And how many dollars graced the palms of those who authorized an uncertified experimental system?
The council majority, run by Mayor Tilghman, was Dunn, Comegys, Cathcart and Shields, all of whom voted for the design and the contractors. At least three of these people are very much financially better off than when they signed the papers for the project.
