If the earth's orbit was a perfect circle then the seasons would change on the same day each year. The earth's orbit is an ellipse. The 23rd is a late date but it does occur every few, I forget maybe more than a few, years. Seasons can also begin on dates earlier than the 21st.

I guess I haven't been paying attention. When did Fall start to begin on the 23rd?
Isn't the change of seasons always on the 21st on the calendar?
March 21st Spring?
June 21st Summer?
September 21st Fall?
December 21st Winter?
