This puts a new twist on things. Victim entered the water on his own accord and whoever was chasing him even tried to help him. Doesn't sound like a murder anymore.
No criminal charges to be filed because no murder occurred. A stupid thing this kid did all for drugs and now his family is paying the price.

The police and mayor are not calling it a murder now because the crime rate will go up and make the city look bad.
