The death of a Gaithersburg, Md., man is under investigation after he stopped breathing soon after local police used a taser to restrain him after the man was seen swearing and throwing rocks at vehicles, according to Montgomery County police.
The identity of the 51-year-old man will be released after family members have been notified, police say.
Montgomery County police were called to the 8800 block of Cross Country Place just after 6 p.m. for a report of a man acting strangely.

It's a shame the people can joke and make light of a tragic situation.
Firt of all let me start by saying that I am a relative of the deceased Anthony Howard. I learned of his death on Sunday while preparing to go to church. As you can imagine, shock/disbelief to learn of what happened. This behavior was out of character for Anthony. Iv'e never known/heard of him demonstrating this type of behavior. He was always a mild mannered well liked person.
After viewing the video from Fox5 news, I never saw where the police were in any immediate danger. NO WEAPON. I saw him pickup an flower pot but did not aim it in the direction of the police officers or anyone else. He dropped it on the opposite side of him. I also, saw on the tape him standing on the steps with a pink childs scooter in hand. What danger can a childs plastic scooter pose. Again, I say the police lives weren't in danger.
How would you like it if someone you loved and cared about was tased not by one officer but two officers with 50,000 volts of electricity being shot into their body. No one could have survived that not even KING KONG.
Now the officers are on PAID administrative leave pending the results of the autospy. I wonder how they sleep at night knowing what they did was wrong.
Now we will have to find the strenght and no doubt we will to try and make some sense of all of this and to have to say GOODBY to our beloved ANTHONY.
