What a difference a generation can make. In 1987 crime in the United States was out of control. That same year Gallup asked Americans if they would support a ban on handguns, and a worrying forty-two percent answered “yes.”
While almost half the country wanted to ban handguns, nine states were trying something different. “Shall issue” concealed-carry laws were passed, meaning non-felons could apply for a license to carry a concealed handgun and their state government was obliged to respect their right to carry for self-defense.
Meanwhile forty states had either “May Issue” laws in place – meaning the state had discretion in the matter, typically resulting in denial – or no law respecting a citizen’s right to carry a concealed handgun for personal protection.
Just one state – Vermont – required no license. Any American citizen could carry a concealed handgun in the Green Mountain State.
The anti-gun crowd predicted blood in the streets and Wild West shootouts at the local supermarket. They said crime and violence would only increase as a result of these “shall issue” laws.

Read the whole thing, Maryland legislators, then do the right thing. Or, you could ignore it as you have for decades and Baltimore's murder rate will continue to climb, more armed robberies will occur throughout the state, and you'll be the ones holding the proverbial bag. Remember, too, that it's a constitutional thing, as in the U.S. Constitution.
There's actually another class. Shall issue, May issue, and, what you don't know won't hurt you!!

Why are you blaming Hogan? One of four republican governors in the past 5-6 decades? (too lazy to look it up again) Even if he pushed it forward, it would never get passed. Not going to happen in MD. Want a CCW? Open a business, have cash to deposit and apply. Unless you are statutorily prohibited, you will get a permit. Otherwise, move to a shall issue state.
Just carry.
Don't ask PERMISSION from ANYONE.
You already have "permission"....it's called the 2ND Amendment.
Further, you don't need anyone's "permission" to protect yourself and your family.
And if you need it, there is always jury nullification.
Politicians think they have the right to decide which of our rights they will "allow" us to use. I think that question was answered a couple of hundred years ago.
Or, while the home invasion is going on, or your wife is getting beat up by gangbangers in the parking lot, you could call the police, who will show up with their own guns. In about 15 minutes.
And file a very detailed report.
Because you fell for the idea that another man gets to tell you which rights HE likes and which ones you can use.
Tell your wife how good a citizen you are and that the police are really sorry she lost her left eye. VERY sorry.
And you continue to cheer.
Behind closed doors, they are laughing their ace off at your "compliance".
THEY have dozens of heavily armed men all around them. With guns.
