Salisbury Police Department Press Release

On December 15, 2008 Officers from the Salisbury Police Department responded to the following businesses located in the north Salisbury corridor: Zia’s, Arby’s, and Salsarita’s. All of the businesses were entered by a black male, approximately 45 years of age, approximately 6’4” in height, 250 pounds, with a mustache and wearing a black colored knit cap with a brim, tan colored jacket, striped shirt, blue jeans, and black colored tennis shoes.

The black male would approach an employee at a cash register and ask for a soft drink. The black male would then pay for the drink with a fifty dollar bill and would then perform various acts of distraction to obtain an amount of currency from the employee before leaving the business.

Be on the lookout for the above subject and report any suspicious activity to the Salisbury Police Department or the closest law enforcement agency.

On December 12, 2008, the Salisbury Police Department, Maryland State Police and the Wicomico County Sheriff’s Office conducted a multi-agency sting operation targeting male subjects (johns) soliciting prostitutes in the north Rt 13 area. As a part of this operation three female undercover officers were utilized to apprehend 14 male subjects. In addition, two male plainclothes officers were approached by two prostitutes who were also arrested. The solicitation was for an amount of currency for a sexual act(s) to be performed.

The following were arrested for Solicitation:

3) Corey Lonnel Hinman, 38yoa, of Snow Hill, MD (2008-45221)
4) Carlos Manguel Jones, 37yoa, of Fruitland, MD (2008-45222)
5) Wilmer Walter Shockley, 48yoa, of Salisbury, MD (2008-45225)
6) William Christopher Wallace, 43yoa, of Nanticoke, MD (2008-45227)
7) Marcos Lopez Alvarado, 34yoa, of Salisbury, MD (2008-45228)
8) Jose Rosario Tello, 26yoa, of Salisbury, MD (2008-45228)
9) James Robert Barry, 36yoa, of Salisbury, MD (2008-45230)
10) Dennis Lee Twilley, 56yoa, of Laurel, DE (2008-45289)
11) Spyros Peter Bubas, 67yoa, of Delmar, MD (2008-45291)
12) Emanuel Douglass Pinkney, 46yoa, of Salisbury, MD (2008-45300)
13) Fred J. Olalo, 32yoa, of Salisbury, MD (2008-45305)
14) Jesse Lee Jarvis, 48yoa, of Delmar, MD (2008-45311)

All of the above subjects were released to Central Booking without incident.

In conjunction with the multi-agency operation, the following were also arrested on December 11-12, 2008.

1) George Miles Jr, 48yoa, of Salisbury, MD arrested for Possession of Cocaine and Possession of Paraphernalia (smoking device) in the area of the 700 block of West Main Street, Salisbury (2008-45195).
2) Davian Welton Turner, 28yoa, of Hebron, MD arrested on two outstanding warrants for failure to appear in Wicomico County, MD Circuit Court and Superior Court in Delaware (2008-45208 & 2008-45209).

The above subjects were released to the custody of Central Booking without incident.

Juvenile, 17yoa, of Salisbury, MD was arrested for two counts of Possession of a Controlled Dangerous Substance and three counts of possession of Drug Paraphernalia. Officers from the Salisbury Police Department responded to the 1100 block of Granby’s Run for a report of underage drinking. On the arrival of the officers a truck was located with four male juveniles inside. As the officers interviewed the subjects the officers smelled what they believed to be burnt marijuana coming from inside the vehicle. A search of the truck and the Juvenile driver yielded a quantity of a suspected controlled dangerous substance and prescription medication not belonging to the juvenile. The juvenile was placed under arrest, transported to the police department where he was charged on a youth report and released to the custody of a parent.

Roshelle Lynna Russell, 20yoa, of Salisbury, MD was arrested for Theft less than $500. An officer responded to Kohl’s Department Store for a reported shoplifter in custody. Loss Prevention Officers had observed Russell enter into the store pushing her two year old child in a stroller. Continued observation found that Russell was secreting numerous clothing items in the storage area of the stroller and a large handbag. Russell then exited the store passing all points of sale and was stopped in the parking lot by the loss prevention officer. Russell was transported and released to Central Booking.

Those people don't have to worry, right after the election in April it will be business as usual for them.

What happens to all their vehicles? Do they get them back or do they go up for auction?
