Anthony Schmidtman, 33, of Glen Burnie, Md. was arrested on July 11 and charged with 19 offenses.
An Ocean City police officer was on patrol near the midtown area when the traffic light changed to green and Schmidtman’s car did not move, according to the report.
As the officer drove past the car, Schmidtman appeared to be asleep or passed out behind the wheel and the officer discovered a huge crack in the windshield, the report stated.
