I saw the car at the walmart north earlier this week
I wondered if they were homeless and this was the only way of hanging on to their possessions.

My first thought was why haven't the police given them a ticket and made them remove the stuff from the car. Numerous things they could be cited for, obstructed review mirror, obstructed windows, exceeding vehicle weight limit, etc.
