hmmm could be a few things. The sign says commercial vehicles only there is also another sign that posted thats is a handicap parking..... or maybe one of them is parked the wrong way? Oh and it looks like the flowers could use some water
I believe this is one way the way the lighter colored car is facing. That car apppears to be parked legally in a handicapped space (hangtag on mirror). The car facing it appears to have come the wrong way and is stopped in a commercial zone, although it looks like the driver may be inside, and maybe he was a messenger dropping something off. But if I am right about the one way, oops!
