Speed camera legislation passed the Salisbury City Council last night by a unanimous vote. Upon the signature of Mayor Jim Ireton, the measure will allow the Salisbury City government to increase revenue in the name of public safety.
Salisbury’s police chief, Barbara Duncan, will determine the placement of the cameras near schools. After 30 days of usage (during which warnings will be issued), any vehicle photographed exceeding 12 miles over the posted school zone speed limit will be issued a ticket. According to the ordinance, fines are not to exceed $100. While the ordinance does not specify, speed camera summonses are not subject to points on the owner’s driving record.
The cameras will be in operation Monday – Friday from 6AM – 8PM. When asked by councilman Tim Spies, Chief Duncan was not clear as to how the system would work on week days when school was not in session or as to why the cameras would operate in the hours after school children had gone home.

The cameras operate after hours for the same reason they operate while the kids are in school. Revenue revenue and revenue. The last time a student was hit by a car, she ran in front of a car against the light and she was not in a crosswalk.

You have a right to due process. You can contest it in court. With that said, activities with children at the schools does go beyond 3pm. Intramural sports, dances, talent shows, chorus and band shows, etc. Don't speed and you have no worries.
Your DUE process would be to drive the speed limit!
Actually more about safety, plus you can still fight one of these tickets in court, so the whole due process thing is off base as well. Basically, everything you think is wrong. And, if they have a picture of you speeding, I'd rather you not go to court and waste my money for something you clearly are guilty of.
Great work. Now get the additional software/system that id's tags. Use a central call center who can send out tickets, fines, etc. And, can dispatch centralize police. This should cut down the number of officers in several agencies. The technology can replace major costs and do the job more efficiently.
What if we want to dispute the ticket in court? Do we still have that opportunity?
No its about forcing people to drive the speed limit!! I wish they would put a speed camera in our neighborhood where the speed limit is 40 and people drive 60 mph or more, endangering our children and pets. You have to take your life in your own hands just to cross the street to retrieve your mail. I'm all for speed cameras, bring them on!
While I'm no big fan of tricks to raise revenues, I believe this could possible save a kids life.
As far as when school's not in session for a break or after school hours, why even bother with all those changes?
Just make it standard 6a - 8p and leave it be! There are other activities that take place in the schools besides the normal school day.
People just need to learn to slow down and if this is the way to make them do so, then go for it.
I do, however, think they should have made it also have points on the license just like any other speed infraction. By taking that portion away, they may see it doesn't matter for some to just pay a fine and be done with it.

Hooray City Council. Thanks for looking past all the worn out lines. The fact is, driving is not a right, it is a privelage. Drive the speed limit and all of those crying about big brother and due process have nothing to worry about. Do you think that cameras in a bank that can catch a criminal are big brother? I drive the speed limit, just because some of you may not want to, don't infringe on my safety. Now, if the county council can get past the posturing, maybe they can do the same.
I can think of some schools in residential neighborhoods that the cameras should be left running 24/7. It doesn't matter if school is in session or not!! The speed law is the law. Slow DOWN!!
Don't worry. No points, no going to court, just log onto their website and have your credit card handy. They make it real painless for you to give them your money. Nearly as thrilling as a Maryland Casino.
The point of due process is that you do not have your day in court with these cameras. You do not get points just a fine. You must pay and are denied the right to defend yourself. I agree it is rare, but there could be some cases where speeding might be justified (medical emergency, etc.) It is a slippery slope when you allow for citizens to be charged and fined with no appeal. Just get the police to enforce the law, and give the people their day in court.
What rights? The right to drive like an idiot, endangering others & animals?? They're giving you 12 miles over the SPEED LIMIT, for heaven's sake! Since some of you don't seem to know, the speed limit is the fastest you're supposed to be driving down the street, NOT a starting point! They can install one down our street any day. It's posted 25 mph, yet some seem to think it's a freakin' speedway. We have lots of children & pets in our neighborhood, & knock on wood, no one has been hit yet. Your "rights" don't trump safety.
Its a done deal, so deal with it. My only question now is this --- is there ANY surveilllance, remote law enforcement, Nazi checkpoints to see IF you are committing a crime, search without warrant, etc, that any of you would object to in any way whatsoever? Just answer the question without saying things like "if you're not doing anything wrong then what's the problem?" or "just obey the law and there's nothing to worry about" or "if it saves even one life, then its worth it." These cameras are routinely spoofed in England causing inocent motorist to be ticketed. The inocent people are then forced intoa long an costly process to prove inocence.

