Wicomico County Council Confirms The Following Department Heads

1. Resolution 58-2015- Confirming the reappointment of Michele C. Ennis, Ph.D. as the Director of Human Resources 

2. Resolution 59-2015- Confirming the reappointment of John F. Lenox, AICP as Director of Planning, Zoning and Community Development 

3. Resolution 60-2015- Confirming the reappointment of George Kaloroumakis as the Director of Corrections 

4. Resolution 61-2015- Confirming the reappointment of Raymond J. Micciche as Director for the Department of Information Technology. 

5. Resolution 62-2015- Confirming the reappointment of David G. Shipley as the Director of Emergency Services 

6. Resolution 63-2015- Confirming the reappointment of Diana R. Parnell as the Director for the Wicomico Partnerships for Families and Children 

7. Resolution 64-2015- Confirming the reappointment of Edgar A. Baker, Jr., as County Attorney for the Department of Law 

8. Resolution 65-2015- Confirming the reappointment of Mary E. Schwartz as the Director for the Wicomico Nursing Home 

9. Resolution 66-2015- Confirming the reappointment of Robert L. Bryant, A.A.E., as the General Manager for the Salisbury-Ocean City: Wicomico Regional Airport 

10. Resolution 67-2015- Confirming the appointment of Weston S. Young, P.E. as Director for the Department of Public Works

I would have found a replacement for number 4. He is way over paid for his actual skill set. If he were to go out into the private side he would be a basic network tech. Ray is not worth the 6 figures he gets paid.

What about Rec and Parks? Foolish Council to not have approved John Terrell before. Cannon, Mholloway and Hall are working a personal agenda that isn't in best interest of taxpayers. It is time those who voted for CHANGE let these renegades know how we feel! Disgusting!

Rumor is that the Board of Ed central office is moving to a new location on the north side of town. I was told that they want to lease a building near Sam's Club. Can you confirm this? Would be interesting to know before the budget hearing tomorrow.

Baker is retiring and the resolution stated his retirement date. I believe this is a cut and paste from the agenda.

Culver hasn't made the changes he needs to. Ridiculous requirement that the clock on giving Executive six months to announce appointments starts the day he is elected. He doesn't get sworn in until a month later. With all the things that need to be done, including putting a budget together, it seems to me the Executive needs more time to see how current Department heads function. County Charter has many, many outdated policies and procedures. Wicomico needs to get with the times and stop being a bunch of hillbillies.

Some of these comments are an example of the attitude that is a result of the election in November. I've been reading the vicious letters from Gains Hawkins and Geoff Smoot and others plus the articles in The Daily Times and Salisbury Independent that just can not accept the people in Maryland and Wicomico County wanted more conservative leaders. So instead of saying that they are writing personal attacks of those who the people choose. There's another election in 3 1/2 years and if these vicious authors want something different then they need to work harder to get their candidates elected. After all Hawkins was Pollitts campaign treasurer. He has no one to blame but his own self.

Ray has more lives than a cat. He should have been shown the door once he ditched the responsibilities of also running the city network back on them. He then should have gotten a 50% pay cut. Why are we paying him well over 100k?

Culver had to meet a deadline. It doesn't mean he can't make more changes and the good news, he won't be under the pressure of a time table. How stupid is that anyway - Charter needs revision!

Stay calm...he has many more pressing things on his plate right now...the clock is still ticking on some of these people.

1:42 - I agree. I laugh when I read their opinions. They are so blatantly partisan that they have NO credibility. Smoot's latest is that Culver is responsible for the terrible conditions of the roads. It has all happened in the 4 months he has been in office - ROFLMAO. Guess he forgets Pollitt raided the funds.

Hawkins is just an embarrassment. No wonder Pollitt lost with the likes of him. He hasn't been successful in any of his jobs. He thinks he is soooooo much smarter than we are. Well, guess what, you weren't smart enough to get your empty suit re-elected.

His comment about the volunteer group that toured West Salisbury as being a "phony baloney" committee has sealed his fate as a useless political hack. Gillis Gilkerson was a favorite of his boy Pollitt yet now they are part of the "phony baloney" committee? Many other good people were maligned by Hawkins' remarks. He is tabloid journalism and the DT rag should be ashamed of printing his vitriol!

Gains Hawkins you are a has been.

Met Mr. Hawkins after he was jettisoned by SU, and thought he was a good guy swept aside in favor of new president's buddy.

I maintained that view until he started authoring wrong and mean spirited drivel in local printed papers.

The old adage about keeping your mouth shut so people don't get concrete assurance of your stupidity is one he should take to heart!

Are you suggesting that Young is the only one that knows how wicomic county operates after being here for 6 months? That is laughable!! The world would end without him!! The county went without a Director for 7 years after Sharma was canned but somehow, things still got done, and look what they got when they finally hired one!

It doesn't matter what they want to do. The County Council will have to approve funding for this.

You can blame that on Council Members John Cannon and Marc Kilmer. I might be wrong, but I believe they were on the Charter Review Committee who made or could have made those changes.

I believe it's time for some changes. Someone should make a list of what changes to consider. Once on the committee I can see it difficult to come up with the right changes. Making a list ahead of time is the best idea.
