Suspect: Kevin Lamont White, 44, Salisbury, MD
Narrative: On 7 June 2016 a deputy arrested Kevin White following an allegation of an assault. It is alleged that White and a female subject engaged in an argument that turned physical. According the victim, White began choking her before punching her in the nose. As the altercation continued, the victim stated that White continued to kick her before swinging a baseball bat while threatening to kill her.
Upon arrest the deputy transported White to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner detained White in the Detention Center in lieu of $25,000.00 bond.
Charges: Assault 1st Degree, Assault 2nd Degree, False Imprisonment, Reckless Endangerment and Deadly Weapon
Lightfoot, Keith |
Date of Incident: 8 June 2016
Location: 8000 block of Burnt Branch Drive, Salisbury, MD
Suspect: Keith Shawn Lightfoot Jr., 22, Salisbury, MD
Narrative: On 8 June 2016 a deputy arrested Keith Lightfoot following an allegation he made repeated and unwanted telephone calls of a threatening nature to a female victim. The victim in this case had already taken out a Peace Order that barred Lightfoot from making contact with the victim.
Upon arrest the deputy transported Lightfoot to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner detained Lightfoot in the Detention Center in lieu of $10,000.00 bond.

Braboy, Alece |

Suspect: Alece Faye Braboy, 34, Salisbury, MD
Narrative: On 89June 2016 a deputy arrested Alece Braboy on an outstanding warrant from the State of Georgia. Authorities in that state wanted Braboy on a Violation of Probation warrant on a Cruelty to Children case.
Braboy was detained in the Detention Center without bond pending extradition back to Georgia.

Louima, Jean |
Date of Incident: 11 June 2016
Location: 400 block of Naylor Mill Road, Salisbury, MD
Suspect: Jean Roberto Louima, 24, Salisbury, MD
Narrative: On 11 June 2016 at 4:51 PM a deputy arrested Jean Louima following an observation by the deputy of trespassing and disorderly conduct. The deputy learned that Louima was on the property of the Wicomico County Detention Center inquiring about a family member who had been recently arrested. Louima was making repeated demands to speak with that family member. The deputy also learned that prior to the deputy’s arrival, Louima had been inside the District Court Commissioner’s Office on three visits attempting to garner information about the family member. The deputy was informed that Louima began screaming at the District Court Commissioner over their intercom system when he attempted another visit.
After refusing multiple requests to leave the property, Louima informed that deputy “go ahead and arrest me,” at which point the deputy honored Louima’s request.
Louima was transported into the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner released Louima on Personal Recognizance.

Suspect: Juliana Nicole Baines, 35, Salisbury, MD
Narrative: On 12 June 2016 a deputy arrested Juliana Barnes following an allegation that she confronted a male victim on the property of a convenience store on West Road in violation of a Peace Order.
Following the arrest, the deputy transported Baines to the Central Booking Unit where she was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner released Baines on $25,000.00 unsecured bond.
Charges: Violation of a Protective Order.
Owens, Kevin |
Date of Incident: 13 June 2016
Location: 30000 block of Heather Glen Drive, Salisbury, MD
Suspect: Kevin Elliott Owens, 22 Brooklyn, MD
Narrative: On 13 June 2016 a deputy arrested Kevin Owens in connection with the reported misuse of a family member’s bank card to make purchases without permission. During the investigation, the deputy identified $840.33 worth of purchases made illicitly by Owens during November and December 2015. These purchases were mostly to cell phone providers and Amazon.
Upon arrest the deputy transported Owens to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner released Owens on Personal Recognizance.
However, an outstanding Circuit Court Bench Warrant, issued following Owens’ violation of Probation in a Burglary case, landed Owens in the Detention Center on a bond of $25,000.00.
Charges: Credit Card Theft, Fraud: Identity Theft, Charge on Another’s Credit Card less than $1,000.00 and Theft less than $1,000.00
Moore, Lareycha |
Date of Incident: 14 June 2016
Location: 600 block of East Road, Salisbury, MD
Suspect: Lareycha Shontaiye Moore, 30, Salisbury, MD
Narrative: On 14 June 2016 at 3:43 AM, deputy attempted to stop a vehicle that would found to be operated by Lareycha Moore after the deputy observed Moore driving erratically and observed that the vehicle was swaying back and forth. After observing the vehicle cross a double yellow line, the deputy attempted to stop Moore. Instead of stopping, Moore continued on a couple of different streets before pulling into a driveway on East Road. Upon making contact with Moore, the deputy detected a strong odor of an alcoholic beverage.
Moore was belligerent and uncooperative with the deputy. Based on the odor and other observed physical indicators, the deputy suspected that Moore was operating her vehicle while under the influence of alcohol. After Moore refused to cooperate with sobriety testing, the deputy attempted to place her under arrest. Moore refused to be placed in handcuffs, forcing the deputy to both forcibly place her into restraints and to assist her into the patrol vehicle when she refused to do it on her own.
During subsequent processing, Moore refused to submit to the breath test or to sign related paperwork when requested.
The deputy transported Moore to the Central Booking Unit where she was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner detained Moore in the Detention Center in lieu of $3,000.00 bond.
Charges: Resisting Arrest and Driving Under the Influence of Alcohol.
Parks, Robert |
Date of Incident: 14 June 2016
Location: 1600 block of Waconia Drive, Salisbury, MD
Suspect: Robert Parks III, 25, Salisbury, MD
Narrative: On 14 June 2016 Robert Parks was arrested on a warrant that was obtained in an assault case. It was alleged that he became embroiled in an argument with a female subject that escalated when the victim claimed Parks assaulted her. According to the victim, Parks choked her and threw her down on a bed.
Upon arrest the deputy transported Parks to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner detained Parks on a bond of $15,000.00 in the Detention Center.
Charges: Assault 2nd Degree.
Moss, Jerome |
Date of Incident: 14 June 2016
Location: Powhatten Blvd., Salisbury, MD
Suspect: Jerome Mykelle Moss, 21, Salisbury, MD
Narrative: On 13 June 2016 1:00 PM a deputy took a report for a theft of a bicycle from a property on Kiowa Avenue. The next day, the same deputy observed a subject that would be identified as Jerome Moss, sitting on what the deputy believed was the purloined bicycle on Powhatten Avenue. Upon positively identifying it as the stolen bicycle, the deputy placed Moss under arrest.
The deputy transported Moss to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner released Moss on Personal Recognizance.
Charges: Theft under $1,000.00
