Incident: Disorderly Conduct / Possession of Marijuana
Date of Incident: 19 March 2011
Location: 300 block of Glen Avenue, Salisbury, MD
Suspects: William D. Camper, IV, 29, Salisbury, MD

Narrative: On 19 March 2011
at 8:29 PM, a deputy from the Wicomico County Sheriff’s Office responded to a reported loud party complaint in the 300 block of Glen Avenue in Salisbury. Upon arrival, the deputy observed several subjects leaving an apartment building. The deputy observed one of those subjects, later identified as William D. Camper, who was yelling obscenities and who appeared intoxicated. Upon approaching Camper and inquiring if there was a problem, Camper replied there was not and then verbalized his displeasure with the deputy. Some of Camper’s associates attempted to get Camper to leave without causing any further problems. Instead of listening, Camper continued to walk around yelling profanity and being loud. The deputy instructed Camper again to leave and not create a disturbance to which Camper inquired what the deputy was going to do about it.


The deputy placed Camper under arrest for Disorderly Conduct and then discovered post arrest that Camper had marijuana in his possession.

Camper was transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner detained Camper in the Detention Center in lieu of $15,000.00 bond.

The victim was taken to PRMC for treatment. The suspect in this incident is a black female, described as 5’4" and 250lbs in her late twenties, wearing a black shirt and black pants. The suspect was also operating a green in color sedan, believed to be either a Ford Taurus or a Mercury Sable with MD registration.

Location: 8000 block of Quantico Road, Hebron, MD
Suspects: Male Juvenile, 17, Hebron, MD

Narrative: On 18 March 2011
at 9:52 PM, a deputy from the Wicomico County Sheriff’s Office investigated an assault that took place on the grounds of Westside Intermediate School after hours. The deputy learned a juvenile went over there with the understanding that he was going to hang out with someone he knew. Instead, this subject approached the victim from behind, striking him in the head. The victim stated he fell down at which point the suspect jumped on him and continued to punch the victim in the face before leaving.


The victim was able to identify the suspect for the deputy who subsequently located him. While speaking with the suspect, the deputy learned the suspect was allegedly upset, believing the victim was talking about him behind his back.

The juvenile suspect was charged on a juvenile referral which will be sent to the Department of Juvenile Services for adjudication. The juvenile suspect was then left with a parent.

Narrative: On 19 March 2011
at 10:12 PM, a deputy from the Wicomico County Sheriff’s Office investigated an altercation inside a residence in the 600 block of Suffolk Court in Salisbury. Upon arrival, the deputy learned that one of the juvenile residents became involved in an altercation that turned physical. While the deputy was speaking with the juvenile, the deputy observed an ankle bracelet that indicated that the juvenile was on electronic monitoring. During the investigation of the incident, the juvenile refused to answer any of the deputy’s questions or even acknowledge his presence, instead just standing there silently. After the deputy determined that the juvenile was going to ignore the deputy, the deputy placed the juvenile under arrest and began walking him outside to the patrol vehicle. Once outside the juvenile began yelling for the deputy to get his hands off of him while attempting to pull away. The deputy had to physically restrain the juvenile before the juvenile could be transported to the Sheriff’s Office.


Once at the Sheriff’s Office, the night intake of the Department of Juvenile Services was contacted and a decision was made to detain the juvenile in the Lower Shore Children’s Center.

Incident: Stabbing Investigation
Date of Incident: 18 March 2011
Location: 1100 block of Walnut Street, Delmar, MD
Suspects: Pending

Narrative: On 18 March 2011
at 5:10 PM, a deputy from the Wicomico County Sheriff’s Office investigated a reported cutting of a subject in the 1100 block of Walnut Street in Delmar. The deputy learned that a female victim was walking in the street when she was confronted by another female. During the encounter, the victim was accused of texting the other woman’s boyfriend. As the altercation escalated, the suspect retrieved a knife from her vehicle and came after the victim, cutting her on her forearm.

I think, for idiots like this, the act of public flogging should be brought back. Cheaper than feeding and boarding them and would probably work better. These "cop fighters" as we used to call them need to be "tuned up".
