2006 Pierce Enforcer Pumper Refurbishment SFD

Here are the specs for each of the new engines going to Wisconsin to be refurbished. Who in their right mind would refurbish new fire trucks that are only 3 years?

QUALIFICATIONS
Pierce Manufacturing, Inc., located in Appleton , Wisconsin , is truly a leader and innovator in the fire apparatus industry. The Pierce Refurbishment Center has achieved the very same reputation for fire apparatus repair and refurbishing. Located 30 miles west of Appleton in Weyauwega , Wisconsin , the Pierce Refurbishment Center facility is dedicated exclusively to the refurbishing and repair of all makes and models of fire apparatus. Pierce Manufacturing has produced fire apparatus for over 50 years and has been refurbishing apparatus for more than 30 years.

The 40,000 square foot Refurbishment Center has 16 well-equipped bays staffed by 52 certified, highly skilled mechanics. Fabrication and refinishing is done at the main manufacturing facilities to assure our customers the same fine quality that new Pierce apparatus is famous for.

WELDING REQUIREMENTS
Pierce Manufacturing follows American Welding Society D1.1-96 standards for structural steel welding. All aluminum welding will be done to American Welding Society and ANSI D1.2-96 requirements for structural welding of aluminum. Flux core arc welding shall use alloy rods, type 7000, American Welding Society standards A5.20-E70T1.

SINGLE SOURCE MANUFACTURER
Pierce Manufacturing is a single source apparatus manufacturer. The definition of single source is a manufacturer that designs and manufactures their products using an integrated approach, including the chassis, cab and body being fabricated and assembled on the bidder’s premises. The warranties relative to the chassis and body design (excluding component warranties such as engine, transmission, axles, pump, etc.) will be from a single source manufacturer and not split between manufacturer (i.e. body and chassis).

ISO COMPLIANCE
Pierce Manufacturing operates a Quality Management System under the requirements of ISO 9001. These standards sponsored by the "International Organization for Standardization (ISO)" specify the quality systems that are established by the manufacturer for design, manufacture, installation and service. A copy of the certificate of compliance Number 32454 is included with this proposal.

WARRANTY
Pierce Manufacturing, Inc. warrants all new components and repairs to existing components to be free from defects in materials and workmanship per the enclosed warranty policy.

TERMS
Payment is to be made, in full, upon completion and final acceptance at Pierce Manufacturing, Inc.

SHIPPING PRECAUTIONS
All of the following will need be completed before shipping your apparatus to Pierce Manufacturing for Refurbishment or Repair. Failure to complete the listed items below will result in additional cost to the fire department.

All water tanks, foam tanks, pumps, all inlets and discharge plumbing, all drains, and any other plumbing are to be completely drained prior to being driven or flat-bedded.

Strip down all loose equipment unless arranged with Pierce prior to shipping in order to make the repair process easier and to eliminate the potential for lost equipment while the unit is being refurbished or repaired.

All loose or potentially loose items should be taped or strapped to ensure they do not come loose during transit.

TRANSPORTATION
Pierce manufacturing will arrange transportation by means of a drive away service both to the refurbishment center in Weyauwega , Wisconsin from the City of Salisbury, MD and back to Salisbury , MD with the completed apparatus.

INSPECTION
The following inspections will be performed before the removal of any components and before any disassembly. A detailed inspection report will be forward to the fire department for disposition. Additional repairs will be open: subject to inspection.

· Incoming Electrical inspection

· Incoming Chassis Inspection and Road test

· Incoming Pump Test

· Incoming Body Inspection

Inspections are required to verify working components before they are removed.

TWO-TONE CAB UPPER REPAINT
Remove all lightbars, air conditioning roof unit, brow light, crew cab side scene lights and cab chrome trim for repainting the existing white paint break area BLACK. Break line and shield to match existing.

Repair all caulk cracks under the cab roof rain drip prior to repainting.

After repainting black reinstall lightbars, air conditioning roof unit, brow light, crew cab side scene lights and chrome trim on the paint break. Test and verify proper operation of all removed items.

COMPARTMENT LIGHTING
On Scene Solutions LED compartment light strips will be provided in each body compartment. Strips will be mounted vertically along each side of the door framing. The light strips will be centered along the vertical side of the doorframe.

There will be a total of seven (7)Qty, compartments that include these lights.

These lights will be in addition to the existing 6” compartment lights.

Opening the compartment door will automatically turn the compartment lighting on.

AIR BOTTLE HOLDERS
All SCBA brackets in the cab and crew cab will be replaced with new "Hands-Free" auto clamp style bracket in its backrest. For efficiency and convenience, the bracket will include an automatic spring clamp that allows the occupant to store the SCBA bottle by simply pushing it into the seat back. For protection of all occupants in the cab, in the event of an accident, the inertial components within the clamp will constrain the SCBA bottle in the seat and will exceed the NFPA standard of 9G. Bracket designs with manual restraints (belts, straps, buckles) that could be inadvertently left unlocked and allow the SCBA to move freely within the cab during an accident, will not be acceptable.

There will be a quantity of five (5)Qty, SCBA brackets provided.

Customer supplied SCBA will be Scott Air-Pak 50, 30 minute – 4500 psi, 5.48” diameter, carbon bottles.

EXISTING AUTO EJECT FOR SHORELINE
The auto eject charge monitoring screen will be relocated to the exterior of the cab just above the shoreline receptacle to match the new apparatus 21857TR-01Qty, Shoreline.

