Incident: Theft from Motor Vehicles
Date of Incident: 21 November 2011

Narrative: On 21 November 2011
at 10:08 PM, deputies from the Wicomico County Sheriff’s Office responded to a report of two individuals breaking into vehicles parked in an apartment complex in the 7400 block of Gumboro Road in Pittsville. While enroute, the original complainant was able to provide a description of the two perpetrators which enabled the deputy to locate them walking on Gumboro Road.

Upon detaining the pair, the complainant responded and positively confirmed them as the suspects seen entering the vehicles. Compounding their culpability was the stolen items recovered from the two suspects.

Both suspects, David Luffman and a 17 year old juvenile, were arrested and transported to the Sheriff’s Office. During the processing stage, Luffman became extremely uncooperative spitting repeatedly on the walls, the floor and the benches in the prisoner processing area of the Sheriff’s Office which led to additional charges.

Luffman was transferred to the Central Booking Unit where he was booked and taken in front of the District Court Commissioner. After an initial appearance, Luffman was detained in the Detention Center in lieu of $15,000.00 bond. The juvenile suspect was released to a guardian at the Sheriff’s Office pending formal adjudication from the Department of Juvenile Services.
