Left Brew River after lunch and missed his turn back to barracks!
Enlarging the picture - (150, 200 250, 300, 350 400) -I do not see anyone in the car - not even a policemen. So I find we still do not know what the officer was doing.
In D.C., he's prolly afraid to get out of the car.

Did you notice the location of the headrest? That would put his/her head behind the door post.
Even if what you said were true, that would mean he/she parked the car there and left it.
Both scenarios are bad.
Donut bags from the Dunkin' drive through... or his used steroid syringes... take your pick.
