Smoke alarms not activated. Does this mean that the batteries were dead or missing?

Four families, non activated smoke alarm. What is wrong with them. Go to the Fire Department and get a smoke alarm. Geez. They will even give you the batteries. No excuse for 'non activated' smoke alarm. How stupid can people get.