MIRRORS
The existing West Coast mirror will be removed and replace with one (1) Ramco, Model 6000-PCHR, polished aluminum mirror will be mounted on each of the cab doors. All holes will be plugged before the black two-tone repaint. The mirrors will be 9.25" x 13.50", with a convex section. The mirror head will have a highly polished aluminum finish.

The flat glass in each mirror will be heated and adjustable, with remote controls that are convenient to the driver.

5.00” REAR INLET PIPING
Modify the 5.00” rear inlet piping to extend the 6.00” Stroz adapter to the end of the rear upper half step. Nothing is to stick out beyond the rear of the apparatus. Exposed pipe will be painted red #114 to match body color.

HOSEBED DECK LIGHT
One (1) 6.00" Unity AG deck light with swivel mount, with a 6,000 candle power halogen flood bulb will be provided at the center of the front hosebed cross divider. Light will face rearward to illuminate the hosebed area. Light will be connected to the cup switch on the driver’s side rear bulkhead labeled “Deck Lights”.

SIDE AND REAR VISION SYSTEM
A backup camera system with two (2) additional cameras will be provided.

There will be three (3) cameras provided in the following locations: one (1) camera will be installed on the passenger side cab mirror area, one (1) camera will be installed on the driver side cab mirror area, and one (1) camera located at the rear of the truck.

The camera at the rear of the truck will be activated when the apparatus is put into reverse. The passenger side camera will be activated when the right turn signal is active. The driver side camera will be activated when the left turn signal is active.

The camera images will be displayed on the apparatus 6.8" LCD color monitor with integral camera switcher. The LCD will be in clear view of the driver with exact location to be identified at a later dateLocation, Camera Monitor.

FOLDING LADDER
The existing folding ladder will be repositioned from the outside edge of the hydraulic ladder rack to the inside edge matching 21857TR

LADDER RACK TREADPLATE BOOT
An aluminum treadplate boot will be installed on the front of the hydraulic ladder rack to match 21857TR

DEPARTMENT DOOR SEALS
The existing cab door department seals will be removed and replaced with new seals to match 21857TR

EMBLEM
There will be two (2) "Star of Life" emblems sized and installed one (1) each side on D-3 and P-3 to match 21857TR.

There will be two (2) "Smoke Detector" emblems sized and installed one (1) each side on D-1 and P-1 to match 21857TR.

EMBLEM
There will be two (2) “Fire Helmets” with 9-11-01 to match existing one (1) each side of crew cab, behind crew cab doors installed after the two-tone black repaint.

WEBSITE EMBLEM
There will be three (3) website emblems installed one (1) on D-3, one (1) on P-3 and one (1) on the rear R-1 roll up doors to match 21857TR.

3 year old mirrors replaced with polished aluminum west coast heated mirrorsis is a must. why dont you city tax payers understand. yes the firehouse is heated but its only 2389.00 yes the mirrors on the truck are ok but heated mirrors for only 2389.00

The Volunteer corporations are going to pay for it? Where are they getting the money from? TAXPAYERS!

I have heated electric, stainless steel mirrors on my truck and they only cost $500 including stainless steel brackets. Oh, my truck is a 2001 Peterbilt with almost a million miles on it. It's still going strong, works everyday.

Gordy,Hoppes and some other dreamers need to be removed immediately. The next Fire Chief should have an EXTENSIVE back ground check done on their abilities. The SFD has spent enough money in the last to build,equip, and man 4 new fire houses in the3 areas needed by the people of their servicing area. Salisbury has made all the surronding fire comnpanies mad and should be forced to uitilize their resources when needed. The waste and circus has got to stop. The volunteers are needed and should be given the respect they deserve.Let's hope the critizium here can become more costructive and beneficial.

And the Delmar Fire Department and Pittsville Fire Department is totally separate and independent of the municipalities where the Salisbury Fire Department is not. Educate yourself before you open your mouth.

This is another example of Gordo spending every dime he gets his hands on. No other fire department refurbs an engine thats three years old. Salisbury is spoiled and they are fed up with Mr. Gordy's crap. This should not be allowed to happen, but here it goes. He intimidated and threatened the volunteers to get this work done. They initially voted not to do it and he came after them. What a joke the SFD has become.

There is an agreement that the volunteer corporations had to sign with the city of Salisbury that stipulates no money can be spent by the volunteers without the chiefs approval. Therefore hmmm one chief, one budget, does that mean one deptartment? That should mean one county appropriation right?

One example of the threats and intimiidation came over this retirement party for See. Gordo asked for the $1600 and the floor didnt want to do it. We asked what has See done for us. Gordo rattled off all his money figures to us and said if we didnt contribute we would regret it. Now what do you call that. Only two members from our ststion went. When we didnt want to help buy this new quint he threatened to take our losap and give us Station 2 used junk. We're tired of it and we want our tanker.

salisbury is spoiled..new house, new trucks.. update'n the "old" one's(3 years old).. go to a real working firehouse and check out their equipment.. something like nyc or balt.. they would love to have the equipment that our fire dept gets rid of.. much less the stuff they are replacing it with..

Why do you have to attack the man's business? He believes in spending big money and doing things right. You disagree? OK. But you don't need to attack the man's business.
If you feel strongly, then, campaign to have him ousted as Deputy Chief. But, don't attack.
Sometimes rich people lose perspective of how much money they are spending. He has a good heart. He is trying to do the right thing for the city.
