A Viewer Writes: Salisbury Fire Department & Leadership A Mess

At approximately 3:10 PM on November 10, 2018, Wicomico 911 dispatches Salisbury Fire Station 16 Fire and Paramedic 16 for a stabbing at 502 Swan Road involving 2 patients stabbed.

Paramedic 16 and Engine 16 responded and then Assistant Chief 1 responds.

Paramedic 16 and Engine 16 arrived on scene and staged.

At 3:20 PM Central advised 21A(acting Lieutenant Wismer) that PD on the scene advised that there were two patients, one stabbed in the chest and one unconscious and asked if he would like a second ambulance. Acting Assistant Chief Ron Wismer said "Yeah."
*Um... Why didn't he request a second EMS unit when they were dispatched and was told there were 2 patients in the beginning? Why didn't Assistant Chief O'Barsky request the second ambulance? Why didn't Wicomico Central dispatched 2 ambulances? They have "Priority Dispatching" so it should have automatically popped up on the dispatch screen when taking the call. Two patients always mean two ambulances. But they dispatched a fire truck even though there was no fire.

Paramedic 2 is finally dispatched and responds.

When they finally get to the patient, Assistant Chief "Crash" O'Barsky called Paramedic 2 in a panic and told them they needed to expedite.

At 3:28 PM Assistant Chief O'Barsky advised Central that he was assuming command. Why now? What took so long? You had an incompetent "acting" lieutenant that shouldn't be in charge of any employees. He is an incompetent paramedic and shouldn't be working for the City of Salisbury.

Paramedic 2 arrives at the hospital at the hospital 3:37 PM.

PM 2 asked what time Paramedic 16 arrived at the hospital. Central advised 3:33pm Usually that means it means a DOA/Priority 4 but not certain at this time.

Evidence that the leadership in the Mayor's Office and the Fire Chief's Office at the Salisbury Fire Department shouldn't be running an Emergency Medical Services division, especially in the County. This is a specialty that shouldn't fall under a fire department that makes hiring firemen a priority over life safety. The City of Salisbury under the Leadership of Jake Day, Jim Ireton and Jack Heath has hired 24 firefighters in the last couple of years. Almost double of what they have ever hired in the history of the Salisbury Fire Department. This makes more paid firemen than police officers. We have a failing Salisbury Police Department in dire need of seasoned police officers as well as paramedics. The Salisbury Police Department has to get the Wicomico County Sheriff's Office to handle crash reconstruction scenes as they did for the fatal accident on Rt. 13 this past Thursday. The Salisbury Police Department has to have the Maryland State Police handle murders in the City and has had to all under the leadership of Barbara Duncan, Jim Ireton, Jake Day and Jack Heath.

Why has the City of Salisbury hired 24 additional paid firemen and no paramedics when fire calls are going down and EMS calls are skyrocketing. Sending a fire truck with paid firemen to a crime scene with two patients stabbed in the chest and abdomen doesn't justify a paid firemen's job and it certainly doesn't save lives. The need is for paid paramedics and not paid firemen and always has been.

Jake Day you are an idiot for promoting John Tull to the fire chief's position when he has always been a worthless butt kisser. Jake Day you are an idiot for promoting that little peon Jimmie Gladwell to Deputy Chief of the Salisbury Fire Department. Jack Heath and Muir Boda, you two are idiots for allowing this to happen.

As long as John Tull and the leadership at the Salisbury Fire Department, Jake Day, Jack Heath and Muir Boda as well as the leadership in Salisbury are in power, citizens in Salisbury and Wicomico County are going to continue to die.

Thank God the voters of Wicomico County sent Jack Heath, Muir Boda and Jake Day packing on November 6, 2018 in the County Elections!! How many losses is this for you now Jack? And you Muir?

How do you concentrate on calling bingo numbers while you are so busy listening to the scanner all the time? Turn it off and get a life for God's sake.

Jimmie Gladwell is as incompetent as they come. My favorite is when he tells everyone that Parsonsburg Fire Department knew NOTHING about firefighting until he got there and taught them. His motto is “whatever it takes to get promoted sir, I have no integrity”.

I listened to the channel on broadcastify one evening and as limited as it is, there have been SEVERAL calls of very sick patients where it took them over 10 MINUTES before they even decided who was taking the call and got out the door to help the person. This was not 10 minutes before they got to the person house, this was 10 minutes before someone decided to get off their ass and respond.

10 MINUTES.
If that were my dying parent you can be assured there will be a lawsuit.

Oh and 6:49 PM STFU. At least this person is giving us a heads up as to how f'ed up this situation is. You must be one of those paid firemen that is always shopping at Giant/Acme.

