The Plan includes taking about from parsonsburg Fire station district which I don't support... A lot of people upset that there are losing City Coverage and replaced with volunteers due to Insurance rates and response time. There is no need for another station.

If you really want to serve the community go join another volunteer fire company that is already established. You chose to leave the city. Since leaving the city services have continued and improved. Why should our tax dollars fund you, fund another fire department when other departments could use that money , if there is even money available. The county executive signed a fire service agreement with the city. The county executive is an elected official, above the fire chiefs association. A good ole boys club. He is above a radio committee, a click of the chiefs association. You don't want to follow the rules of the Salisbury Fire Dept. I guess you believe Mr Polidore won't have rules? Stop wasting people's time and money. Parsonsburg,Fruitland, Allen and Hebron can use you in their ranks

Time for the county council to back the volunteer fire departments! Look they gave 400k more to the city this year how about the rest of the stations! Station 1 needs to be backed or you are going to be held hostage again if the city pulls that option out!

Station 1 has a area that they have serviced since 1986 when they open the doors. Grow up council and fund them . These are well season firefighters that have a heart for the service . The county has always funded this station and I'd go as far to say if you don't a good lawyer will rip you to shreds . Look it up boys it's been done . When will you stop funding Powellville because they don't run much and we'll let's face it they can't get out either . You just can't say today I don't want to fund you . You need to support the people that vote for you not the city .

Do what's right fund that station. I live in that district and them guys and girls have been to my house when I was in need for a ditch fire at 9:00 at night and they treated me wonderful . I have a mt olive road address and I'm proud to support the volunteers of that station .

The paid staffing is rude especially ginger . She treated my mother like sh*t. I'm sorry your only there for a paycheck . It's a shame . At least the volunteers take pride in there work. I don't live in the county but I have the right to voice my opinion and I belive it's in the best interest of the county to fund the volunteers. There are not many good volunteers left . The paid staffing with the city of Salisbury have horrible attuides and don't do there job like they should .

The mayor had agreed to territory that is correct. The mayor won't put it on paper nor will he sit down with anybody about territory. Failure to do so before July 1 will forfeit that territory to the decision of the county chiefs association. The county chiefs association has voted to grant station 1 volunteers all of that territory. Mr mayor if you want to work on things I suggest get you kid butt up and do so . Right now sir you are a little boy .

From what it sounds like, they are not a new company. If the city keeps people in their old building, they are the ones attempting to create a new company. But according to the news and press releases from the organizations that recognize who is and who is not a company, the company 1 volunteers are still the company 1 volunteers, they are just relocating. I don't think anyone went to Parsonsburg when they relocated to a new building and bashed them. It appears this is kind of the same concept. Good Luck station 1 members, its obvious the paid guys are still against you like I have seen for all these years. They never supported you, always found ways to make you seem small and worthless through their lies. Its your time to shine, show the public why you were formed to begin with.

There is no reason why all of Wicomico county, including Salislbury, is not volunteer. Almost every city/town/boro/county/township other than Phila and Pittsburgh is protected by volunteer fire departments. Google it. Interstates with with hazmat and railroads as well as high-rise commercial office buildings are all covered by volunteers. Look up King of Prussia. All covered by volunteers. Salisbury does not need a paid fire dept.

If the county is going to give money to Salisbury to provide paid fire and EMS to people that have a Salisbury address it is only fair that the entire county get the same service. If you live in the county you get volunteers. If you live in the city your city taxes should pay for 24 hours paid personnel. As usual the rest of the county gets the short end of the stick.

How does everyone feel that their tax dollars are going to pay for a certain part of the county to get paid personnel when the rest do not?

Prior to 1986 the area was serviced by station 16 (HQ) and 2, as it's now is again.

The plan does not included taking anything from Parsonsburg and never has. If you are referring to the Airport, the airport always was Station 1's until Homo Jim gave it up with scare tactics. Then the next scare tactic was the nuclear option.

What makes no sense is Parsonsburg has to come from way over on Old Ocean City Road, go through back roads, cross a major intersection on Rt. 50, drive miles of Salisbury Fire District back roads, cross over Mt. Hermon Road and then more back roads of Salisbury Fire District territory to get to the airport. The airport always belonged to Station 1 and it still should belong to Station 1. Get over yourselves Eric.

I watched with amusement the recent WICO county council meeting on PAC-14. After speaking for over an hour Joe Morris as usual made no sense. And Busch from Hebron speaks (in between picking his nose) and make no sense at all also.
The problem here is that there is no oversight on the funding that WICO provides as a stipend. This also goes for the funding provided for hiring of ambulance crews. What Culver needs to do is provide funding for a career professional ambulance system that answers to a trained manager/ supervisor. The response times for some stations should be comsidered when funding the system.

