GOVERNOR MARTIN O’MALLEY TO JOIN SENATOR CARDIN, CONGRESSMAN CUMMINGS TO ANNOUNCE FEDERAL CHESAPEAKE BAY RESTORATION BILL
ANNAPOLIS, MD – Governor Martin O’Malley will join Senator Benjamin Cardin, Congressman Elijah Cummings, and regional environmental leaders to formally announce the Senator’s Chesapeake Bay Clean Water and Ecosystem Restoration Act. This critical legislation would give states and local governments in the Chesapeake Bay watershed strong, new enforcement tools and more than $1.5 billion in new grant authority to restore the Bay’s health. This bill establishes a flexible pollution trading program designed to lower compliance costs, provide specific financial incentives for farmers to implement conservation practices and put the force of law behind President Obama’s Executive Order requiring every federal department to work toward restoration of the Chesapeake Bay.

Let me guess fishing licenses will go up boating registration as well.
it's worse than that, the coffers are dry and now the lawmen are going to be used as revenue generators.
It;s getting to the point where cops and DNR aren't there to stop or help prevent crime. There are there to help fill state coffers.
With this new law you can expect that the desk jockeys will be out to write a ticket for grass clippings being thrown in a ditch
I hope not it won't be safe on the streets or the water for police to do the collecting for the King. Maybe if the Baltimorons would quit polluting the bay it might become clean again !!!
A *TRADING* Program? For farmers?
They should take a look at some satellite imagery that shows the pollution flowing out of Baltimore and Washington into the Bay.
Ain't no chicken houses in the big city.
