Troopers Investigating a Serious Hit and Run Crash Involving a Bicyclist in Bethany Beach
Bethany Beach, DE - Anastasia Ciolpan, 20, from the country of Moldova, has died as a result of the injuries she sustained in the Wednesday June 29, 2016 crash.
The operator of the vehicle involved has been identified as Dustin L. Lowe, 23 of Frankford. He was operating a 2011 Ford Escape southbound on Kent Ave approaching the bicyclist from behind. For unknown reasons, the vehicle struck the bicycle from behind knocking Ms. Ciolpan to the ground in the right lane just east of the south bound fog line. Lowe continued south on Kent Avenue without slowing or stopping.
The Collision Reconstruction Unit is continuing their investigation into this incident and charges are forthcoming.

People like this who don't seem to understand they're operating a multiple-thousand pound weapon should have the book thrown at them. Poor girl, feel so bad for family or whomever she left behind.
