The Daily Times is reporting this accident at BWI on their web site, unless there was a similar situation there.

the Cessna crashed at BWI the plane here in Salisbury was a home made plane or kit of some kind?

Do these home made plane kits get inspected by the FFA before they are allowed to interact with other planes on a runway? Sounds like a bigger accident waiting to happen.

Why would the Future Farmers of America need to inspect a plane?

But seriously, The F A A has different criteria for inspections depending on the type of aircraft.
Homebuilts are not scrutinized and held to the same standards as aircraft that haul passengers for money.
