Incident: Noise Complaint
Date of Incident: 12 March 2011
Location: 27000 block of Pemberton Drive, Salisbury, MD
Suspects: 1. Seth N. Moran, 21, Salisbury, MD
2. Nicholas A. Chapa Jr., 21, Salisbury, MD
Narrative: On 12 March 2011 at 12:32 AM, deputies from the Wicomico County Sheriff’s Office responded to a loud party complaint in the 27000 block of Pemberton Drive. Upon the arrival of the deputies, the party-goers were overheard yelling profanity and the yard was littered with empty beer cans.
The deputies made contact with the two residents who were hosting the event, Seth Moran and Nicholas Chapa, and advised them of the disturbance the party was creating in the residential neighborhood. Instead of complying with those instructions, the party continued which resulted in additional complaints which brought the deputies back at 1:42 AM. Again, upon arrival, the deputies witnessed the party-goers yelling profanity and creating a disturbance in the neighborhood. Deputies again made contact with Moran and Chapa and instructed them to end the party and make arrangements for the guests to leave. When Moran and Chapa did not comply with these requests, they were both placed under arrest.
Moran and Chapa were transported to the Central Booking Unit where they were processed and taken in front of the District Court Commissioner. After an initial appearance, they were both released on Personal Recognizance.

Just imagine the complete disrespect for authority exhibited by these two young guys. Wonder how they are going to make it thru life without years of incarceration. Parents must be proud of them!!!! Now is the time to teach them what apparently the parents did not teach them. jackkcharl@aol.com
Huh? I'm sure you were a winner at their age. I was in college having good ole time, you must have been at the ilbrary planning your retirement. Shouldn't judge. Some might describe that as being a pompous a#!. And what law enforcement spends the majority of their attention on around here isn't very respectful.
Well 7:27 you could not be more wrong. I sort of grew up on the street and certainly did my share of things that I am not proud of and had to suffer the consequences for those wrongdoings and glad that I did. I was not a good boy but later in life was a LEO and had to put up with crap like these guys. I was always of the belief that when someone of authority directed me to follow instructions, it would benefit me to do so. I am one that remembers Kent State and the deaths of a couple students that were shot by Guardsmen. If they did not agree with what was being done, that was one thing but when armed solders direct you to do something, it does not take a Rhodes Scholar to understand that for the time being you do as told. And these were supposedly intelligent college students (which sometimes is an oxymoron). Still say that the parents have to should some of the blame. Hopefully if you ever rebel against authority as these two did, your a-- ends up in the shi--er where you belong. But they were put in the slammer, right? Assuming their parents aren't proud of their children because they got drunk at a college party and got arrested is ridiculous and way out of line. Harassing drunk college students instead of going after real criminals is honorable. I assume you didn't go to college?
Has nothing to do with drinking/getting drunk at a party, it pertains to completely disobeying the police and doing as they wish. Apparently they were also causing a disturbance. You have no argument and seem to be the oxymoron that I mentioned....an intelligent college student. Ask your parents what they think of this discussion.