Paul Martin and Henry Parker would NEVER have allowed things to get this far. They understood and respected volunteers. THAT is what the current Council needs to think about. WE need more volunteers to serve this County not less. We are in a terrible financial position with wealthy tax payers claiming other states and counties as their primary residence. This Council needs to start thinking about the big picture and what is coming and show some real leadership. Support the volunteers!

Stop paying the city, let the city career Fire Dept take of the city limits, take the other volunteers at the city 2 city stations out and let them serve the county . There it's solved, now you don't have to pay the city for anything, so for just $600,000 you have the problem solved. And it will save a lot more money then the current plan.

The fire service agreement guy Strasburg from the county lives next door to Ole Brezler, they talk . So do you think the volunteers are going to get a fair deal ? Then there is the Asst Chief from station 16 who had two female firefighter at his house and sexually harassed them to the point they left the department, all this the chief swept under the rug. Not going to mention his name but he is very vocal in nutters subdivision against the company that moved.

Most of them have no clue what it actually means to be a firefighter. They are t shirt wearers, nothing more.
Every time they show up on a scene they can be found outside where it's nice and safe doing nothing or somewhere doing exactly the opposite of what they should be doing.
Training, knowledge and experience? These are the people that won't train, won't respond to calls and the only fire service experience they have is recliner time in the annex.

I live in the district involved, on Morris Drive, we had a smoke alarm going off at around 2:30 am in our house. It seemed like a long time before the fire dept got there, but it was only about 10 min or so give or take. The firefighters checked the house with a camera and it turned out to be a bad battery in the smoke detector. In conversation with fireman I found out that they were all volunteers. I didn't know that Salisbury fire department had volunteers until then. They were very polite and manarly , they replaced the battery with a fresh one and left. I have only good things to say about the service I received. It was great. Thanks to all the volunteers for all they do. God Bless them all.

Former Salisbury Fire Chief caught breaking the law. Just like Hoppes and Simpson, they think they are above the law. Except in this case he is found GUILTY! Exceeding the speed limit and not wearing a seat belt. Both charges are against any fire department policy. And this is exactly the case. Station 1's fire district has already been covered by volunteers the majority of the time. The only time that the career firemen covered calls in Station 1 or Station 2's first due district is/was during the working hours of the day, Monday through Friday. The volunteers cover the calls every single night of the week and every single weekend. The volunteers even worked the holidays that fell on a weekday so that the career firemen could spend time with their families. That is how great the volunteers were and how great the volunteers treated the career guys. Now on the other hand you can see how sneaky and cut throat the career firemen are towards the volunteers. The Salisbury career firefighters have always tried forcing the volunteers out because they are a threat to a paid fireman's job. This is exactly what Rick Hoppes is trying to do. He is forcing ALL volunteers out of the city so it will be a fully paid fire department.

The funny and interesting this is the fact that a city this size does not need a fully paid fire department. Why you might as? Because the city this size rarely has any fires.

Why is Rick Hoppes and the paid firemen saying there so many calls the fire truck responds on you might ask? Tell them to show you the types of calls the fire trucks are responding on.

The kinds of calls the fire trucks are responding on is "Medical Assist." The medical assist is where the fire trucks respond to ambulance calls to "help" the ambulance crews? Well who helped the ambulance crews before you might ask? Well there were real men and women on the ambulances that could handle the patient all by themselves without paid firemen standing around. They are typically useless on ambulance calls, but they respond only to increase the fire truck responses to make themselves look very busy. It's called job security. The irony also is the fact that he 911 center isn't dispatching the fire trucks on their own. They are illegally responding to assist the ambulance on their own. It is called self dispatching and it isn't allowed. In a real fire department if a fire truck wasn't dispatched the 911 operator would tell them to return to service.

The fire chief and career/paid firemen of the Salisbury Fire Department are nothing but a fraud.

First do not fund this. Second fund all departments on a per call basis. 300k is too much money for each of these departments. They bank a lot of the money given to them. They spend on banquets and toys for themselves. Should be a yearly audit for each. This is tax money that they spend. Oversight is needed now more than ever. Maybe it is time to close some departments down and consolidate. Every tax payer has to make hard decisions with their own budget. Maybe we need hard conservatism in the fire service.

*On April 12, 1986, Salisbury added a new facility as Fire Station #1 opened on Beaglin Park Drive.

