It's not surprising. One of my friends used to work on cars in PA. I asked him how the car I saw with a 2x4 bumper was legally on the road. His response: "The regulations back home state that the car has to have a bumper. It doesn't say how the bumper should be constructed, or of what material. Most people stick with the type of bumper that was on the car before it needed to be replaced. But some of us know that we we just have to make a bumper."
So really...this car has a wheel. So it's probably OK.
