First and foremost they need to be hack proof.
I can see the value of this technology for the purposes of solving crimes and the prevention of terrorist attacks but the potential of crossing the line into invasion of the privacy of innocent citizens is alarming. I'm afraid for me the ends doesn't justify the means. Deployment of this type of thing to apprehend the perpetrator of some type of major crime is acceptable but to have them patrolling the skies is over the top.