**The year 2001 would bring another first to the SFD. Stephen Brezler, a retired Battalion Chief from Baltimore County (MD) became the first Chief appointed from outside the ranks of the SFD. The City commissioned an evaluation of its fire service conducted by an independent consultant. The consultant in conjunction with the participation of many Department members created a strategic plan to improve the Department's service delivery. Chief Brezler began to implement many of the recommendations of the strategic plan. Chief Brezler was instrumental in the establishment of the Department's Special Operations service, formed in 2001, and designed to provide response and mitigation of hazardous materials emergencies, confined space entry and rescue and trench rescue operations.

***When Chief Brezler resigned in 2003, Deputy Chief David See was appointed as Chief of the Department.

Imagine that a Consultant study under Chief Brezler? And guess what Chief Brezler was doing prior to becoming Salisbury's new fire chief? A Consultant! And guess what Brezler did after he resigned as Salisbury's fire chier? He went back to being a Consultant.

And guess what Jake Day and Bob Culver spent $30,000 on? A consultant! Guess who the Consultant was the got the $30,000?? Former fire chief Steve Brezler's consultant firm Tri Data!

So now we no where the problem lies with the volunteers and the City of Salisbury. A Consultant with ties to the Salisbury Fire Department and Rick Hoppes.

Do you know why Steve Brezler resigned after just 2 years as the Fire Chief for the Salisbury Fire Department? Because he was screwing over the volunteers in the Salisbury Fire Department and they forced him out of the department.

Steve Brezler was working overtime to force the volunteers out and he gave the volunteers of Station 2 and Station 1 a very hard time. Guess what the response of the volunteers from Station 2 was? To form their own volunteer fire department in the County. They were almost successful as well.

Guess what one of the recommendations of the $30,000 Fire Study was? Not to form anymore county fire stations!!! Ding, Ding, Ding, Ding!! Does that ring a bell??? It should! That study has Steve Brezler's finger prints all over it!!

I keep seeing Stephen K. Brezler's name pop up on here so I did a little digging myself and this is a few important tidbits I came up with myself.

"In early 2016 the City of Salisbury and Wicomico County entered into an agreement with TriData LLC to provide an expert, unbiased evaluation of the Fire Service in the City of Salisbury and Wicomico County. The contract stated that TriData would evaluate the level of current services and provide a financial analysis, to include:

Task 1- Collection and Review of Background Information
Task 2- Triage of Issues
Task 3- Analyze SFD coverage and Demand
Task 4- Cost Apportionment
Task 5- Draft and Final Report"

First question. How much did this cost each of the City and the County? What did the study cost each of them?

Fist point of clarification. The main character involved in this "Study" is behind the scenes and no one knows just how biased this "Study" is for the City of Salisbury. TriData was chosen because of this main Character and Bob Culver was duped into this contract because of his ignorance. To say the least, Jim Ireton and Rick Hoppes got over on Mr. Culver and the Wicomico County Tax Payers!

Main Character: Stephen Kerry Brezler of now Salisbury, Maryland. Former Fire Chief of the Salisbury Fire Department. Ran out by volunteers.

Look on Page (9) of this similar study done early in January 2016 for Forsyth County, North Carolina. I can't copy and paste the critical information here so I will post the link and direct to the "Qualifications" Page of the Project Manager and you can come up with your own conclusions.

Someone intentionally failed to disclose this key information to Bob Culver at the start of the contract. This information is extremely biased and should not be accepted. This contract should be Null and Void and a refund should be due Wicomico County.

Not only did TriData LLC and Jim Ireton and Rick Hoppes Dupe the Wicomico County Executive, TriData LLC duped Jim Ireton and the City of Salisbury as well as Bob Culver. All they had to do was show up to a couple of "Interviews" in Salisbury and Wicomico, then take one of the similar "Studies" and change the names on the final version which is saved on a Hard Drive somewhere. Easy money! Studies are like elections, they are rigged!

This information was exposed before Wicomico County agrees to the fire service agreement and Bob Culver went along with it anyway!!

Wayne Strausburg went behind Bob Culver's back and gave the final fire service agreement to Jake Day and that is what they ended up with. Bob Culver is being controlled by Wayne Strausburg and he is too weak to fire him. Bob knows that he can not run this county without Wayne and what Wayne says, goes. When the Hell are you going to get rid of Strausburg like you promised!!

Wayne Strausburg lives in Nutters and doesn't want the volunteers to respond to his house if needed. He is too stupid that the volunteers handled the calls about 80% of the time anyway.