5:33, how would those things be checked anyway considering there just aren't enough officers to do traffic detail. I would rather have them locking up robbers and such than sitting out ther babysitting a bunch of aggresive drivers that are old enough to know better, but too selfish to care. Atleast this way, people that are breaking the law with their vehicles can be held accountable. It doesn't mean that they won't still be running interdiction, it just means that now speeding can be enforced in areas where before it was just not possible due to shortage of officers.
I certainly hope they let the public know where these cameras will be put and when they will begin using them.
Can you challenge the calibration of the camera? No. That, right there is why you need an appeal process. The stop light camera company was intentionally making the yellow shorter, in order to boost profits. The yellow was so short that if a car was traveling the posted limit plus the normal human reaction time it was red before the car would enter the intersection. It is all about the money, and your right to a trial is the price.

Most communities who have utilized these cameras had them returned since everyone knew they were there and slowed down. Hence, no tickets, therefore no money to pay for cameras.
I suspect the same will be the case here after a few months.
All I can say is for those of us who are knowledgable - to now bypass this roadway and use the alternate routes - like we did with the Red Light cameras.
Use the residential backways the best you can. When enough neighbors complain about the increased traffic - maybe they'll change their minds

If anyone has gotten a ticket from the one in Fruitland, please dispute it. It is blatantly illegal (FAR outside school zone).
I do not support seceding my rights to a camera controlled by a publicly traded company. We pay police to do that job.
I got a ticket in Fruitland from the speed camera. You know what I did? I paid it. I was doing 43 in a 30 (13 MPH above posted speed limit)Thats more than 40% greater than the speed LIMIT. 40% of 65 is 26, so its equivelant to driving 91 in a 65 MPH zone. too fast isnt it. What people need to remember is that this about speed LIMITS, not suggestions.
8:20, Fruitland passed a resolution that declares a 1/2 mile radius around the schools as a school zone. Sorry about your luck. Slow down next time. The cameras are coming. Deal with it. Slow down, or ride a bike. Why does everyone feel it is okay to speed?

Years ago, they put up several red light cameras around town. There was one on business 50 @ N. Division Street, and another one near the hospital on business 13.
All in the name of "safety" and generating revenue. Guess what happened to those? They ended up not making enough $$$ and away they went!
We will have to ensure the same thing happens here: Not enough revenue, and they WILL disappear!

I wasnt speeding. It wasnt me. I let someone use my car. I had to hurry up and use the bathroom. My great grand mother was in labor. We are all innocent! I love the excuses and the ppl complaining about their law breaking habits.
Why only limit the cameras to school zones and speed tickets? I recently got a ticket in Dover for going thru a red light. It made me realize we should be doing the same thing in Salisbury. The cameras enforce laws, free up police and increase revenue.
Isn't it amazing that the City of Fruitland at most given times have at least two police officers on duty. They can be seen quite often writing traffic citations at the same time. Yet the town sees fit to install speed cameras to take more money from the public.
Fruitland is fast becoming a major speed trap on the east coast. If the police are only needed to write traffic tickets, then the speed cameras should take the place of the trooper want to be's. The town can then save money by reducing the size of the police force.
If, we the people, used our power of numbers, we can change things like this. STOP PATRONIZING AND BUSINESS IN FRUITLAND AND THE ABUSES OF THEIR GOVERNMENT WILL STOP.

One of the biggest problems I see about Fruitland is apparently you're not allowed to walk down the side of the road or street without being stopped, then patted down because you supposedly look suspicious, & asked what are you doing here? What ever happened to probable cause?? This has happened to several people that I know, one being told "it was a bad neighborhood" (it's not), while no crimes had been committed nearby. Is it a crime to not own a vehicle now?
To For the People - I have several friends in the fruitland police dept. They do make a lot of traffic stops but most of the officers are not writing citations. Don't believe get yourself a scanner and listen to them. A majority of the time the only citations that are being written are for major traffic issues like driving on a suspended license, driving an uninsured card, DWI, etc. Not many ofthose guys write citations for minor traffic. The high level of traffic is done to help keep the low life crooks out of fruitland and out is working. The crime rate in fruitland is definitely lower since they started this activity
2:18, I love it. Fruitland, just keep doing what you are doing. I feel safer everyday I live in Fruitland that if I lived in the county or salisbury. Keep pulling them, do interdiction, and checking out the thugs walking around. I may pay a little more in taxes, but, it is WORTH IT!!!
I can't beleive my county coucil, who works for you and me, missed the boat on this one. They think having 4 deputys working the whole county is enough to investigate, and prevent crime; and keep traffic safe? That is crazy.

Someone walking home from the store isn't a thug. Stopping someone who is walking isn't good police work, it's harassment at best, becoming a police state at worst. Keep being a sheep, believing everything a police officer does is OK, meanwhile giving away your (&mine) rights. It's a free country, but not if the people are being stepped on in the process.
