Actually, as long as they were not in a position to interfere, they should have been allowed to stay....if a piece of the rocket falls on them - tough $#!t.
We shouldn't prevent stupid people from killing themselves.....
So I looked into this after driving to OC last night to watch the launch and being disappointed.
Since this is an Orbital launch (private) and not NASA (government) they can't do squat to the boater in the restricted zone. I was furious to read this but it is true, all they can do is tell them to leave the area but they can't do much to enforce it. If this was at Goddard or Cape Canaveral that boater would be faced with dealing with the Coast Guard had this been a shuttle launch.

I will be going back down again tonight and hope no stupid boater messes it up again.
Nothing can be done about the boater since the boat was more than 30 miles offshore, the only thing that could have been done was to have all of the launch managers agree to GO and then sign off on them and take the chance that they didn't have a malfunction. Other than that they were forced to scrub.
A terrorist wouldn't need to get anywhere near the restricted area.A surface to air missle 1 minute after takeoff would do it.
This was a launch by a PRIVATE company. No taxpayer funds were involved.
