Just a quick (anonymous) background note--
Ricky used to do the same thing as city manager, using his City of Fruitland credit card for personal buys at Food Lion, etc, then reimbursing the city.
Don't know about now, but then it was because he was in such deep financial doo-doo he didn't have enough money to get through the month. Probably still the same.
Some things never change.

Perhaps Ricky's spouse should get a job instead of acting like she is the first lady of Wicomico County.

Don't men keep their credit cards in their wallet? How does one keep forgetting to bring a credit card to the grocery store? Also, if you only have a government credit card, you just don't buy your personal groceries with it.
