Every Salisbury property owner will soon be receiving the initial sewer and water bill at the higher rates needed to raise funds to pay the costs of the system. Recall the budget game that Barrie played last Spring – no recommendation for the rates – so that she could say that the Council decided on its own to raise them. Bubba Comegys went along with her scam, but Debbie Campbell and Terry Cohen demanded that Barrie present the full budget details.
As a result, Barrie was forced to disclose that it is necessary to raise the sewer and water rates by more than 50% (over several years) to meet the expenses. In June, the initial and lesser rate increase (step 1) was adopted when the budget was passed. And more recently Barrie has disclosed that even more money will be needed, and proposed raising it by increasing the impact fee on new construction and development. But there's a big problem: not much growth is underway or being planned, so guess who must pay even higher water and sewer charges than were originally presented.
Thus, we can look forward to even greater sewer and water fees, beginning next year – the higher bill you get this fall is but the first phase of the huge increase that will be coming.

If you are a concerned citizen and don't like the high rate you pay, use your power and vote in a Real manager for the city. We don't need any more politicians. We don't need anyone who is currently in the office whether it's the council, mare's office or SHA.
This is what I don't understand about running government. If you are having problems with the way things are run now, why not find a city or town or other place that's located within your state and find out how they are succeeding? Then do the same thing! Find out what works from other people's trial and error.
Believe me, Salisbury and Wicomico County aren't the only governments that are having a hard time. But if we look around, we'll find the ones that are working well. Look at Balto. county, Harford county, they are doing well. "Oh, ut they are so much bigger, they are located on the western shore". They weren't always that big. Our location shouldn't handicap us at all. Ocean City isn't handicapped.
Stop thinking that you know what is the only and best way to do things. Try some brainstorming sessions. Try inviting people from all walks of life. I may not know how to manage a local government budget, but I do know how to manage a 30 million plus budget for things that I was in charge of in the military. And there are many others out there that know so much more. They would love to help if they were just asked. Try getting people together from all different types of budgetary proceses and let them brainstorm on what is best.
A leader isn't suppose to have all the answers. A leader isn't suppose to do all the work. A leader is suppose to find the right talents, and the right people to come together and figure these things out. A leader asks the right questions to get others motivated to find the answers. There should never be anything to hide. Who is our next leader going to be? (This is when the Duke's of Hazzard theme starts playing...Just a good ole boy...)

We have a good mayor candidate in Jim Ireton, that same reach out to other people.
