Delmar Police Seeks Help To Identify Subject
The Delmar Police Department is investigating a theft and need help identifying the pictured individual. If anyone can identify this subject, please contact the police department at 410-896-3131.

I would check the purchasing records of the nearest Army Surplus store.
Why is that security cameras are always so damn blurry, are the store owners just too cheap to buy good equipment? Also a lot of the time the camera is mounted up high and all you can see is a hat or a hoodie. You would think the police would encourage store owners to have better stuff.

Need a warrant to do that.
A warrant for what? Stores/banks can have cameras at face level.
