Maryland plans to rely heavily on public-employee layoffs and other payroll reductions to trim state spending by 2 percent next year, according to plans released last week.
State Budget and Management Secretary David R. Brinkley outlined the cuts in a letter to legislative leaders, saying the state will eliminate 274 positions as part of a blueprint for saving $118 million overall.

Awesome the state needs a diet. We get no bang for our tax buck from where i sit. Money needs to be directed to agencies that do the most for all.
When I was doing our budget at my work place , these are the things we would do to save money. Teach people to be more productive , example: 4 people looking while 1 person shovels(state is guilty),fixing or repairing roads almost the same 2 people looking 1 person shoveling(state is guilty). These people could accomplish 3 times as much if they tried.example : supervisors are guilty of these issues. This goes for all branches of state government. The ones who buck this system , fired.

Cut all welfare programs, make those people prove they deserve to get help. If they cannot pass all drug tests without cheating, they get no more welfare. If they do not do volunteer work, they get no more welfare. If you have a job and go to work everyday, no more welfare for you. There are so many people out here cheating that it is sickening. They lie to get what someone who really needs it, cannot get. Wrong, just wrong.
There is no checks and balances. When welfare began, you could not double dip. The current policy is a free-for-all where these people get tax free benefits from multiple programs. These programs should have a time cap of 1-2 years without proof of medical disability - and drug addiction should not be included!!!