First do not fund this. Second fund all departments on a per call basis. 300k is too much money for each of these departments. They bank a lot of the money given to them. They spend on banquets and toys for themselves. Should be a yearly audit for each. This is tax money that they spend. Oversight is needed now more than ever. Maybe it is time to close some departments down and consolidate. Every tax payer has to make hard decisions with their own budget. Maybe we need hard conservatism in the fire service.

John David Black is a volunteer and Station 16, but he has never really fought any fire. The volunteers at Station 16 get there when the fire is out and pretty much only have to do mop up.

The reason that David Black always supports the paid firemen is because his father and other family were paid firemen. His cousin who is Pat Andrews is a paid fireman in Salisbury. He is a nice guy to.

What I do know is Salisbury fire department under Chief Hoppes has handled this whole thing very poorly. All of you should be ashamed of yourselves. More info from the famous bs study by Tri data, it callad for no more fire stations to be built, however the Salisbury fire chief and the boy mayor have in their budget for a new station to be built in 2018 out near Hobbs Rd. Or in front of Worwic tech in Parsonsburg district. And the yet another up north near the Delmar Fire District in 2019. Any guesses why, cause they plan on annexing in those districts and taking the territory from the volunteer stations in those respective areas. It's on the Chiefs 5 year plan. And in the budget. Count on it.

The city has gone around to farmers who own a lot of land and asked them to annex their property. Some have even given them sweet deals or pre-annexation agreements.

The City would then ask Planning and Zoning about the property being annexed and at one time the county would have to approve or deny. If it is denied, the property would automatically be annexed in 5 years. The County needs to stop allowing Salisbury to be annexed into the city because the majority of people moved to the county for a reason. They don't want to pay double in city and county taxes. They also don't want to be associated with a crime ridden city.

Do the right thing and stop annexations.

This is exactly correct, but they were specifically referring to no more "volunteer" stations to open in the county because they were expecting this to happening again between Station 1 and/or Station 2 just as it did in 2003 when Steve Brezler was the Salisbury Fire Chief. This is proof that Steve Brezler for Tri-Data was the mastermind behind the lastest $30,000 TriData, LLC study on the Salisbury Fire Service Agreement.

Because their only "medical training" as you refer to is the fact that they are only trained as basic EMT which is USELESS! They also just stand around or at best they drive the ambulance. We can train a monkey to drive the ambulance so yes being a basic EMT and a firefighter is being clueless and useless.

You are very observant and right on the money. Those big $1 million dollar fire trucks are used to get free coffee at Walmart every morning and throughout the day, multiple times. Those big $1 million dollar fire trucks are used to get their lunches and sometimes dinner and different restaurants throughout the city or county even if it isn't in their first due response area. Those big $1 million dollar fire trucks are used to get their dinners from the stores like Food Lion and Giant/Acme. Those big $1 million dollar fire trucks are used to get their mail at the post offices. Those big $1 million dollar fire trucks are used to pay their bills at various locations. Those big $1 million dollar fire trucks are used to chase ambulance calls whether they were dispatched or not. Those big $1 million dollar fire trucks are used to respond to false fire alarms in other districts when they weren't dispatched. Those big $1 million dollar fire trucks are used to free lance on any call they want to respond on. The only difference is the volunteers aren't allowed to use those big $1 million dollar fire trucks for the same purposes. If the volunteers did what the career firemen did they would be chastised, written up and demoted. The volunteers have always been discriminated against by the paid firemen, especially Rick Hoppes.

I heard Station 6 Parsonsburg EMS is getting dispatched for a chest pain call at the Wicomico County Airport the other day so I got the facts and checked the times. This was a patient in the terminal at the airport suffering from chest pain.

I have a couple of concerns with this because chest pain is typically a cardiac event and requires quick medical attention.

1) Did the ARFF crew at the airport respond to this medical emergency?
2) Who is closer Salisbury Paramedics or the EMS crew from Parsonsburg?
3) Can Parsonsburg guarantee a Paramedic on every call?
4) Can Parsonsburg guarantee a Paramedic on every call without one coming from Pittsville?
5) Would the Salisbury Independent #1 fire and EMS crew had a quicker response?

Parsonsburg should never have been given the airport. They have to drive through the Salisbury fire district to get to the airport and it took 15 minutes for the ambulance to get to the airport and even longer to reach that patient. Not sure of the outcome of that patient, but if it was a nonbreathing subject they would have died waiting on Parsonsburg. If the chest pain developed into a cardiac arrest then that patient would have died waiting on Parsonsburg to get there.

