Maryland Advocates Eye Missouri Model As Juvenile Justice Solution

Ask some Maryland leaders interested in juvenile justice what they think of the state's system, and they say it's not working. Ask them how they'd reform it, and many point to the model used in Missouri. In Missouri, less than 10% of delinquents return to the Division of Youth Services within three years after release from a treatment facility. In Maryland, 56% are rearrested within three years.

I did some research on this since this morning.
Maryland has a majority of African American juvenile offenders, around 85%.
Missouri has an almost all white juvenile offender approx. 97%
An interresting stat.

No prob, 4:28. Maryland will have Salisbury shell out $75,000 to study the issue for Wicomico County.

The problem is that Maryland DJS has been chasing model after model for year after year....the people in Annapolis sit at a desk & are clueless....none of them have ever worked with juveniles or could even do the work a case mgr does. And out great governor again finds someone from out of state to run the agency. On any given day in Wicomico County, there is an adult arrested for a serious felony who is known to DJS because the agency has spent big bucks placing them at in state & out of state facilities.