Monday night quarterbacking at its worst. Priority dispatch does not say to send a certain number of ambulances. It does however advise to send medical assists on certain calls. It is also protocol to send medical assists for shootings and stabbings. And just to be clear the dispatcher may or may not have had all the info needed. It depends if the caller cooperated with questions or whether they received the call from a police agency who may not have had all the info needed.

I'll guarantee that you can't find any incident that it took the career staff 10 minutes to respond, especially for a "very sick" patient as you put it. Maybe you were listening to the scanner back when the volunteers were supposed to be handling calls. In that case, 10 minutes is pretty good! You'd be lucky if they even showed up half the time.

The bottom line is there are enough paid fireman. You need more paid paramedics. You also need to hire personnel that are only paramedics. Not everyone wants to be a firefighter but does want to medically assist as a paramedic. Change the name of Fire Stations to EMS stations and have a couple of dual trained personnel (fire and paramedic), have some paid firefighters (no EMT), and have MORE paid paramedics (EMT or Paramedic only).

There are way more medical calls then fire calls. I get it, in an accident it's nice to have a firetruck blocking traffic so the patients and paramedics don't get hit by passing motorists. But, again, the county needs more paramedics.

Don't know what you are commenting on, but it sounds like a stupid comment from a paid Farmin. I can assure you I am not one of the members that were run off from Station 1. They are much better people than you will ever be.

I am a fire officer from a real fire department and I have the expertise to criticize the shenanigans in Salisbury, the mayor's office and his lowly appointed fire officers.

The Salisbury Fire Department is an embarrassment to career fire departments all over this country. Hang it up you losers, you wouldn't make it in a real career fire organization.

Um... Good try, but the dispatcher did have enough information, his dispatch stated TWO stabbing victims from the beginning. TWO stabbing victims require TWO ambulances, not a damn fire truck. I don't remember hearing there was a fire at 502 Swan Road.

Let's start by finding good Republicans who will unseat these clowns and rebuild this city. Then we need to replace ALL department heads and the City Administrator as well as the 'assistant city administrators.'

Oh Lord, I just heard Ocean City Fire Departments most hated volunteer, James Lloyd Jester, on my pager. How is this drunk driving the new $100,000 SUV called Assistant Chief 1?

I wonder if the taxpayers $100,000 SUV has an ignition interlock system or car breathalyzer that prevents drunk drivers like Jay Jester from driving their vehicles drunk.

How in the Hell does a drunk with a felony DUI get promoted in Salisbury? Only in the Salisbury Fire Department. SMDH! What a role model for our young children.

As a career paramedic in a real fire department for many years, I can assure you that a fire truck is not needed on ambulance calls. There is no fire and their services are NOT needed. We all know this was done for job security only.

I can concur with this statement as I carry my radio with me all the time and listen to the dispatches in Salisbury. This mess is screwed up and the County Executive needs to do the job we hired him to do. Get rid of the Fire Service Agreement and start a countywide fire and EMS department.

They always send engines to call when they are not needed, it boosts their call stats, even though they are sent falsely. Theses huge trucks are running code to calls where they are not needed, using fuel, racking up miles, and preoccupying firefighters for no reason. The police department is even worse they way they have been lying on crime stats so that they don’t endanger federal grants, they change the way that calls are listed so that it looks less than it actually is. Massive manipulation, and lying to everyone. Barbara Duncan is running the worst Police Department in Salisbury’s history. This agency hunts its own for minor mistakes and throws them out the door. We have a department of people afraid of losing their jobs everyday, and as a result we now are surrounded by people with an average of 3 years or so for the patrol officers, this is pathetic. Barabara duncan violates their rights and takes peoples jobs for the fun of it. This department is a disgrace, and we deserve better than Barabara Duncan, and Jake Day.

Fire personnel handle more than just "fire" calls. And 2 patients does not always need 2 ambulances.

I'm not and never have been a paid fire fighter. Fire departments respond to more than just "fire" calls. Sometimes manpower is needed, sometimes a driver is needed, sometimes extra medical personnel is needed, scene control, scene safety etc. Granted it would have been fine if two ambulances were dispatched on this call from the beginning, but just because you have 2 patients does not mean you need 2 ambulances in some cases. Parent and child usually go together, multi casualty scenes can mean more than one to an ambulance etc. there are several scenarios.

This is not true, after 6 minutes and no response from any fire department In the county and Central will alert next due and a delayed ambulance response to handle the call.