Parsonsburg should have never been given temporary status as first due for the airport. The Station 1 volunteers handled those calls most of the time and did a great job.

The only reason Parsonsburg got the Airport is because Jimmie Boi had a hissy fit and threatened the county with the pre-nuclear option. Now that is over and the territory should be given back to the Station 1 Volunteers.

Those idiots quit? What idiots quit? The Station 1 Volunteers did not quit. They gave the city notice that as of July 1, 2017 they were separating the association with the City which was long overdue. They were not quitting, they were just leaving the umbrella of the City which was a smart move. Rick Hoppes took that opportunity to lock the volunteers out of their own station and tried to have them locked up. Hoppes, Records, Darrin Scott and other paid firemen were heckling and harassing the volunteers which proves they are unprofessional.

A real mayor would not have allowed this to happen.

A real mayor would have fired Rick Hoppes on the spot.

This is another black eye for the Salisbury Fire Department and good reason to fire Rick Hoppes as the leader of the Salisbury Fire Department.

Jake Day is not a real mayor. Jake Day is a fake Mayor. Jake Day has been on here making comments. He has been childish getting on Brian Records and Tri Townsends FB pages liking their comments as they were attack the volunteers with lies, stupid comments and childish and immature pictures.

Station 1 EMS (Paid EMS providers) was dispatched at 5 am today's date(5/14/2017) to 301 or 801 Crystal Place? in Granby's Run for chest pain. They slept through the call and had to be re-alerted. They used the portable radio to respond when they woke up and they were acknowledged at 5:05 am. They arrived at 5:10am. It doesn't take 5 minutes to drive to Granby Run from Station 1 because it is only a couple of blocks away. You can see the houses from the front pad. Why didn't the fire trucks respond on that call since it was a chest pain call?? Oh that's right, it was 5 o'clock in the morning and they needed the last 2 hours of sleep for their second jobs. Rick Hoppes needs to be fired for allowing these clowns to constantly sleep through calls over and over again while the citizens in Salisbury and Wicomico County suffer. All the while attacking the Station 1 volunteers and claiming that a paid fire service is better than the service offered by volunteers. These paid clowns need to be moved to 8 hour shifts with absolutely no sleeping just like Ocean City did.

I have this fear that one day, perhaps sooner than later I will be paying city taxes for my 10+acres in Parsonsburg, just so they can have a paid fire dept...

Annexed means that the city, such as what Salisbury does annexes land in the county. Land where the tax payers only pay county taxes. Once you are annexed into the city of Salisbury they own you and now you pay Salisbury City taxes as well as Wicomico County taxes. Then you have to pay a high water and sewer bill to pay off that failed $144 Million Dollar sewage plant.

Once you are in the city you have to wait for the Salisbury Police Department to respond if you need them. You no longer get the services of the Wicomico County Sheriff's Office or the Maryland State Police. Then you have to worry about the wicked paid firemen responding to your emergency and then they let you die. Is that what you want?

If the County and / or city government supports this so called new fire department, it shows they are irresponsible and lack common sense. The fire fighters either needed to learn to get along, come up with a workable solution go go else .... I am TAXED to DEATH, everybody wants government money... THE GOVERNMENT IS BROKE!!!!! Quite asking the government to pay for EVERYTHING.... It seems as though some people does not know where government gets their money

456 No way do I want that. In all seriousness, I can not even get Verizon to run a landline to my home, I seriously doubt the city would run city water and sewer, then down my very long driveway. It would be the least cost effective thing ever.
Now on the other side of Rt 50, that area of Parsonsburg, I could see it, however they would have a lot of convincing to do. People live out here for a reason.

I'm a volunteer FF/paramedic in the county, however, I'm a career paramedic for a county EMS system. I too would be in favor of a county EMS system. Not for the same reason you are though. A county EMS system would actually give its providers an adequate retirement plan, decent pay, and good benefits. This is the reason many paramedics who live in Wicomico work elsewhere. The county only gives around $160k to each county station for paid EMS, EMS equipment, and ambulances. I'm not including the SFD as there's no way they would partake in a county EMS system, nor would Delmar. So that leaves 9 other county stations. When you add those EMS stipends up, it's only $1.44m. To put it into perspective, nearby counties with 1/3rd the population have county EMS systems that operate on a budget that's twice that amount.

Not all paramedics have a degree. And I've worked with some pretty dumb paramedics. So of which I wouldn't let do CPR on my pet goldfish. But then again if you had a single clue of which you speak you would be talking out of the other end of your body...
