bill No. 2018-09 on October 18, 2018, repealing the current dog laws and replacing them with regulations that strengthen animal welfare in the County. The new law now provides: 
 Provisions from the State of Maryland Animal Care and Cruelty Law 
 A Trap, Neuter and Return Program (TNR) for community cats  Tighter regulations on tethering an animal. 
 Protection of animals in unsafe weather conditions to include wind chill factor and heat index 
 Animals At-Large Prohibited (previously only pertained to dogs)  Animals must be on a leash no longer than 6 feet while on school grounds or at a public recreation area. 
 An Animal Control Officer, upon impounding an animal, must record the breed, color, sex and license-status of the animal. This information shall be posted on the Animal Control Authority’s website within 24 hours after impounding the animal. 
 If a female dog or cat in heat or an un-neutered male dog or cat belonging to the same owner is impounded twice within 12 months, the dog or cat will become the property of the Animal Control Authority unless the owner pays for the spaying or neutering of the dog or cat by the animal control authority within one week after notice. 
 New provisions on breeder license. 
 New provisions on the Sale of a Puppy or Kitten 
 New provisions on Disposal of Dead Animals 
 To adopt a dog or cat from the Animal Control Authority, the adopter must pay or reimburse the Animal Control Authority to neuter or spay the animal (If not already done), and other reasonable charges and fees. In addition the adopter must certify in writing under penalty of perjury that he or she has not been convicted of animal cruelty or neglect by a court of law.  New requirement to obtain a County dog license and tag from the Wicomico County Humane Society if not provided with rabies vaccination.

how about adding a pooper scooper law to this? I'm tired of watching lazy dog owners allowing their pets to go anywhere and everywhere and not clean up after them. This is a health hazard and those owners should be made to clean up after their pets!

What about these cats that run wild in my neighborhood? Nothing has been done for ten years or more? Animal Control is a bunch of crap. They told me I have to trap them and then pay Animal Control to come and get them.

It is going to be nightmare to adjudicate fairly the way that it is written. Should have had a skilled lawyer involved. Sounds like it was thrown together by the appeals tribunal

Jake's National Folk Festival

Joe check this out. There already is a folk festival on Delmarva and they just celebrated their 37th year. It's called the Delmarva Folk Festival and it is real folk music. This is real folk music and not that ghetto rap and jazz crap that Jake Day and his NFF Witch desperately brought in just to have music. Let me repeat, Jake's Folk Festival wasn't a real folk festival. Check out the Delmarva Folk Festival and spend your time at a real event without high crime.

"The park" is a generic term referenced by the code reference and available in numerous flavors within the County.

8:22 in my neighborhood, tired of watching individuals from the neighborhood that abuts up to ours bring their dogs over here and let them shit all over the place then head back to their neighborhood! so yeah there are ignorant people like you out there!

New regulations need to be in place at these no kill Cat Rescue Shelters such as the Good Sheppard Cat Sanctuary when you call them they are very rude to the point of obnoxious. They say they are only a feral cat rescue facility meaning wild not pets, but depending on the person that answers the phone everything is up to perception. The Tom Cat Rescue Center and Delmarva Cat Connection are well run and really put the cats first and even check up on those that are adopted, both these places are nice people, they also assist in the feral cats running loose and just want forever homes for all the cats.
