Ballard was sentenced in the Wicomico County Circuit Court to the maximum penalty on all crimes. He received 10 years active for each count of Human Trafficking. Thirty years active for Kidnapping, and 30 years suspended consecutive for the Conspiracy-Kidnapping. The total sentence was 80 years suspend all but 50 years of active incarceration, with four years supervised probation. Ballard was also ordered to register as a sex offender pursuant to Maryland law. Ballard is currently serving a 20 year sentence for drug related charges.
Wicomico County State’s Attorney Matthew A. Maciarello commended the Salisbury City Police, the Maryland State Police, and the Department of Homeland Security, along with investigating officers, Tfc. Howard Kennard, Agent Cara Rose, Det. Matthew Thompsen, Det. Jeff Miller, and Det. Jason Caputo. Mr. Maciarello also thanked Senior Assistant State’s Attorney, Kristen Schultz who prosecuted this case.

Another terminal ward of the taxpayers...after that many charges, convictions, and length of sentence, he should be put out of the taxpayers misery!
That he must register as a sex offender does not bode well for his long term incarceration.Not because he must register,(because that is a normal requirement given the circumstances),but because that issue is even mentioned in this post.Early release is written all over this one.Registering legitimizes the merging of sex offenders back into society even after they have proven time and time again that they cannot be trusted.
As happens in our public schools, no matter the evidence or number of offenses, certain students must have been targeted unfairly.

where is the thanks for the road patrol officers who started the case investigated the case obtained probable cause and made the arrest. Just wondering...give credit where it is due!!
