BUT if the offender is between 18-21 the judge can also require drug treatment, community service, etc. People are forgetting that part - especially "young people".
So if you are caught with marijuana you are given a fine. What about the items people use to smoke that marijuana? Will that still be illegal. I know there was some conflict about that.
what about the third time? fourth?
