The homicides come just days after Mayor Stephanie Rawlings-Blake announced a change in command–firing Anthony Batts and appointing Kevin Davis as Interim Police Commissioner.
The mayor praised Batts’ leadership earlier this week but stated a change was necessary following an alarming spike in violence.
On Sunday a press conference was held with the mayor, Interim Commissioner Davis, City State’s Attorney Marilyn Mosby and other local and federal agencies to address the violence and announce a collaborative effort to tackle the surge in violence.

Not sure how the chief of police got blamed for all of the homicides. It's like blaming the doctor when cigarette-smoking patients get lung cancer.
Batts was a scapegoat.
The mayor should resign.
When she gave the order to stand down , it gave the message to the blacks , "it ok to shoot kill and destroy", you will be protected.

Like this 'war room' is going to make any bit of difference but of course to the low information residents of that city, they will applaud this empty gesture.
The answer is simple. The cops have to get the illegal firearms off the streets before a murder is committed with them. The only way to do this is for them to Stop and Frisk but the residents say this is racial profiling and harassment so now they have to just live with all the murders because the cops are in fear of being charged with a crime.
I have no sympathy. They helped to create this war zone so they deserve to have to live in it.
This so called WAR ROOM should start with the rounding up of the gangs, New Black Panthers, Nation of Islam and the illegals in this sanctuary city. House them in the old prison, MD House of Corrections - The Cut, and keep them there just like Gitmo. That way they can prey on each other instead of law abiding citizens. No security will be needed except on the perimeter outside the fence and several layers of razor wire. drop in their food and drugs by air, since there are doctors within these groups. It will be a self contained compound
