State To Seek Death Sentence And No Possibility For Parole Against Thomas Leggs Jr.


Thomas James Leggs Jr. is served the State’s Notice of Intent to Seek Sentence of Death and the State’s Notice of Intent to Seek Life Without the Possibility of Parole.

This afternoon, Leggs was served in the Wicomico County Detention Center. Notices have been filed in the Circuit Court for Wicomico County.

This morning, Leggs was re-indicted for Murder in the First Degree, Burglary in the First Degree, Burglary in the Third Degree, Kidnapping, Kidnapping of a Child Under 16, Sex Offense in the First Degree, and Sex Offense in the Second Degree.

State’s Attorney Davis R. Ruark says the 30-year-old Salisbury man is alleged to have killed, kidnapped, and sexually assaulted 11-year-old Sarah Foxwell. The young girl’s body was found in a wooded area on Christmas Day in Delmar, Maryland. Leggs is a registered sex offender in Maryland and Delaware.

A trial date has not been set as of today’s date.

why is it when someone actually gets the death penalty, it takes so long for them to actually do it?

I sure hope he does get it, he deserves it, and heck hopefully it will happen to him in jail!

Hardly an election year ploy, Ruark and Vincent have tried Death Penalty Cases before. In fact they have one of only five on Maryland' Death Row. They're two of the best in the State, and they'll make sure that justice is done!

Joe, this reminds me of the dr Bradley case, is there any way to find out if AG Bidens office knew about the 3 complaints in2008? Please look into this Joe, if anyone can find the answer, YOU CAN!

I happen to be in the area earlier so I stopped by Parsons. The sun was shining with a slight breeze. This was the first time I've been since Sarah's headstone and marker had been delivered. For everyone who made this possible, Thank You.

Leggs, I hope you never walk as a free man ever again. For those of you who help make the laws, it's an election year. Thanks to what happened to Sarah I'll be paying close attention to what you do.

I would like our governor candidates to answer the following question on record: If Jeggs is convicted and sentenced to life in prison, will you sign the death warrant during your four year term?

Turn him out with an ankle bracelet until trial. That way maybe he'll run and some one can shoot him. It would save us all a bunch of money. Innocent until proven guilty right? Turn him loose and lets see what happens.

If we are lucky one of two things will happen. 1. He will try to escape and some deputy will have to shoot him. 2. He'll prove what a coward he is and commit suicide. Either way it saves time, money and heartache for the victims family.

once the police got the 3 complaints in 2008, they would have seen all the previous complaints and sent it to the Attorney General,right?

Maryland uses lethal injection. Life without parole and let the other animals take care of him. Let him suffer.

I wouldn't have a problem with him getting parole after the death penalty is enforced.

I don't think Bradley will ever been in the general prison population, and he will die of old age before the death penalty is enforced. There will never be enough just punishment for this crime, sorry to say.

I sort of like the idea of letting him have life without parole. BUT -each day, he would hear a recording saying "this is GOD, wait until you die and come before me for judgement for you have harmed one of my children and I will show you no mercy". Let him think for 40-60 years about whats going to happen to him when the Almighty passes judgement. I am willing to forego instant gratification on his demise in order to know and believe that he will be facing a punishment so severe and righteous, that we simply cannot understand it.

it WOULD be interesting to know if Beau Biden had any thing to do with the procrastination on Bradley. Especially since he is putting himself in the position of "protecting the children" and tearing up at his news conference, etc.

I just hope the state of md can actually convict him if he did this crime. I personally think law enforcment was in a rush to find somebody. There is alot about this case that is unknown to the public.
I wouldnt want to be accused in this county. You will get fried in the media.What happened to innocent till proven guilty.
